About this file

This is a Sources Sought announcement issued by the U.S. Army Corps of Engineers (USACE) Tulsa District for preliminary market research regarding an anticipated construction contract for Arcadia Wet Well Rehab at Arcadia Dam, Oklahoma. The Government intends to solicit proposals on or about August 2026. This is not a solicitation for proposals and no contract will be awarded from this announcement. The base bid work includes: fabrication of two structural steel bulkheads (3.42 feet x 4.42 feet, ASTM A709 steel); removal and disposal of low flow inlet gate and low flow gate at the north wet well; construction and installation of ductile cast iron low flow inlet and low flow gates with appurtenances in the north wet well; and removal and replacement of all angle H frames and structural bolts in trash rack assemblies in both north and south wet wells. Optional work includes similar gate replacement work at the south wet well and removal/installation of six additional wet well inlet gates and ductile cast iron inlet gates at both wet wells. The base bid will procure two new bulkheads and low flow inlet and low flow gates.

Contractors must have seven years of relevant experience with replacement and repair of hydraulic steel structures. Key constraints include misalignment of existing gates with floor grating openings requiring temporary work platforms, leaking existing gates, and requirements for bulkhead and trash rack assembly fabrication before new gate installation. The contractor must work on one gate at a time, obtain acceptance trial operation completion before starting the next gate, and maintain personnel on-site or available within two hours for all clearances. Contractors responding must submit an Experience/Capabilities Statement (not exceeding five pages in PDF format) including firm information, general experience with wet well rehabilitation, teaming arrangements if applicable, and up to three relevant project examples from the past three years with contract details. The NAICS code is 237990 (Other Heavy and Civil Engineering) with a $45 million size standard. Small Business firms must comply with 15% personnel expenditure requirements and 85% subcontracting limitations. Large Businesses must submit Small Business Subcontracting Plans if awarded. All firms must be registered in the System of Award Management (SAM). Responses close on April 21, 2026 at 2:00 PM CDT and must be emailed to Mr. Clinton J. Yandell at clinton.j.yandell@usace.army.mil. The place of contract performance is Arcadia Dam, Oklahoma.

SOURCES SOUGHT

FOR

Arcadia Wet Well Rehab, Arcadia Dam, Oklahoma

This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary acquisition planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought announcement or any follow-up information requests. Respondents will be notified upon request following the sources sought evaluation results.

The U.S. Army Corps of Engineers (USACE) - Tulsa District (SWT) is conducting market research for an anticipated construction contract and intends to solicit proposals on or about August 2026. The type of set-aside decision(s) to be issued will depend upon the responses to this Sources Sought announcement and associated market research.

The work includes, but is not limited to, the following:

The work in the base bid includes the following:

1. Fabrication of two structural steel bulkheads

2. Removal and disposal of low flow inlet gate and low flow gate at the north wet well

3. Construction and installation of ductile cast iron low flow inlet and low flow gates and appurtenances in the north wet well.

4. Remove and replace all the angle H frames and structural bolts connecting H frame members and

H frames to the trash rack in trash rack assembly in both the north and south wet wells.

The work in the options includes removal and disposal of low flow inlet gate at the south wet well and construction and installation of ductile cast iron low flow inlet gate and low flow gates and appurtenances at the south wet well.

Additional option work includes removal and disposal of six wet well inlet gates and appurtenances at the north and south wet wells.

Option work also includes procurement and installation of six ductile cast iron inlet gates and appurtenances at the north and south wet wells.

The new gate system will be operationally equivalent to the existing equipment except as noted in the contract documents or approved by the Contracting Officer.

Government Property

The Government will provide no materials, equipment, or labor, other than for setting stoplogs and gate operation. The Contractor is only permitted to work on one gate at a time and must satisfactorily complete the acceptance trial operation for each gate before starting work on the next gate. This summary does not define a sequence of work; the Contractor must determine the sequence for the base bid and approved options in the Work Plan.

Work Requirements

The work requirements are summarized as follows:

There is one bulkhead available for use on the upstream side of inlet gates during the replacement of the gates. The size of the bulkhead is 3.42 feet x 4.42 feet. The bulkhead has been fabricated with ASTM A36 steel.

Provide two new bulkheads to supplement the existing ones as part of this contract. The size of the new bulkheads will be same as the existing one. New bulkheads will be fabricated from ASTM A709 steel.

Trash rack and existing monorail crane will be utilized to erect and keep the three bulkheads in place during gate replacements

Contractor may be required to utilize portable cranes to lift the existing gates to the surface and to lower the new gates to the platform below.

Both the Contractor and Government representatives must be on all clearances. Contractor personnel on any clearance must be onsite or available on call to arrive at the worksite within two hours. The Contractor must give the Government 48 hours’ notice of all planned changes in any clearance.

Contractor must contact the Contracting Officer for information regarding the reservoir elevation data.

Base bid will include procuring two new bulkheads and low inflow inlet gate and low flow gate. See Base Bid at the bottom of the document.

Specialized Experience Required

The contactor is required to have seven (7) years of relevant experience with projects involving replacement and or repair of hydraulic steel structures.

Project Specific Constraints and Challenges

The existing wet well inlet gates do not line up with the opening in the grating on the floor above. Due to this, the Government anticipates temporary work platforms to facilitate personnel action, material movement and gate replacement. The existing wet well inlet gates leak. Contractor is expected to fabricate the two new bulkheads and fabricate two new trash rack assemblies before installing the new wet well inlet gates.
