About this file
This is a Draft Quality Assurance Surveillance Plan (QASP) for Hydrological Database (HDB) Support Services under an Indefinite Delivery Indefinite Quantity (IDIQ) contract with the Bureau of Reclamation.
The QASP establishes the methodology for monitoring contractor performance across six primary task areas: (1) providing on-demand technical support to Reclamation users with response time requirements ranging from immediate to two hours depending on call urgency and timing; (2) troubleshooting and resolving HDB system malfunctions within 24-96 hours based on complexity, with a maximum resolution timeframe of four business days; (3) completing development, coordination, and documentation deliverables from task orders with a 90% on-time delivery requirement; (4) developing and maintaining HDB data access and editing tools including APIs and visualization tools at 95% completion within required timeframes; (5) maintaining 100% compliance with Department of Interior and federal cybersecurity requirements including SSDF, SDLC, NIST, and FISMA standards with corrective action mandates within 30-90 days; and (6) preparing and submitting reports with 90% on-time delivery and acceptance without revision. Surveillance occurs monthly through status report reviews, annually through formal performance evaluations, and as needed for urgent issues. The Contracting Officer's Representative compiles findings and submits reports to the Contracting Officer, with deficient performance subject to payment withholding, contract modifications, or termination under FAR authority, while positive performance may result in favorable CPARS ratings and consideration for future task orders.
