About this file

This is a Sources Sought Notice issued by the Air Force Life Cycle Management Center (AFLCMC/ESGK-R) Strategic Ground Sensors office located at Robins Air Force Base, Georgia. The government is conducting market research to identify potential contractors capable of performing qualification and production efforts for X-Band Receive Microwave Assemblies (RMAs) and associated power supplies (Part Numbers G552402, G552414, and G552440). The anticipated acquisition strategy involves full and open competition on SAM.gov, with an expected contract structure utilizing Firm Fixed Price CLINs, though the complete acquisition strategy has not yet been finalized and no RFP release date is currently available.

The scope encompasses development, production, delivery, installation, and testing of up to ten RMAs, four Low Noise Amplifier power supplies, and four RMA power supplies. Key requirements include a Form-Fit-Function replacement design of the existing RMA with United States Government approval required for any substituted parts, delivery of a complete Technical Data Package in native CAD/CAE/CAM and PDF formats with unlimited data rights, and testing of new or refurbished equipment for compliance with specifications. The subsystem architecture includes four physically identical receive channels with configurable attenuation and amplification stages to prevent receiver front-end overload. Interested vendors must submit unclassified technical capability statements limited to 30 pages no later than August 22, 2026, to contracting officers Brandon Jones and Jessica Roberts via email. Responses should include business information, CAGE code, DUNS number, relevant experience within the past three years, teaming arrangements if applicable, suggested contract types and CLIN structures, and identification of anticipated performance, schedule, or cost risks. Technical questions must be submitted by August 15, 2026, and will be answered on SAM.gov. This announcement does not constitute a solicitation or commitment to award a contract, responses are voluntary, no funds are available for proposal preparation, and all submissions become government property.

SOURCES SOUGHT ANNOUNCEMENT - TEMPLATE

AFLCMC/ESGK-R is seeking sources for the X-Band Receive Microwave (and associated power supplies) Qualification and Production effort (P/Ns: G552402, G552414, and G552440)

CONTRACTING OFFICE ADDRESS: AFLCMC/ESGK-R Strategic Ground Sensors 750 Third Street, B350 Robins AFB, GA 31098

INTRODUCTION:

This is a SOURCES SOUGHT ANNOUNCEMENT to acquire X-Band Receive Microwave (and associated power supplies). The Government anticipates an acquisition strategy of full and open competition on SAM.gov for this requirement and resulting solicitation, however, the acquisition strategy has not been fully formed and defined. In accordance with RFO Part 10, Market Research, AFLCMC/ESGS is seeking information for potential sources for X-Band Receive Microwave (and associated power supplies).

Security Requirements: The level of security clearance and amount of foreign participation in this requirement has not been determined; however, the Contractor should anticipate working with teams consisting of military, civilian, national partners, and contract personnel from various services and agencies.

Anticipated CLIN Structure: The Government is contemplating the use of a contract with CLINS to include Firm Fixed Price, however, the acquisition strategy has not been fully formed or defined.

The RFP release date is not yet known nor can be estimated. Interested parties are encouraged to monitor all postings.

1.1 SOURCES SOUGHT INFORMATION:

1.2 DISCLAIMER: THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP), REQUEST FOR QUOTE (RFQ) OR AN INVITATION FOR BID (IFB). IN ACCORDANCE WITH FAR 15.201(e), THIS NOTICE DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT.NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. THE GOVERNMENT MAY USE THE INFORMATION OBTAINED FROM RESPONSES TO THIS NOTICE IN DETERMINING ITS ACQUISITION APPROACH. THE ISSUANCE OF THIS NOTICE DOES NOT RESTRICT THE GOVERNMENT ACQUISTION APPROACH.

1.3 REQUIRED CAPABILITIES: The scope of this effort encompasses the development, production, delivery, installation, and testing for an aggregate total of up to ten (10) RMAs, four (4) associated Low Noise Amplifier (LNA) power supplies, and four (4) RMA power supplies. Quantities listed herein are estimates, and not yet a firm requirement.

As the current designs are largely obsolete, this acquisition requires a FFF replacement. The development effort anticipates a first-article RMA and associated power supplies to be tested at the manufacturer’s facility, provided to the USG, and installed/tested by the Contractor on a 27-meter radar at an OCONUS operational site. Upon successful 30-day testing, subsequent production will commence.

1.4 SPECIAL REQUIREMENTS:

Receive Microwave Subsystem Architecture The subsystem consists of four physically identical channels (three functionally identical) designed to provide appropriate signal levels to the Receiver Exciter Assembly (REX). Strong target returns must be attenuated to prevent receiver front-end overload.

Stage Selection
Target Return
Signal Path / Component Routing
Final Signal State
0 dB
Weak
Passed via directional couplers to a 22 dB LNA; selected at SP4T switch.
Amplified 22 dB (0 dB reference)
-42 dB
Medium
Decoupled (20 dB down) at 2nd directional coupler; selected at SP4T switch.
Attenuated 20 dB; unamplified (-42 dB overall)
-78 dB
High
Decoupled (45 dB down) at 1st coupler; attenuated another 10 dB; selected at SP4T switch.
Attenuated 55 dB; unamplified (-77 or-78 dB due to cabling losses)

Note: After appropriate attenuation/amplification selection, the return is amplified 27 dB by amplifier A1AR2. During the transmit pulse, the LNA is protected by biasing a Transmit Receive Limiter (TRL) switch.

Pilot Pulse (PP) Alignment & Diagnostics

During PP alignment or diagnostics the PP or Test Target Generator (TTG) INJECT signal is selected. There are four (4) pilot pulse alignment paths selected based on the SP4T switch selections: two for the 0 dB stage and one each for the -42 dB and -78 dB stages. The TTG INJECT signal goes through the same paths for diagnostics.

Stage
Path / Routing
TRL Status
1st 0 dB Stage
SPDT switch directs the PP signal through the 20 dB port of 2nd directional coupler (20Db input) where the signal is decoupled (0 dB output) and passed through the LNA.
Biased OFF
2nd 0 dB Stage
SPDT switch directs signal through the 45 dB port of 1st directional coupler (45 dB input) where the signal is decoupled (0 dB output) and passed through the TRL and LNA.
Active
-42 dB Stage
Signal passes through two 20 dB ports (20 dB input and 20 dB output) of the 2nd directional coupler.
N/A
-78 dB Stage
Signal passes through two 45 dB ports (45 dB input and 45 dB output) of the 1st directional coupler.
N/A

The fourth receive channel features an additional selection at the SP4T switch for a sample of the transmit signal (XMT SAMPLE) provided back to the REX.
