About this file
This is a Sources Sought Synopsis for HVAC System Replacement issued by the U.S. Army Corps of Engineers. The notice is for market research purposes only to identify qualified contractors under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors), with emphasis on small businesses including Small Disadvantaged, 8(a), Woman-Owned, HUBZone, and Service-Disabled Veteran-Owned firms. The Government will use responses to determine the feasibility of a small business set-aside. No contract will be awarded from this notice, and respondents will receive no reimbursement for providing information.
The scope involves two-phase HVAC system replacement work. Phase 1 includes removal and disposal of one existing Liebert ground-level system and installation of one 5-ton Daikin Straight Cool Condenser (or compatible equivalent) with matching air handler and thermostat, plus electrical modifications, refrigerant line reconnection, ductwork modifications, drainage installation, and control system integration. Phase 2 mirrors these tasks for a ceiling-mounted system, substituting a 5-ton Liebert Condenser for the Daikin unit. All work must be performed during normal business hours with comprehensive warranty coverage for parts and labor. The Government requires project completion within two weeks of contract award. Responses must include company information, business size classification, capability narrative with descriptions of similar projects completed within three years, at least two past performance examples with project details and customer contacts, and information regarding equipment lead times. Responses are due by 06 March 2026 via email to Kassandra.n.robinson@usace.army.mil.
