Good day. I wanted to confirm if the effort mentioned above is considered as a new requirement or are there incumbent contracts? If there is an incumbent vendor, would you be able to provide the contract details (such as: Vendor Name, Contract Number, Award Date, Value)?

This is considered a new requirement. The PWR and IMR Largbe Business Pools are being combined for the first time. However there are incumbents for each pool currently.

Does the NPS anticipate awarding contracts to small businesses in addition to large?

Each region does have a small business IDIQ pool as well. The IMR and MWR Small Business Pools were recently awarded. The PWR Small Business pool may be solicited this calendar year.

Is Attachment 02 – DSC Projected Projects meant to serve as a representative list of work anticipated for this contract, or does the NPS foresee issuing more architecture task orders, given the architecture emphasis of this contract?

Attachment 02 does represent some of DSC’s upcoming workload, we do foresee a need for architectural requirements as well.

SBA participation: Am I understanding correctly that the minimum requirement is 10% but the goal is 43%?

The overall subcontracting goal is 43%. This aligns with the agency's goals of 43% which is set by the Department of Interior. Of this 43%, the following percentages must also be adhered to:a. 5% shall be placed with small disadvantaged businesses,b. 5% shall be placed with somen-owned businesses,c. 3% shall be placed with service-disabled veteran-owned small businesses,d. 3% shall b eplaced with HUBZone certified firms,e. The remaining 27% shall be placed with any small business regardless of socio-economic status. Those are the goals, the 10% to Small Business is mandatory.

Page 2: Can you verify the SBA size standard? Per 2019 SBA for NAICES 541310 – we believe it is $8 million.

The NAICS stated in the sources sought is incorrect, the NAICS is hereby changed to 541330 and the size standard is $16.5M.

Page 7 – can you confirm the guaranteed minimum - $30 M is also stated as the maximum. The guranteed minimum is $30,000.

Is the DSC anticipating soliciting for a SBA IDIQ for the PWR this year?

A sources sought for the upcoming PWR Small Business Pool may be issued this calendar year.
