REQUEST FOR INFORMATION

Logistics Readiness Squadron Capabilities (LRS-C)

OVERVIEW: The Air Force Installation Contracting Command (AFICC) 763d Enterprise Sourcing Squadron (ESS) is seeking information from industry capable of providing Logistics Readiness Squadron Capabilities (LRS-C) services as a prime contractor for LRS organizations as an enterprise services contract. LRS services are currently provided to a diverse range of military installations worldwide, employing over 34 separate contracts. The Government is contemplating a strategic sourcing/enterprise contract vehicle to support LRS-C that could potentially support all Air Force bases (to include surge support). The Government is pursuing an award of a Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ) with task orders. The MAC is anticipated to have a 5-year ordering period with the ability to issue task orders up to the last day of the last ordering period. The anticipated PoP on individual task orders would range from one to five years, with task order performance occurring at one or more installations. This Request For Information (RFI) is issued for informational and planning purposes only.

REQUIRED CAPABILITIES: Attachment 1 is a draft Performance Work Statement, listing all the main technical/task requirements of the LRS-C requirement. As this LRS-C requirement has recently become more defined, this RFI is a follow up to a previous RFI posted on SAM.gov in April-May 2025. That previous RFI included a basic summary of the LRS-C functional areas, but did not include a draft PWS. The draft PWS outlines the 6 LRS-C functional areas and associated tasks in greater detail.

NORTH AMERICAN INDUSTRY CLASSIFICATION (NAICS) CODE: The single anticipated North American Industry Classification System (NAICS) code for this acquisition is 561210 (Facilities Support Services) with a corresponding size standard of $47.0M.

To assist 763 ESS in determining the level of participation by small business in any subsequent procurement that may result from this Sources Sought Notice, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirement areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company’s areas of expertise and those of any proposed JV/partner that would be combined to meet the specific requirements contained in this announcement.

SUBMISSION DETAILS: The Government requests that vendors respond to this RFI with sufficient detail regarding their capabilities and capacity to satisfy the draft PWS requirements listed for Logistics Readiness Squadron Capabilities. Supporting information shall not reiterate the language of the tasks provided in the draft PWS, but rather, it shall provide details regarding your company's capabilities to execute these tasks. Past performance (government or commercial) information that is related to the tasks in the draft PWS is also requested if available.

Please submit the following:

1. Attachment 2 – Company Response (please complete both Tabs – General Company Info and Questions & Answers).

2. Additional Supporting Information (as needed).

DISCLAIMER: This is not a Request for Proposal. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made because of this RFI. Any information provided by businesses to the Government is strictly voluntary. The information requested by this RFI will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. The Air Force will NOT be responsible for any costs incurred by interested parties in responding to this RFI.

Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All Government and contractor personnel reviewing sources sought responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423.
