About this file

This is a Sources Sought Notice for Hydrological Database (HDB) Support Services issued by the Bureau of Reclamation under the Department of the Interior.

The Bureau of Reclamation is conducting market research to identify qualified small business contractors capable of providing specialized technical support, maintenance, development, documentation, and cybersecurity-compliant software services for HDB, an Oracle-based database system that collects, stores, manages, and distributes hydrologic and operational data across multiple Reclamation regions and area offices. The anticipated contract vehicle is an Indefinite Delivery/Indefinite Quantity (IDIQ) with a five-year ordering period from December 15, 2026 through December 15, 2031. Services will be performed primarily remotely, with limited on-site participation as authorized, and normal support hours are 8:00 a.m. to 5:00 p.m. Mountain Standard Time, Monday through Friday. Task orders are expected to be issued approximately annually and will be primarily firm-fixed-price, with authorized travel reimbursed at cost.

The scope of work encompasses six primary service categories: on-demand technical support, database system maintenance and malfunction resolution, HDB development and documentation, data access and editing tools, cybersecurity compliance, and monthly status reporting. Contractors must demonstrate advanced knowledge of HDB architecture, expert-level Oracle database operations, and secure software development practices. Performance requirements include response to urgent calls within two hours and non-urgent calls by the next business day, with most malfunctions diagnosed within 24 hours and resolved within 48 to 96 hours. The Government is evaluating a total small business set-aside strategy, and any future solicitation will evaluate technical acceptability, qualified personnel, relevant experience, cybersecurity compliance, and price reasonableness. Interested firms must submit a capabilities statement of no more than five pages (excluding cover page) by July 27, 2026, at 10:00 a.m. Mountain Time to kyle_goddard@ios.doi.gov, addressing company information, business size and socioeconomic status, relevant experience, technical capability, and staffing and availability.

Bureau of Reclamation

Notice Type: Sources Sought

Posted Through: Government Point of Entry (GPE) - SAM.gov

Notice / Solicitation Number: 140R4026R0021

NAICS: 541511 - Custom Computer Programming Services

Place of Performance: Services are expected to be performed primarily remotely in support of the

Bureau of Reclamation’s HDB installations across multiple regions and area offices. Limited travel or on-site participation may be required when authorized by individual task orders.

Estimated Period of Performance: December 15, 2026 through December 15, 2031 (five-year ordering period)

1. PURPOSE

The U.S. Department of the Interior, Bureau of Reclamation, is conducting market research under FAR

Part 10 to identify qualified small business contractors capable of providing specialized Hydrological

Database (HDB) technical support, maintenance, development, documentation, and cybersecurity-compliant software services. The results of this notice will be used to assess the availability and capability of small business sources and to support the Government's acquisition strategy, including the appropriate type of small business set-aside or other procurement approach.

This Sources Sought Notice is not a solicitation. No contract or task order will be awarded from this announcement, and submissions will not be considered formal proposals.

2. BACKGROUND AND PROJECT DESCRIPTION

HDB is an Oracle-based database system used by Bureau of Reclamation offices to collect, store, manage, quality-control, retrieve, and distribute vital hydrologic and operational data. HDB supports day-to-day operation of major water storage and distribution facilities, basin inflow forecasting, water accounting, long- and mid-term modeling, National Environmental Policy Act and Endangered Species

Act analyses, and public data services such as the Reclamation Information Sharing Environment

(RISE) and application programming interfaces (APIs).

The HDB environment consists of separate database instances and related applications used to acquire data, perform computations, maintain historical and forecast records, support modeling platforms, and provide reliable data for operational decisions. The anticipated IDIQ will provide on-call technical support and allow Reclamation to issue task orders for maintenance, malfunction resolution, enhancements, application development, documentation, and related HDB services.

3. PLACE OF PERFORMANCE AND HOURS OF AVAILABILITY

The contractor will support the HDB used by Reclamation offices in the Upper Colorado Basin Region;

Lower Colorado Basin Region, including the Boulder Canyon Operations and Yuma Area Offices;

Missouri Basin and Arkansas-Rio Grande-Texas Gulf Region, including the Eastern Colorado Area

Office; and California-Great Basin Region, including the Lahontan Basin and Klamath Basin Area

Offices. Additional Reclamation offices may use the IDIQ when their requirements are within the scope of the contract.

Normal support hours are anticipated to be 8:00 a.m. to 5:00 p.m., Monday through Friday, Mountain

Standard Time, excluding Federal holidays. The contractor must be capable of responding to urgent matters outside normal business hours in accordance with task-order and PWS response requirements.

Only authorized work performed under an issued task order will be billable.

4. SCOPE OF WORK

The contractor shall provide qualified personnel, management, supervision, technical expertise, software development capability, documentation, and other non-personal services necessary to perform work ordered under the IDIQ. Anticipated work includes, but is not limited to:

1. On-Demand Technical Support: Provide installation, configuration, troubleshooting, consultation, user assistance, restoration of data, creation or modification of computations and data types, support for satellite data decoding, script troubleshooting, support for HDB connections to RiverWare or similar modeling platforms, and support for server operating systems such as Red Hat Enterprise Linux.

2. Database System Maintenance and Malfunction Resolution: Diagnose and resolve HDB software and database problems; support database strategic planning; install and test modifications and updates; maintain production and test/development environments; and maintain loader programs, stored procedures, packages, and related applications.

3. HDB Development, Coordination, and Documentation: Develop, test, integrate, and deploy

HDB enhancements; maintain source code and computation processor algorithms; coordinate

OpenDCS, DECODES, TSTool, and related development; maintain technical documentation;

and participate in user groups, technical meetings, and knowledge-transfer activities.

4. Data Access and Editing Tools: Develop and maintain HDB-POET, public and internal APIs, data visualization and exploration tools, automated data-sharing applications, and data-editing tools used for quality assurance and control.

5. Cybersecurity Compliance: Ensure all databases, applications, code, tools, and deliverables comply with current Department of the Interior and Federal cybersecurity requirements, including applicable Secure Software Development Framework (SSDF), Software Development

Life Cycle (SDLC), National Institute of Standards and Technology (NIST), and Federal

Information Security Modernization Act (FISMA) requirements.

6. Data, Reports, and Deliverables: Prepare monthly status reports documenting incidents, response and resolution times, work performed by task order, deliverable status, authorized travel, and other information required by the PWS or individual task orders.

5. REQUIRED TECHNICAL CAPABILITY AND PERFORMANCE

Interested firms should demonstrate that their personnel, either individually or collectively as a team, possess the specialized experience and capacity necessary to support the full HDB environment.

Capabilities of particular interest include:
