SOURCES SOUGHT NOTICE

FOR

Joint Base Operation Support Services (JBOSS) W912L8-24-R-0005

The West Virginia Army National Guard is issuing this Sources Sought Notice as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for raw subsistence, rapid preparation meals, shelf stable meals, and fresh meal kits. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541611 Administrative Management and General Management Consulting Services with a size standard of $24.5M. The Government will entertain other NAICS Codes.

THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.

This is not a new requirement.

This requirement will support WVARNG in providing relevant and capable support services for a broad spectrum of operations in support of homeland defense/security, national security objectives and emergency response by supporting Joint Base Operations Support Service Programs.

Provide technical support for coordination of program activities with inter-related program activities to ensure optimum efficiency and compliance with appropriate policies, procedures and specifications.

Logistics Support Services for the following departments and sections: WVNG G1 Personnel, WVNG G3 Operations and Training Section; WVNG G4 Logistics and Maintenance; WVNG USPFO and WVNG J3 Joint Operations Center. Perform a monthly reconciliation of material request logs. Reconciliation shall verify date of receipt, identify due out items, and provide updated status of due out items. Maintain an inventory management system to track movement of equipment and/ or supplies.

Program Management for Joint Operations Center (JOC). The JOC provides effective and efficient operations monitoring, information-retrieval methods, development of standard processes for organizing and disseminating reports, publications and other relevant information; and maintain a collection of information for emergency planning for West Virginia State emergency events and weather emergencies. The target audience for these services is the WVNG, West Virginia State emergency operations center, WV emergency response personnel.

Map out training plans and schedules, design and develop training programs (outsourced or in-house) for the Fiscal Year. Recommend appropriate training methods per event (virtual, simulated, mentoring, on the job training, professional development classes, etc.).

Identify visibility problems within the training program and recommend corrective action.

Location:

Performance shall be primarily at 1740 Coonskin Drive, Charleston WV 25311.

Anticipated Set-Aside:

The Government would like to receive feedback from all interested small businesses and other social economic programs. The previous contract W912L8-19-C-0003 was a 8(a) set aside and awarded to an 8(a) company.

Capability Requirements:

If your organization has the potential capacity to perform these contract services, please provide the following information: Organization name, Cage Code, UEI, address, email address, Web site address, telephone number, company size, and type of ownership (small business, HUBZone, Large etc.) for the organization.

Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.

The government will evaluate market information to ascertain potential market capacity to:

Provide services consistent in scope and scale with those described in this notice and otherwise anticipated.

Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirement.

Implement a successful project management plan that includes compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation.

Provide services under a performance based service acquisition contract.
