About this file
This is a Sources Sought Notice issued by Joint Base Myer-Henderson Hall, Virginia, for the replacement of three non-functioning, leaking shower stalls in Building 415 at Fort Myer. The U.S. Government is seeking to conduct this procurement on a small business set-aside basis, contingent upon receiving responses from two or more qualified small businesses. The anticipated NAICS code is 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a small business size standard of $19.0 million. The notice encourages participation from all small business socioeconomic categories, including 8(a) Business Development Program, Small Disadvantaged Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, and Woman-Owned Small Business concerns.
In response to this notice, interested vendors must provide firm name, point of contact information, DUNS number, CAGE code, small business status and certification(s), and the corresponding NAICS code. Respondents should identify whether they will compete as a prime contractor and disclose any subcontracting, joint venture, or teaming arrangements. Vendors must submit detailed information regarding previous experience with similar requirements, including project size, scope, complexity, timeframe, and government or commercial client work history, along with pertinent certifications. Critical to the response is comprehensive commercial availability data, including pricing details with pricing rationale (market or catalog pricing), proposed delivery schedules, standard terms and conditions, and applicable warranties. Respondents are also invited to identify conditions that may restrict competition, recommend improvements to the approach or specifications, and suggest how the Army can best structure requirements to facilitate competition among small businesses. This notice does not constitute an RFQ, IFB, or RFP, does not commit the Government to contract, and will not result in payment for responses. Future solicitations, if issued, will be posted on the Government Point of Entry.
