SOURCES SOUGHT SYNOPSIS FOR
Laundry Services W912L8-22-R-0004
The West Virginia Army National Guard is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Laundry Services. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 812320(Dry Cleaning and Laundry Services(Except Coin Operated) with the corresponding size standard of $6 million. The Government will entertain other NAICS Codes.
Requirement:
Camp Dawson is an Army Training Center. All components of the Armed forces and State entities utilize Camp Dawson and its facilities to conduct training. During their stay, if they utilize barracks, they are required to utilize a pillowcase and fitted sheet. This protects our mattress/pillows and helps to prevent health risks. Camp Dawson Logistics requires linen to be contracted out for cleaning from the utilization by using units training at Camp Dawson. The Contractor will arrive at Camp Dawson, to pick up soiled laundry from Logistics personnel. Both parties will conduct a joint inventory. Contractor will provide large linen bags for all dirty laundry to be placed in before loading into contractor vehicle. At completion, Logistic personnel will fill out the Linen Turn-In Form. Both parties will then sign and each party will keep a copy. Contractor will then remove the soiled linens and proceed to their establishment. Contractor will proceed to wash and dry linens. Once the linens are cleaned and dried, contractor will neatly fold and stack in piles of the following:
| Pillowcases = 10 each to a bundle |
| Sheets = 10 each to a bundle |
| Fitted Sheets = 10 each to a bundle |
| Blankets = 5 each to a bundle |
Once piles are created, contractor will completely wrap each stack with a type of heavy- duty plastic bag. Each bundle will be secured enough as to not allow dirt to get onto the laundry. Each bundle will be marked utilizing a black permanent marker or a type of label, with the item description and correct amount. Completed bundles will be counted and written on contractor invoice, which will match Logistics Linen Turn In form. Contractor will contact Camp Dawson Logistics weekly for delivery date and time in order to return the clean linen.
This will not be a new requirement. Previous support services contracted under W912L8-17-P-0055.

THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.
If your organization has the potential capacity to perform these contract services, please provide the following information:
1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership (small business, Hubzone, Large etc.) for the organization.
2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
[Note: In accordance with FAR 10.001(b), agencies should not request potential sources to submit more than the minimum information necessary.]
The government will evaluate market information to ascertain potential market capacity to:
1) Provide services consistent in scope and scale with those described in this notice and otherwise anticipated.
2) Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements.
3) Provide services under a performance based service acquisition contract.
BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT SHALL BE SET-ASIDE FOR A SMALL BUSINESS OR OTHER SMALL SOCIOECONOMIC PROGRAMS FOR SMALL BUSINESSESS.
The Government would like to receive feedback from all interested businesses.
Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by April 1, 2022 NLT 4:00 pm EST.
