Capability statements must not exceed ten pages and should include a cover page with company information, an executive summary, technical areas aligned with the attached Performance Work Statement, and corporate experience demonstrating similar work performed within the past five years. This Sources Sought Notice (SSN) is for market research and planning purposes only and shall not be construed as a solicitation or an obligation or commitment to issue a solicitation by the
Indian Health Service (IHS). It seeks information from the specific types of entities listed below to assess their capabilities in fulfilling the requirements set forth in this SSN. The information from this SSN will be used to determine the appropriate acquisition strategy and whether adequate competition exists within one or more pools, in accordance with the applicable regulations including Revolutionary FAR Overhaul (RFO) 19, HHSAR subpart 326.600, and
Indian Health Manual 5-1.
Responses to this SSN must identify whether they:
➢ Hold a GSA MAS contract;
➢ Hold a STARS III contract;
➢ Are 8(a) participant;
➢ Are Indian Small Business Economic Enterprise (ISBEE);
➢ Are ANC-owned or Tribal-owned;
➢ Meet other relevant socioeconomic categories.
The applicable primary NAICS code for this requirement is 541511 – Custom Computer
Programing Services. An organization that is not a small business under the applicable
NAICS code shall NOT submit a response to this notice. Contractors that hold a GSA MAS contract or a STARS III contract should identify the applicable contract number(s) in their response. Generic capability statements are not sufficient and may not be considered when assessing entity capabilities.
Background
The Data Mart program works with the Office of Clinical and Preventive Services (OCPS) for clinical programs/products, the Office of Public Health Support (OPHS) for Government
Performance Results Act (GPRA) performance measures and services supported by this contract and is managed by the Office of Information Technology (OIT). The program also uses the
National Data Warehouse (NDW) General Data Mart and Behavioral and Community exports to refresh its production data marts and work in conjunction with the National Patient Information
Reporting System (NPIRS).
The Data Mart Program supports several “data marts” for various Indian Health Service (IHS) programs. A data mart is an automated system that contains several core functions such as reporting, security, graphics and data refresh activities to satisfy a particular requirement. Data mart requirements are defined by the requesting program. Each data mart’s database structures, mailto:Mario.Henriquez@ihs.gov mailto:Julie.Corbin@ihs.gov data movement or data “refresh” processes, data validation, programming logic and code must be maintained and documented.
IHS also supports the Joint Commission approved performance measurements at approximately
19 sites. This program supports national hospital accreditation activities for both direct and tribally operated Joint Commission accredited hospitals.

• Assistant Secretary for Financial Resources (ASFR), HHS
• Assistant Secretary for Planning and Evaluation, (ASPE), HHS
• Numerous State Cancer Registries
• Various area offices for program specific projects
The purpose of this contract is for the contractor to provide support and maintenance (including minor enhancements) of existing data marts and any newly developed data marts created in the future; established firm-fixed pricing will exist at time of contract award. Modifications to the contract price for fixed price adjustments may be warranted depending on the extent of additional data marts added for operations and maintenance in the future.
Capability Statement/Submission Information
A response to this SSN will be in the form of a capability statement to demonstrate capability and experience in providing the required CDM services to achieve the objective of the PWS.

Executive Summary
Provide a high-level overview of your services and include how it will benefit the Indian Health
Service.
Technical Area
Respondents are expected to provide the services using the labor categories described in the attached Performance Work Statement (PWS).
Corporate Experience
Interested vendors shall provide a summary of their corporate experience demonstrating their capability to perform work of similar scope, complexity, and magnitude. Responses should include relevant projects performed within the past five years, including a brief description of the work, contract type, period of performance, dollar value, and customer, and should address experience in the technical areas relevant to this requirement.

Responders shall complete the IEE Representation Form in Attachment 2. Response shall reference the sources sought number 75H70426Q00030, CDM, and your company name in the email response header. Response will not be accepted after the due date. The maximum number of pages for this submission is ten (10) pages.

However, responses to this Notice will not be considered adequate responses to any resultant solicitation.
