Sources Sought Notice:

To facilitate market research, the Government is looking to identify qualified sources under the North American Industry Classification System (NAICS) 236220 – Commercial and Institutional Building Construction with a Small Business Size Standard of $39.5M.

Responses from “all” sources are requested, including Small Businesses, 8(a) Small Businesses, HUBZone Small Businesses, Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Women-Owned Small Businesses (WOSB) and Economically Disadvantaged Women-owned Small Businesses are encouraged to respond. If at least two qualified small businesses are identified during this market research stage, any competitive procurement that may result will be conducted as a small business set-aside.

Scope

The Department of Defense, Washington Headquarters Services, Acquisition Directorate (DoD/WHS/AD) is seeking information for potential sources (both large and small) for a Construction Management Technical Support Systems (see Attachment 1 for Performance Work Statement and requirements).

Location: The majority of the work associated with this effort is anticipated to be performed at the Pentagon Reservation (Arlington, VA). However, some work may be performed at leased space within the National Capitol Region (NCR), the Mark Center (Alexandria, VA), or the Raven Rock (RRMC) sites located in Maryland and Pennsylvania. However, some projects may require multiple tours of duty to military installations and other sites of various lengths to deliver the intended support.

Security Requirements:

• Facility Security Clearance (FCL) at the SECRET Level.

• Personnel working on this contract must have at a minimum, a favorably adjudicated

National Agency Check with Inquires (NACI) and U.S. citizenship.

• Personnel working at RRMC require a SECRET clearance and U.S. citizenship.

Sources Sought Notice Guidelines:

This sources sought is issued solely for information and planning purposes and does not constitute a solicitation. Responses to this notice will not be returned. Vendors will not be notified of the result of this review. This sources sought notice is for market research purposes only.

The Government shall not reimburse the costs of preparing responses to this request for information. No proprietary, classified, confidential, or sensitive information should be included in your response to this Sources Sought Notice. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation.

Capability Statement Questions:

1. Do you have the capability to successfully provide “construction management technical support services” as required by the Performance Work Statement?

2. What experience do you have retaining and managing geographically dispersed project teams concurrently supporting multiple, unique clients (preferably DoD clients) with different construction programs; providing a total workforce of construction/project managers, engineers, architects, schedulers, estimators, quality assurance inspectors, commissioning specialists and management consultants for a combined 40 to 70 FTE?

3. Minimum staff turnover is critical to the success of this construction management technical support service requirement. How does your staff manage turnover?

4. Do you have the capability to manage multiple Construction Programs totaling $200M to $400M of ongoing annual work, consisting of multiple Tenant and Capital Improvement projects (design build and design bid build) ranging from $500K to $40M?

5. What experience, if any, do you have in providing project controls such as scheduling

(ex. using Microsoft Project, Primavera, etc.), estimating (ex. RS Means)? Provide an example of a construction program in which you integrated the schedules of multiple design build contractors at a macro level into a master schedule to provide effective projections to assist in managing the construction program.

6. What experience do you have in implementing Innovations, Process Improvements, Metric tracking and analysis, Quality Control, and Strategic management initiatives to create efficient and effective Construction Program Management?

Potential large or small business sources are invited to submit a Capabilities Statement addressing the ability of their company to address the specifications attached and provide responses to the above questions. Responses shall not exceed five (5) pages maximum. with each page shall be 8 ½ x 11 inches, double-spaced, no smaller than 10-point font, with one (1) inch margin requirements. Font size and spacing for tables and charts are excluded. Font type and sizing must be legible.

In addition to demonstrating your experience by answering the capabilities questions above, interested sources should include the following in their capability statements:

• Company Name and Address.

• Company Point of Contact, Phone number and email.

• SAM Unique Entity Identifier and/or CAGE Code.

• Business Size for NAICS Code 236220 and Classification (example: Small Business, 8(a)

Small Business, HUBZone Small Business, Service-Disabled Veteran-Owned Small Business, Woman-Owned Small Business and Economically Disadvantaged Women-owned Small Business).

• Are you interested in performing as the prime or a subcontractor?
