SOURCES SOUGHT: THIS IS NOT A NOTICE OF REQUEST FOR QUOTATION BUT INFORMATION AND PLANNING PURPOSES ONLY! This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.

55 CONS is conducting a market survey to determine the interest and availability of vendors for a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract for Cloud Service Provider (CSP) credits set forth within the attached Statement of Objective (SOO).

This notice is for planning purposes only and does not constitute a solicitation for competitive bids/proposals/quotes, and is not in any way a commitment by the Government. However, all interested parties who believe they can meet the requirements identified above are invited to submit, in writing, any questions or recommendations on the SOO.

The applicable NAICS Code is 518210 with an SBA Size Standard of $35,000,000 ($35.0M).

Salient Characteristics include:

· The company must be able to provide Cloud Service Provider (CSP) capabilities in regions designated for US Government only use and commercial.

· Those CSPs must have the capability to host Impact Level 6 (IL6) based on the DoD Cloud Computing Security Requirements Guide (SRG).

· The company must be authorized to offer CSP capabilities in those US Government only regions up to IL 6.

· The company must be capable of providing payment services (credits) on behalf of wholly government operated accounts.

Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will use this information in determining its small business set-aside decision.

Please note: All contractors doing business with the Federal Government must be registered in the System for Award Management (SAM) database. The website for registration is www.sam.gov.

NOTE: The information received because of this notice is solely for the purpose of market research. The Government does not intend to pay for any information provided under this sources sought synopsis. This is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal or quote, or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.

Submissions must be received no later than 10:00 a.m. Central Standard Time on 11 March 2020.

Future information about this acquisition, including issuance of a quotation and/or applicable amendments, will be issued through FedBizOpps (BetaSAM). Interested parties are responsible for ensuring they have the most up-to-date information regarding this acquisition.
