About this file

This is a Sources Sought Notice issued by the Department of the Army Materiel Command Mission and Installation Contracting Command (MICC) Fort Sam Houston for comprehensive kitchen exhaust hood and dryer vent cleaning services at Joint Base Myer-Henderson Hall, Henderson Hall, and Fort McNair, Virginia. The U.S. Government seeks to identify qualified vendors capable of providing certified cleaning services in compliance with NFPA 96 standards for quarterly kitchen exhaust hood cleaning and NFPA 54 standards for semi-annual commercial and domestic dryer vent cleaning. The anticipated contract period spans a 12-month base year (March 1, 2027 – February 28, 2032), four 12-month option years, and one additional six-month option period concluding September 28, 2032. Services will be performed primarily after standard business hours (1600–0400 hours, Monday through Friday, and select weekends) to minimize mission disruption. The Government will pursue a small business set-aside if two or more qualified small businesses respond with sufficient information; however, this is not a formal solicitation and does not constitute a commitment to issue a contract.

Responders must provide company profile information including UEI, CAGE Code, and socioeconomic status under NAICS 561790 (size standard $9.5 million); documented past performance on comparable government or commercial projects within the past five years; certifications including IKECA (International Kitchen Exhaust Cleaning Association) and C-DET or ASCS for dryer vent work; capability to comply with NFPA 96, NFPA 54, and OSHA standards; experience with military installation security protocols and NCIC-III background clearances; and ability to deliver quality control plans, safety plans, photographic documentation, and equipment-specific reports. The notice also solicits commercial market information on pricing structures, standard terms, and warranties for the Washington D.C., Maryland, and Virginia area, as well as feedback on optimal contract structuring and any PWS provisions that may unnecessarily restrict competition. Interested small businesses in all socioeconomic categories—including 8(a), SDB, HUBZone, SDVOSB, and WOSB—are strongly encouraged to respond. The Government will not accept unsolicited proposals, will not pay for response costs, and directs potential offerors to monitor SAM.gov for any future formal solicitation.

SOURCES SOUGHT Notice

JOINT BASE MYER-HENDERSON HALL, VIRGINIA

JBMHH Kitchen Hoods Exhaust

1. Introduction and General Information THIS IS A SOURCES SOUGHT NOTICE ONLY. The U.S. Government desires to procure the services of a vendor to provide comprehensive, certified kitchen exhaust hood and dryer vent cleaning services at Joint Base Myer-Henderson Hall (JBM-HH), Henderson Hall, and Fort McNair on a small business set-aside basis. This set-aside will be utilized provided two (2) or more qualified small businesses respond to this Sources Sought Notice with information sufficient to support a set-aside.

The required services include providing all management, certified personnel, equipment, materials, and supervision necessary to perform quarterly cleaning of kitchen exhaust hood systems (in accordance with NFPA 96 standards) and semi-annual cleaning of commercial/domestic dryer vent systems (in accordance with NFPA 54 standards). These services are critical to eliminate accumulated grease and lint, thereby mitigating severe fire hazards and ensuring the life-safety of military, civilian, and resident personnel.

Be advised that the U.S. Government will not be able to set aside this requirement if two (2) or more qualified small businesses do not respond with sufficient information to support the set-aside. We strongly encourage all small businesses in all socioeconomic categories—including the 8(a) Business Development Program, Small Disadvantaged Business (SDB), Historically Underutilized Business Zone (HUBZone), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Woman-Owned Small Business (WOSB) concerns—to identify their capabilities to meet this requirement at a fair market price.

2. Disclaimer and Important Notes This notice is issued solely for information and planning purposes—it does not constitute a Request for Quote (RFQ), Invitation for Bid (IFB), Request for Proposal (RFP), or a promise to issue any solicitation in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government does not seek quotes, bids, or proposals at this time and will not accept unsolicited proposals in response to this notice.

The U.S. Government will not pay for any information or administrative costs incurred in response to this Sources Sought Notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future solicitation, if one is issued. If a solicitation is released, it will be synopsized on the Government Point of Entry (SAM.gov). It is the responsibility of potential offerors to monitor the Government Point of Entry for additional information pertaining to this requirement.

The anticipated Period of Performance is a 12-month Base Year (planned for March 1, 2027 – February 28, 2032), four (4) 12-month option years, and one (1) additional 6-month option period (concluding September 28, 2032). Services will be executed primarily after standard business hours (typically between 1600 and 0400 hours, Monday through Friday, and select weekends) to minimize mission disruption.

Attached is the draft Performance Work Statement (PWS).
