IMR/MWR Sources Sought Questions and Answers
Question No. Question Response Amendment Answered
Good day. I wanted to confirm if the effort mentioned above is considered as a new requirement or are there incumbent contracts? If there is an incumbent vendor, would you be able to provide the contract details (such as: Vendor Name, Contract Number, Award Date, Value)?
This is considered a new requirement. The PWR and IMR Large Business Pools are being combined for the first time. However there are incumbents for each pool currently.
2 Does the NPS anticipate awarding contracts to small businesses in addition to large?
Each region does have a small business IDIQ pool as well. The IMR and MWR Small
Business Pools were recently awarded. The PWR Small Business pool may be solicited this calendar year.
Is Attachment 02 – DSC Projected Projects meant to serve as a representative list of work anticipated for this contract, or does the NPS foresee issuing more architecture task orders, given the architecture emphasis of this contract?
Attachment 02 does represent some of DSC’s upcoming workload, we do foresee a need for architectural requirements as well.
4 SBA participation: Am I understanding correctly that the minimum requirement is 10% but the goal is 43%?
The overall subcontracting goal is 43%. This aligns with the agency's goals of 43% which is set by the Department of Interior. Of this 43%, the following percentages must also be adhered to: a. 5% shall be placed with small disadvantaged businesses, b. 5% shall be placed with women-owned businesses,c. 3% shall be placed with service-disabled veteran-owned small businesses,d. 3% shall b placed with HUBZone certified firms,e. The remaining 27% shall be placed with any small business regardless of socio-economic status. Those are the goals, the 10% to Small Business is mandatory.
5 Page 2: Can you verify the SBA size standard? Per 2019 SBA for NAICES 541310
– we believe it is $8 million.
The NAICS stated in the sources sought is incorrect, the NAICS is hereby changed to 541330 and the size standard is $16.5M.
6 Page 7 – can you confirm the guaranteed minimum - $30 M is also stated as the maximum.
The guaranteed minimum is $30,000. 1
7 Is the DSC anticipating soliciting for a SBA IDIQ for the PWR this year?
A sources sought for the upcoming PWR Small
Business Pool may be issued this calendar year.
We have a question regarding the IMR-PWR IDIQ (solicitation DOIPFBO200032).
We understand this is a new IDIQ for the combined IMR and PWR regions. Can you please advise which firms are the incumbents for the IMR IDIQ and the
PWR IDIQ?
(PWR - Otak, ARG) (IMR - A&E, AHMB) 2
9 Can you also please let us know what quarter you expect the Small Business IDIQ to be solicited?
Potentially this summer. 2
10 CLARIFICATION ON NAICS _ QUESTION #5 - Can you verify the SBA Size Standard? Clarifications of NAICS.
The original NAICS 541310 was correct and inadvertently changed. Amendment 01 should have only corrected the SBA Size
Standard. This requirement is being advertised under NAICS 541310 with a SBA Size Standard of $8M. The firm(s) selected for contract award(s) will be predominantly architecture firm(s) with in-house and/or subcontracted multi-disciplinary architectural and engineering support
11 Extension of Response due date Qualification responses to this announcement have been extended to June 25, 2020, 3:00PM
MT.
Under Technical Evaluation Criteria: A. Team Capability, 3. Team Matrix (page 8 of the RFQ… can this requested matrix be an 11x17 sheet and should it include the Required Disciplines AND the Additional Disciplines? Are we allowed to use a smaller than 12 pt font for the matrix?
Evaluation Criteria has been updated 3
Under Technical Evaluation Criteria: B. Team Project Performance… it states that we are to provide the listed information (#1-6) on FIVE projects within the last five years. Are these projects to be included in the SF 330 Section H OR in SF 330 Section E?
Evaluation Criteria has been updated 3
14 How many projects are we allowed to include in SF 330 Section E? Firms shall determine that - no limit. 3
15 How would you like the resumes in SF 330 Section Fs organized? Alphabetical?
By firm? Etc.
Firms shall determine that. 3
16 Are there specific type(s) of QC documentation examples you would like to see included?
No, firms shall determine that. 3
17 RFQ states that SF 330 Section H is limited to 20 two-sided pages; want to clarify that is actually 40 sides/sheets of text?
A page is definied as a 8 1/2 x 11" sheet of paper consecutively numbered to 20. Offerors can provide double sided sheets of paper;
however, each side shall count as a page. The page count shall not exceed 20.
On page 9 of the RFQ, under Submission Requirements, second to last paragraph on page… states that all pages, except the org chart, are to be on 8 ½ x 11 sheets with one inch margins on all sides… the fillable forms’ margins are less than that, they look to be .5 on all sides… are we ok going with those?
Yes, that is acceptable 3
19 Secondary Point of Contact Changed to Marlene Haussler 3
Given the mandatory stay-at-home orders that have not yet been lifted in many Western states, would NPS consider revising the print copy submission requirements and accepting electronically submitted proposals instead?
This is being considered and will be addressed in a forthcoming amendment.
