SOURCES SOUGHT NOTICE
Meter Data Management System
This is a SOURCES SOUGHT notice that is issued solely for informational and planning purposes and does not constitute a solicitation. This notice is for market research purpose only and IS NOT A REQUEST FOR PROPOSAL, nor does it restrict the Government as to the ultimate acquisition approach.
1. CONTRACT INFORMATION:
The U.S. Army Corps of Engineers, Engineering and Support Center in Huntsville, Alabama
(CEHNC) is seeking to identify qualified firms to operate, sustain, and maintain the Meter Data
Management System (MDMS). The contract will provide services within the Continental United
States, Alaska, Hawaii, U.S. Territories and possessions and other countries to include but not limited to Germany, Japan, and Korea.
The Government is seeking to identify qualified business sources under North American Industry
Classification System (NAICS): 541512 Computer Systems Design Services Computer Facilities
Management Services, Small Business Size Standard $34M.
CEHNC anticipates to award a Single Award Task Order Contract (SATOC) for services for a base period of one (1) year and four (4) option years for a total of a five (5) year contract. Work requirement will be defined in specific task order Performance Work Statement (PWS), under a base contract PWS. Individual task orders will be solicited via RFP on an as needed basis.
The capacity is approximately $43M.
The Government is performing market research to determine if small business and other than small businesses possess the capability to execute the requirements within this acquisition.
Respondents need to indicate all small business designations (small business, 8(a), certified
HUBZone, Small Disadvantaged Business, Woman Owned, Minority, Native American and/or
Service-Disabled Veteran Owned). Interested firms who meet the capability requirements identified in this notice are requested to reply to this notice with a response to the questions below. If no experience or capabilities are associated with a particular question, so indicate.
Based upon responses received, consideration will be given to defining whether part or all the acquisition will be set-aside for small business competition.
PROJECT INFORMATION:
The primary purpose of this requirement is to operate, sustain, and maintain the centralized
Meter Data Management System (MDMS) in order to accomplish the primary mission of (1) delivering dependable meter data, (2) use industry standards to normalize data and establish facility energy consumption relative to other facilities, (3) providing tools in an easy-to-use interface to enable facility and energy program managers to: (a) identify and confirm opportunities for energy reduction, support continual advancement and optimization in capabilities and technologies, (b) keep the system in accordance with applicable laws, policies, executive orders, regulations, instructions, and guidance, (c) and continually use system engineering techniques to reduce system sustainment cost and complexity.
This notice is open for responses from both small and other than small businesses and responses will be utilized to determine if this requirement, or a portion of this requirement, can be set-aside for small businesses in accordance with Federal Acquisition Regulation (FAR) Subpart 19.5.
The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. Responses to this notice are not offers and cannot be accepted by the
Government to form a binding contract. The Government does not intend to rank submittals or provide any reply to interested companies and responses will not be returned.
3. SUBMISSION REQUIREMENTS: Interested firms should submit an Adobe PDF file furnishing a capabilities document which is describing relevant demonstrated experience and qualifications in the following format: The submissions should be Times New Roman, font size
12 and should not exceed 10 one-sided, 8.5"x11" pages. The submission will address all questions in the Capabilities Questionnaire listed below and your ability to perform the services stated in the draft PWS (attached to this Sources Sought request).
Computer files must be compatible with the latest version of Microsoft Word. Submit responses via email to: christopher.e.griffn@usace.army.mil and Erika.D.White@usace.army.mil .
Submissions shall be received no later than 10:00 AM Central Standard Time on 30 June
2023.

Other Questions
1. Advanced meter data reporting system experience - Has your company ever delivered or is in the process of delivering an advanced meter data reporting system involving multiple facility locations over a wide geographic area with electronic reporting to a central server? If yes, provide description of the system to include quantities of meters and facilities; geographic expanse of the system, data reporting frequency, network architecture, software, client references, and dates.
2. Meter data analysis experience. Has your company provided meter data analysis for a large commercial or industrial client in the goal of eliminating energy waste and achieving higher energy efficiency? If yes, provide description of the services rendered, accomplishments, client references, and dates.
3. Legacy data system integration experience. Has your company successfully integrated two or more legacy data systems so that calculations, queries, reports, etc., could be performed using both (or more) sets of data by use of a single software? If yes, provide description of the services rendered, the size and complexity of the legacy data systems involved, what was achieved, client references, and dates.
4. Experience and/or capability in obtaining system Risk Management Framework
(RMF)/accreditation or network security accreditation including secure server hosting.
Has your company obtained RMF accreditation for a networked system? If yes, identify the DOD client, the system name, and the date of certification. If your firm has the capability but have not yet obtained or had opportunity to obtain RMF accreditation, describe your network/cyber security experience/qualifications.
