About this file
This document includes a technical specification and sources sought notice for a small pressure control valve. The technical specification requires a 4-inch, ANSI class 300 stainless steel butterfly valve with stainless steel bearings and graphite packing. The valve must operate under a pressure range of 0 to 150 PSIA and temperature range of -120F to 800F for air service. A hydraulic actuator is required that operates at 1300 PSIG using EcoSafe 32 hydraulic oil and can mechanically lock the valve in the open or closed positions. The valve must modulate to maintain pressure and travel fully open to closed within one second. Accompanying documentation must be submitted two weeks prior to delivery. The sources sought notice is from the Department of the Air Force Materiel Command Test Center to determine availability and technical capability of small and large businesses to meet this requirement of one LPA-FV30-UT small pressure control valve.

LPA-FV30-UT Valve Statement of Work
Background
LPA-FV30-UT is the smaller of two valves used for pressure control of hot process air flow. The valve must be able to withstand the temperatures and pressures shown in the requirements below.
The current setup uses a butterfly valve that is flanged into process piping in the horizontal position. The actuator is mounted on top of the valve and is of the rack and pinion style.
Objective The Government requires a replacement of the current valve and hydraulic actuator while keeping the current hydraulic piping and Moog servo.
Scope Provide one (1) LPA-FV30-UT small pressure control valve to Arnold Air Force Base, Tennessee.
Requirements/Specifications
• 4” (10.16 centimeters), ANSI B16.5 class 300 double flanged butterfly valve.
• Stainless steel valve body.
• Stainless steel bearings.
• Graphite packing.
• Must be able to operate under a pressure range of 0 pounds per square inch absolute
(PSIA) to 150 PSIA with a temperature range of -120°F to 800°F (-84.4444°C to 426.667°C) air service.
• Hydraulic actuator sized for 1300 pounds per square inch gauge (PSIG) hydraulic pressure using EcoSafe 32 hydraulic oil.
• Must be able to mechanically lock the valve in the open or closed positions.
• Valve position feedback and limits are required.
• Valve will constantly modulate to maintain a pressure and needs to be able to travel from the fully open position to the fully closed position in 1 second.
Final Product and Deliverables Please submit the following documentation two weeks before LPQ-FV30-UT arrives:
• Material Test Certificates
• Material Traceability Records
• Mill Reports
• Dimensional Inspection Reports
• Welding Procedure Specifications (WPS) and Procedure Qualification Records
(PQR)
• Non-Destructive Testing (NDT) Reports
• Pressure Test Records
• Certificates of Compliance
• Manufacturer’s Data Report (MDR)
