The Defense Information Systems Agency (DISA)/Program Executive Office (PEO) Spectrum is seeking sources for Electromagnetic Spectrum (EMS) Services Applied Engineering Mobile Service Provider (MSP) Support

INTRODUCTION:
This is a SOURCES SOUGHT NOTICE to determine the availability and technical capability of small businesses (including the following subsets: Small Disadvantaged Businesses, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses and Woman-Owned Small Businesses) to provide the required services and/or products.
DISA/PEO Spectrum is seeking information from potential sources for EMS engineering analysis, measurements, and services for the MSP program in support of DISA/PEO Spectrum.
This program is required under DoD Instruction (DoDI) 3222.03 and DoDI 4650.01.
The primary capability of the Contractor shall be to conduct electromagnetic environmental effects (E3) and electromagnetic interference (EMI) analyses, and perform on-site measurements/surveys as required, prior to the installation of new, modified, or upgraded commercial MSP telecommunications systems on Department of Defense (DoD)/Federal property. In addition, the services may include providing training to users of the government-provided MSP software tool and other applicable software applications, creation of a “How-to” guide to assist users to correctly use the MSP tool, and providing product maintenance support and changes/updates to the MSP tool.
The anticipated Period of Performance is 18 December 2025 – 17 December 2030: one 12-month base period followed by four option years.
The anticipated Place of Performance will be at the contractor’s site with some contractor support required at the PEO Spectrum located in the DISA Headquarters, 6910 Cooper Avenue, Fort George G. Meade, MD 20755.

CONTRACT/PROGRAM BACKGROUND:

REQUIRED CAPABILITIES:
The government requires EMS technical services in support of the MSP program while adhering to the policies delineated in DoDI 4650.01 and DoDI 3222.03. Please describe your experience in the below areas of support:
1) Describe and provide an example of your company’s experience with performing E3 and EMI analyses including detailed linear and non-linear interference effects as well as the potential for radiation hazards to personnel, fuel, and ordnance with electrically initiated devices. Please cite applicable frequency bands.
2) Describe and provide an example of your company’s experience with conducting site surveys and measurements on DoD/Federal property to define the baseline electromagnetic environment (EME) and identify radio frequency emitters present at/near proposed system site(s). Please cite applicable frequency bands.
3) Describe and provide an example of your company’s experience with recommending mitigation techniques and strategies when analysis results predict interference from proposed system transmitters to EME receivers.
4) Describe and provide an example of your company’s experience with developing software and providing training and maintenance support for models that assist engineers in completion of E3 and EMI analyses.
5) Describe and provide an example of your company’s experience with providing comprehensive management support in the areas of project planning, scheduling, monitoring, and reporting.
6) Please identify relevant DoD documents, MIL-STDs, DoD databases, and any other documentation or materials you have utilized for conducting E3 and EMI analyses.
SPECIAL REQUIREMENTS:
Must have Secret Facility Clearance. Please provide your current Facility Clearance level.
Personnel that perform on this requirement must have a minimum of Secret security clearance at the time of contract performance.

SOURCES SOUGHT:
The North American Industry Classification System Code (NAICS) for this requirement is 541330 - Engineering Services, with the corresponding size standard of $25.5 million.
In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company’s ability to perform in accordance with FAR clause 52.219-14, Limitations on Subcontracting.
To assist DISA in determining the level of participation by small business in any subsequent procurement that may result from this Sources Sought Notice, please provide information regarding any plans to use joint ventures (JVs) or partnering. Please outline the company's areas of expertise and those of any proposed JV/partner who combined can meet the specific requirements contained in this notice.
SUBMISSION DETAILS:
Responses should include:
1) Business name and address;
2) Name of company representative and their business title;
3) Small Business Socio-economic status (if small);
4) CAGE Code;
5) Prime contract vehicles; to include ENCORE III, SETI, NIH CIO-SP4, NASA SEWP V, General Service Administration (GSA): OASIS, ALLIANT II, VETS II, STARS III, MAS (including applicable SIN(s), groups or pools), or any other Government Agency contract vehicle that allows for decentralized ordering. (This information is for market research only and businesses with a valid cage that lack prime contract vehicles are still encouraged to respond to this notice.)
Businesses that wish to respond must send a response via email no later than 12:00 PM Eastern Daylight Time (EDT) on June 17, 2025 to maola.w.masafu.civ@mail.mil and talaya.a.jones2.civ@mail.mil. Interested businesses should submit a brief capabilities statement package addressing the specific questions above (no more than five pages) demonstrating the ability to perform the services listed under Required Capabilities. Slick sheets, trifolds, and other marketing material will not be reviewed. PEO-Spectrum representatives may choose to contact businesses responding to this notice and hold further market research discussion. Such discussions would only be intended to obtain further clarification of potential capability to meet the requirements.
Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. All submissions become Government property and will not be returned. All government and contractor personnel reviewing submitted responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary
