Foreword The Bureau of Reclamation, Upper Colorado Region, Albuquerque Area Office, Socorro Field Division (Reclamation) has determined a need for one Amphibious Long Reach Excavator. The purpose of this procurement is to improve working conditions and assist in replacing aging equipment that is required to perform inherently governmental work missions throughout the Middle Rio Grande.

Measurement and Payment

1. The cost of measurement for the Amphibious Hydraulic Excavator includes the following:

a. One Amphibious Excavator that meets or exceeds the Hydraulic Excavator Specifications outlined below.

b. One Amphibious Hydraulic Undercarriage meeting the specifications outlined below.

c. Delivery to San Marcial yard, 296 San Marcial Rd, San Antonio New Mexico 87832.

d. Commissioning of the delivered Amphibious Excavator and Amphibious Hydraulic Undercarriage.

2. Payment: Lump-sum price offered upon delivery, and commissioning of the excavator, and amphibious undercarriage.

1. Hydraulic Excavator Specifications The successful vendor shall provide one new safe, and fully functional hydraulic long reach excavator that shall be assembled to an amphibious hydraulic undercarriage. It shall have the salient characteristics of the CAT 330, Hitachi ZX 300 LC-6, or equal. Salient characteristics are as follows:

a. Tier 4 final

b. 225-270 hp

2. Hydraulic system

a. Main and high-pressure auxiliary system

b. Plumbed with auxiliary lines

3. Cab Requirements

a. Enclosed

b. Wiper

c. Integrated radio AC and heater

d. Joystick steer and auxiliary relay package

e. 10-inch monitor

f. Work light package

g. Rear camera

h. Fabricated auxiliary fuel tank in place of counterweight

i. Air suspension seat

j. Travel alarms

k. Integrated roll over protections system (ROPS)

l. Must be tech ready for government mechanics to perform system diagnostics. Currently using CAT SIS 2.0 or John Deere equivalent. Would need access to equivalent software of furnished excavator for repairs.

m. One hard copy and one electric copy of each, operator, service, and repair manuals.

4. Long Reach Boom, Stick, and Bucket requirements:

a. Boom length minimum 34’

b. Stick length minimum 25’9’’

c. Or combination shall be equal to the lengths for Stick and Boom combined.

d. Minimum 29’’ wide 0.70 cubic yards. Shall be furnished with appropriate holes for dredging operations and teeth for raking debris.

5. Safety Platform

a. Excavator shall have custom fit galvanized bar grating cat walks with handrails around the perimeter of the machine.

2. Amphibious Hydraulic Undercarriage Specifications The amphibious hydraulic undercarriage specifications shall have like salient characteristics of the Model WMB50603420CR manufactured by Wilco Manufacturing, LLC, or equal. Salient characteristics are as follows:

Specifications and Features:

· Chainless Direct Drive or Chain Driven

· Basic Undercarriage Weight (57,000 lbs.)

· Upper Capacity (43,000 lbs.)

· Gross Weight (100,000 lbs.)

· Pontoons must be a minimum of 37.25 ft in length

· Pontoons must be a minimum of 5.79 ft in height

· Total width must not exceed 21 feet for both pontoons.

· Pontoon’s construction shall be high-strength, low alloy, weathering A606-4 steel plate.

· Track chains shall be heavy duty. Drive and Idler sprockets are flame hardened to match hardness of the track chain rollers.

· Track shoes shall be marine grade with UHMW wear pads capable of supporting the pontoon and payload.

· Carbody- Shall be designed to accept up to a 43,000 lb. upper structure.

3. Crane Services for Assembling the Amphibious Excavator General Requirements: The American Society of Mechanical Engineers (ASME0 B30 standards and the Occupational Safety and Health Administration (OSHA) regulations 1910 Subpart N and 1926 Subpart CC govern mobile crane use. Reclamation Safety and Health Standards (RSHS) Section 19B sets forth safety requirements for mobile cranes. Reclamation Facilities, Standards, and Techniques (FIST) 4-1A, Maintenance Scheduling for Mechanical Equipment, covers maintenance, operation, inspection content and requirements, removal from service, record keeping for inspection and testing, equipment design, performance, and modification.

The vendor shall provide appropriate crane services needed to fully assemble the amphibious excavator at the project location. Prior to crane operations, the vendor shall provide the following:

· Supply site specific safety plan for government review.

· Supply information for current crane inspection.

· Supply satisfactory information if determined a critical lift with proper load test documentation for government’s review.

· Supply satisfactory training documents for mobile crane operator, riggers, and signalpersons.

Submittals The contractor/vendor shall submit the following for Government review and approval:

· Prepare in English.

· All documents submitted will be 508 compliant.

· Label with contract number and the title including Required Submittal Number (RSN).

· Measurement Units: US Customary Units

· Provide a unique transmittal tracking number for each submittal.

· Required certifications shall be performed by a registered professional.

· Manufacturer’s certifications shall be signed by an authorized representative.

· Review of submittals:

· Time required: The Government will require a minimum of 14 days to review and/or approve each submittal or resubmittal, unless otherwise specified.

· Excess Time: Should the Government require additional time for review, the Contracting Officer may extend the contract completion date to allow completion of work. Time extension will be to the extent that the excess review time caused delay to contract completion.

Warranty Equipment supplied under these contract specifications shall be under warranty where applicable to be free of such defects in workmanship as appears under normal use, service, operation, and when owned by the original purchaser. Warranty option should be supplied for the maximum extent beneficial for the Government but cannot be less than 12 months/one year.

Period of Performance Period of performance for this procurement shall start upon notification of award and extend out no later than nine (9) months. If potential offerors need more time, then this should be discussed with the Government during the solicitation period.

Site Visit, Delivery, and Setup A. An initial site visit shall be conducted at least two weeks prior to the delivery and installation of the amphibious excavator. This will allow the opportunity to discuss site conditions and any other safety hazards that may be present before commencing work. Please contact the following:

B. The vendor shall arrange for shipping and assembly at San Marcial Yard, 296 San Marcial Rd., San Antonio New Mexico 87832. The successful vendor shall coordinate all aspects of delivery and assembly, including coordination with Crane Services at the location for setup. The Socorro Field Division will accommodate delivery needs during normal business hours of Monday thru Thursday 7:00am – 5:30pm. (Special arrangements can be made on Fridays if given 24 hrs. notice). The vendor’s price shall include all costs for shipping, setup, and orientation for SFD/Reclamation personnel. Orientation includes onsite training for our operators to familiarize with the maintenance and basic operating instructions of the machine once it is fully assembled in the field.

C. The successful vendor shall protect all parts/equipment from corrosion, deformation, dents, dings, scratches, breaks, punctures, abrasions, cuts, and other types of damage during storage, handling, transport, and delivery.
