About this file

This is a Sources Sought Notice issued by the Army Contracting Command - Detroit Arsenal (ACC-DTA) to gather market research on vendor capabilities for repair and sustainment services of military chemical detection equipment.

The Army seeks qualified vendors to perform assessment, repair, and Sustainment-Level Event Package (SLEP) services for the M4A1 Joint Chemical Agent Detector (JCAD), NSN 6665-01-586-8286, and the JCAD Solid Liquid Adapter (SLA), NSN 6665-01-697-0982. The M4A1 JCAD is a portable device that detects, identifies, alerts, and reports chemical warfare agents and toxic industrial chemicals. Estimated five-year quantities include M4A1 JCAD repairs ranging from 326 units in Year 1 to 31 units in Year 5; M4A1 JCAD SLEP services ranging from 586 units in Year 1 to 1,449 units in Year 5; and JCAD SLA repairs ranging from zero units in Year 1 to 200 units in Year 5. Responses must be submitted to Evan Graham (evan.j.graham3.civ@army.mil) with subject line "JCAD Repair Survey Response" no later than Friday, May 22, 2026, at 2:30 p.m. Eastern Time. The survey requests vendor profile information (business type, CAGE code, points of contact), technical capabilities (past government contract experience, current repair capabilities, access to technical data packages), service delivery details (turnaround time, facility location), quality management certifications, and pricing (minimum/maximum monthly rates and per-unit costs). Vendors are notified that the Government does not own or have access to the associated technical data package and that Smiths Detection, Inc. (CAGE code 23667) currently owns and maintains the M4A1 JCAD technical data package. Participation is voluntary and responses will not result in compensation; no obligation exists for the Government to issue a solicitation or award a contract based on this market research.
