SOURCES SOUGHT NOTICE

The Arnold Engineering Development Complex (AEDC) at Arnold AFB in Tennessee is seeking sources interested and capable of meeting the Government’s requirement for one 4" 300# double flanged control offset butterfly valve in accordance with (IAW) Attachment 1 – Technical Specifications. The Government is considering the use of a firm-fixed-price contract. Delivery is to Arnold AFB, TN.

INTRODUCTION:

This is a Sources Sought Notice to determine the availability and technical capability of small and large businesses to meet the Government’s requirement for one 4" 300# double flanged control offset butterfly valve. The result of this market research will contribute to determining the method of procurement if a requirement materializes. Based on the responses to this Sources Sought Notice/Market Research efforts, the requirement may result in a single source acquisition, may be set-aside for small businesses (in full or in part), or may be procured through full and open competition. Telephone inquiries will not be accepted or acknowledged, and feedback or evaluations may or may not be provided to companies regarding submissions.

Provided below are the anticipated Contract Line Item Numbers (CLINs), equipment/service descriptions, and estimated quantities:

NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE:

The anticipated North American Industry Classification System Code (NAICS) for this requirement is 332911, Industrial Valve Manufacturing, with the corresponding business size standard of 750 employees.

SUBMISSION DETAILS:

Responses should include:

1) Company Information: Name, address, telephone number point of contact names, an e-mail address.

2) Business size. State whether your firm is a large business, small business, small disadvantaged business (SDB), 8(a)-certified small business, historically underutilized business zone (HUBZone) small business, veteran-owned small business (VOSB), service-disabled veteran-owned small business (SDVOSB), or woman-owned small business (WOSB) based upon NAICS code 332911.

3) Commercial and Government Entity (CAGE) Code.

4) SAM.gov Unique Entity ID (UEI).

5) Provide any comments in regard to Attachment 1 – Technical Specifications.

6) Contract vehicles that would be available to the Government for the procurement of the product, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle.

7) Interested businesses should submit a brief capability package as it relates to supporting the above requirement.

8) To assist with budgetary estimates, please provide a total estimated price to meet this contemplated acquisition.

The capability package must be clear, concise, and complete. The Air Force is under no obligation to provide feedback to a company, or to contact a company for clarification of any information submitted in response to this request. Capability packages should be limited to no more than 3 pages using 12-point type.

Submission Information: Provide your intent/response no later than 1:00 PM Central Standard Time (CST) on 1 February 2024, via this posting to Ms. Leslie McGowan, Contract Specialist, at leslie.mcgowan@us.af.mil and Mr. Robert Mosley, Contracting Officer, at robert.mosley.3@us.af.mil. Verbal responses will NOT be accepted.

Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submission become Government property and will not be returned. All Government and contract personal reviewing sources sought responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
