NOTICE: This is a Sources Sought notice for market research and planning purposes only; it does not constitute a formal solicitation. Please note that we cannot return your submissions to you.

PROJECT: Repair Hardened Inter-Site Communication System (HICS) Gates

1. The purpose of this Sources Sought is to assess the level of interest, capabilities, and qualifications of HUBZone, SDVOSB, and WOSB small business communities for this project. The North American Industry Classification System (NAICS) for this acquisition is 238990, with a size standard of $19,000,000.00. The Government is contemplating a firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) type contract with a five (5) year ordering period, not to exceed $2.5M.

2. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three (3) years. Any responses involving teaming should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.

SUMMARY OF WORK:

3. The 341st Contracting Squadron at Malmstrom Air Force Base, Great Falls, Montana, is anticipating a solicitation to remove, replace, and repair designated livestock gates within the 341st Missile Complex. The scope of work requires the Contractor to cut existing fence lines and install new gates in areas where property owners currently have wire over gates. Alternatively, the Contractor may be directed to temporarily cut the fence for access and repair it with a splice after the work party has proceeded through the right-of-way. All actions require the Contractor to install a fluorescent delineator coil and transfer any existing metal Government Number Tags to the new posts. The Contractor shall furnish all labor, materials, equipment, and supervision necessary to accomplish these tasks.

Due to the sensitive nature of the operational area, specific excavation safety controls are mandatory. The Contractor must perform all digging by hand within three feet of any buried communications cables, electrical cables, or gas lines until the utility is fully exposed. All cable and piping routes must be formally marked prior to beginning any excavation in the area. Furthermore, the Contractor must obtain an approved Work Clearance Permit (AF Form 103) from Missile Engineering before commencing any excavation work. The 341st Missile Complex consists of 15 distinct flights dispersed within a 160-mile radius of Great Falls, Montana. The project worksites will be grouped in such a manner that all gates will be completed in one flight before starting the next flight to keep mobilization distances to less than 10 miles between gates. The Contracting Officer or their designated representative will identify and mark all designated gates scheduled for work using GPS coordinates or other physical marking methods. Further project details and information can be found on the Statement of Work within this post.

4. To be eligible for a prime contract award, potential sources must maintain an active registration and have completed their Online Representations and Certifications Application within the System for Award Management at SAM.gov.

5. Interested parties must submit a brief Capability Statement that addresses the following organizational and technical criteria:

1. Company Profile: State your company’s annual revenues, employee size, and primary business socio-economic status (specifically clarifying any active HUBZone, SDVOSB, or WOSB certifications).

2. Teaming Arrangements: Outline any anticipated joint ventures or teaming arrangements and clearly delineate the specific technical work to be accomplished by the Prime Contractor versus the work assigned to the teaming partners.

3. Past Experience: Provide a brief description of similar gate installation, fencing, or excavation services your company has successfully delivered to commercial or government customers.

4. Licensing and Certification: Provide an explicit statement confirming that your company holds all required professional certifications and licenses necessary to perform this type of work, or can successfully obtain them prior to contract award, with specific emphasis on compliance with the licensing laws of the State of Montana.

5. All capability packages and any associated questions regarding this Sources Sought must be submitted electronically via email to Elizabeth ‘Liz’Basu at elizabeth.basu@us.af.mil and Colleen Goad at colleen.goad.1@us.af.mil.
