SOURCES SOUGHT NOTICE

Middle Rio Grande, Socorro Field Division Amphibious Excavator #2 Proposed Solicitation No. 140R4024Q0026

NOTICE: THIS IS NOT A SOLICITATION, BUT RATHER A SOURCES SOUGHT NOTICE TO DETERMINE POTENTIAL SOURCES FOR INFORMATION AND PLANNING PURPOSES ONLY. NO FORMAL SOLICITATION FOR THIS WORK EXISTS AT THIS TIME

The Bureau of Reclamation, Upper Colorado Basin, Albuquerque Area Office, Socorro Field Division (Reclamation) is seeking interested vendors that possess the expertise, capability, and experience to provide one new, safe, and fully functional Amphibious Long Reach Excavator to the Socorro Field Division, in Socorro, New Mexico. The purpose of this sources sought notice is to identify and collect information on potential sources with the capability of providing the Amphibious Long Reach Excavator in accordance with the attached draft Statement of Work (SOW). Based upon the responses to this announcement, the Government may determine to set this acquisition aside or proceed with an unrestricted solicitation.

The anticipated North American Industry Classification System (NAICS) Code is 333120 – Construction Machinery Manufacturing, and the related small business size standard is 1,250 Employees. The anticipated Product Service Code is 3805 - Earth Moving and Excavating Equipment.

This notice is not a request for proposals/quotations and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner.

Reclamation intends to award a firm fixed-price contract and the anticipated solicitation release date is 4/12/2024. The anticipated period of performance is 9 months after award.

All Small Business Sources are encouraged to respond with their capabilities statement if your company is interested and can demonstrate the firm’s ability, capability, and responsibility to provide the item detailed in the attached draft SOW.

Interested Small Business Sources should include the following information in their capabilities statement response:

a) Business name, address, cage code, and point of contact information.

b) Unique Entity ID for SAM.gov.

c) Business Size and Type: 8(a), HUBZone, Women-owned, Service-Disabled Veteran-Owned, Indian Small Business Economic Enterprise, Small Business, etc.

d) Evidence of your experience providing similar and relevant equipment as per the SOW within the last 3 years. The evidence should include the following if applicable: contract numbers, project titles, dollar amounts and points of contacts with email and telephone numbers. Please do not include more than 5 past projects.

e) Include attachments which demonstrate the company’s responsibility and capability to provide the item as per the draft SOW.

This is NOT a request for proposals and is NOT to be construed as a commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from this sources sought notice. No reimbursement will be made for any costs associated with providing information in response to this notice.

Responses to this sources sought are strictly voluntary and will not in any way effect the ability to submit a proposal or offer, nor will it have any effect on the evaluation of any contractor’s response to a future solicitation should one be issued.

Prospective Contractors must be registered and must maintain an active registration in the System for Award Management, (SAM), as required by FAR 4.1102. Prospective contractors must be registered in SAM prior to submitting a proposal. Lack of registration in the SAM database will make an offeror ineligible for prospective award. Information on SAM registration can be obtained via the internet at http://www.sam.gov.
