STATEMENT OF WORK (SOW)
as of 09/July/2026
1. Contract Title. Underground Storage Tank Equipment Replacement and Repair
2. Background. The Jonathan M. Wainwright Memorial Veterans Affairs Medical Center (JMWMVAMC) requires contract personnel to perform underground storage tank equipment replacement. Currently, the Medical Center does not possess the necessary equipment, State of Washington certifications, or applicable licenses to carry out these services in accordance with Environmental Protection Agency (EPA) regulations (42 U.S. Code, Chapter 82, Subchapter IX) and Washington Department of Ecology standards (Washington Administrative Code, Chapters 173-360A).
3. Scope. The administration of this service contract shall be carried out exclusively by the contractor, with no involvement from Veterans Affairs personnel.
A) The Contractor shall supply all necessary labor and materials to install a new underground storage tank leak detection pipe sensor (L3) into the double-walled piping system of Generator Tank #1 (Building 76 – 6,500 gallons) at the facility. The existing sensor, which requires replacement, is currently in alarm status on the Veeder Root tank monitoring system.
B) The Contractor shall supply all necessary labor and materials to replace the underground storage tank fill line with an upgraded fill tube and an overfill flapper valve positioned at the bottom of the fill tube. The flapper valve will be designed to automatically shut off fuel flow when the tank reaches 95 percent capacity during refueling. Tank #11 is an 1,100-gallon double-walled steel tank located at Building 78 – Theater.
4. Specific Tasks. The Contractor shall install a 794380-208 VR TLS Sump Sensor at the Boiler Plant (Building 76, 6,500-gallon generator tank) within the double-walled piping system used to detect leaks in the underground storage tank piping. Currently, the L3 sensor has failed and is triggering alarms on the Veeder Root leak detection system; replacement is necessary to restore the system to normal operation. Additionally, to comply with regulatory requirements, a new drop tube (fuel fill tube) equipped with an automatic flapper valve (71SO-410C OPW Vapor Tight Overfill Valve) must be installed at the 1,100-gallon generator tank (Tank #11) at Building 78, the theater. This tank currently lacks the required overfill protection mandated by underground storage tank regulations.
5. Performance Monitoring (if applicable).
Performance monitoring will be carried out during the installation of the underground storage tank equipment. Following the installation of the new sensor, the Level 3 sensor on the Veeder Root leak detection system will cease to generate alarms. Regarding overfill protection, the contractor will provide test results demonstrating that the automatic shutoff valve closes when the tank reaches 95% of its capacity.
6. Security Requirements.
Contractor employees will not have access to VA sensitive or computer information and will only require access to the Veeder Root System at Building 76, Boiler Plant. All contractor personnel will be accompanied by VA personnel while on VA facilities. No background investigation is required.
7. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). The government will not provide any Government Furnished Equipment (GFE) during the performance period.
8. Other Pertinent Information or Special Considerations. No additional relevant information or special considerations are expected to be required during the contract period.
a. Identification of Possible Follow-on Work. No additional work will be contracted or performed beyond the specified period of performance.
| b. Identification of Potential Conflicts of Interest (COI). No COIs exist. |
| c. Inspection and Acceptance Criteria. Inspection and acceptance of the completed work will be contingent upon the L3 sensor alarm on the Veeder Root System being deactivated and verification that the automatic overfill valve flapper is properly adjusted to shut off fuel flow when the tank reaches 95% full. |
9. Risk Control.
No flammable or spark-producing materials, nor open flames, are permitted near the underground storage tank or its components during the contractor’s work. Smoking is prohibited throughout the entire facility.
10. Place of Performance.
| JMWMVAMC | |
| 77 Wainwright Drive |
Walla Walla, WA 99362
11. Period of Performance.
A date and time convenient for both the facility and the Contractor will be scheduled to conduct the work.
12. Delivery Schedule. The work will be completed on the date and time agreed to by the facility and the Contractor.
