Sources Sought Notice (SSN):
This announcement constitutes a Sources Sought Notice for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement.
This sources sought notice is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response.
This SSN is for information and planning purposes to identify qualified and experienced sources for an anticipated multiple award Indefinite-Delivery/Indefinite-Quantity contract with firm-fixed-price clauses and provisions under NAICS code 333618, Other Engine Equipment Manufacturing. The size standards in number of employees is 1,500. This is a market research tool used to determine market capability and solutions as well as the availability and adequacy of potential small businesses prior to determining the method of acquisition and issuance of award. The Department of the Navy’s Military Sealift Command
(MSC) has a requirement covering a broad range of propulsion systems, steering gear, engines, and associated parts service and supply in support of the following MSC class vessels: T-AKE (Dry
Cargo/Ammunition); T-AO (Fleet Replenishment Oiler); T-AKR (Large, Medium-Speed Roll-on/Roll-off);T-ESB (Expeditionary Sea Base), and T-ESD (Expeditionary Sea Dock). This work is anticipated to be performed by Rolls-Royce and Kongsberg, certified OEM vendors, or MSC approved non-OEM equivalent vendors. Additional information can be found in the draft Performance Work Statement (PWS) attached to this SSN.
History: This is a new requirement; however, a similar previous sole source requirement exists under contract N3220516D2009.
Anticipated Places of Performance: Contractor is required to perform the work as ordered onboard MSC vessels unless shop work is authorized, necessary, and/or required. Vessels will be either moored at a
Government Facility, located in a Commercial Repair Facility, or underway. In most cases, the contractor will have to perform work aboard the vessel while the vessel is in a commercial repair facility. The work will be required to be performed in various CONUS and OCONUS locations. Typical places of performance include, but are not limited to the following: Boston MA; Philadelphia, PA; Norfolk, VA;
Charleston, SC; Seattle, WA; Portland, OR; San Francisco, CA; San Diego, CA; Honolulu, HI; Guam;
Subic Bay, Philippines; Singapore; Yokosuka, Japan; Sasebo, Japan; Bahrain; Jebel-Ali, United Arab
Emirates; Duqm, Oman; Naples, Italy; and Rejika, Croatia. Travel will be required.
Military Sealift Command (MSC) is seeking information on qualified and experienced sources for planning purposes in an effort to derive a contract vehicle that will provide qualified contractors to provide the required supplies and services in the areas noted in the first paragraph and the attached draft
PWS.
Responses to this SSN shall include the following information in this format:
1. Company name, address, point of contact name, phone number, and email address.
2. Contractor and Government Entity (CAGE) Code.
3. Other Government vehicles (contracts) that MSC may issue orders for the required services. (ie.
GSA, etc.).
4. An estimated Rough Order of Magnitude (ROM).
5. Size of business - Large Business, Small Business, Small Disadvantaged Business, 8(a), Hubzone, Woman-Owned Business, Veteran-Owned and/or Service Disabled Veteran-Owned
Business.
6. Capability statement displaying the following:
a. Vendor’s ability to meet the minimum required tasks in the draft PWS Sections 2.2
Engineering, 2.3 Services, and 2.4 Parts.
b. Identify whether or not the vendor can accomplish all or some areas of the PWS. If the vendor can only accomplish some areas of the PWS then identify which areas can be accomplished and which can’t.
c. Past performance information for three (3) contracts.
i. Include in the past performance information the contract numbers, dollar value, scope of the requirement, and period of performance for the three (3) contracts referenced in the response to this SSN.
ii. Include only past performance information for contracts that have been completed within the last five (5) years.
d. Identify whether or not the vendor is certified by the OEM on OEM letterhead to provide
Rolls-Royce or Kongsberg parts and services or is an MSC certified non-OEM equivalent parts and/or service provider.
i. If the vendor is not certified by the OEM, then indicate whether or not the vendor intends on seeking qualification within 10 days of the SSN submission.
e. Identify in which areas of the typical places of performance listed above that the vendor will be able to provide the required supplies or services.
7. Please include any questions or concerns you have in regards to this requirement.
8. Alternative solutions proposed, including solution literature.
9. Include any other supporting documentation.
**Pursuant to COMSINST 4490.1C, vendors other than Rolls-Royce and Kongsberg that are not certified by the OEM (ex. Letter from OEM on OEM Letterhead delineating that said Vendor is a certified parts and labor provider) can seek Qualification from MSC. Vendors are encouraged to visit https://procurement.msc.navy.mil/qualification.htm in order to gain Non-OEM Qualification which is only to be used on MSC Vessels.**
Submissions are to be no more than 10 pages and no less than 12 point font.

Again, this is not a request for a proposal and in accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.
