2. BACKGROUND:

IHS is an agency within the U.S. Department of Health and Human Services and is responsible for providing federal health services to American Indian and Alaska Natives.

The provision of health services to members of federally recognized tribes grew out of the special government to government relationship between the federal government and Indian Tribes. The goal is to assure that comprehensive, culturally acceptable personal and public health services are available and accessible to American Indian and Alaska Natives. The IHS currently provides health services to approximately 1.5 million American Indians and Alaska Natives who belong to more than 557 federally recognized tribes in 34 states.

Navajo Area Indian Health Service (NAIHS) administers health center and hospitals providing healthcare to approximately 201,583 members of the Navajo Nation. The Navajo Nation is the largest Indian Tribe in the United States and has the largest reservation, which encompasses more than 25,516 square miles in northern Arizona, western New Mexico and southern Utah, with three satellite communities in central New Mexico. The NAIHS is the primary provider of inpatient, ambulatory care, preventative and community health, and environmental health services for members of the Navajo Nation and the San Juan Southern Paiute Tribe.

Gallup Indian Medical Center (GIMC) is a 99-bed hospital in Gallup, New Mexico, on the border of the Navajo reservation. Clinical specialties at GIMC include Internal Medicine, Cardiology, Anesthesia, OB/GYN, General Surgery, Orthopedics, Ophthalmology, ENT, Radiology, Pathology, Pediatrics, Psychiatry, Emergency Medicine and Urology. The workload at GIMC is one of the largest in the Indian Health Service with 380,000 outpatient encounters and 3,300 inpatient admissions annually.

GIMC has the largest staff of all Navajo Area IHS facilities. The 4-story, 137,000 SF, fully sprinkled, GIMC hospital, in its current location, was constructed in 1961. The GIMC hospital is synonymously referred to as Building 2000 (APPENDIX A). Building 2000 is equipped with three (3) fire-rated exit stairwells. Each stairwell contains a Class III wet standpipe system. The existing fire suppression system (FSS) at GIMC is a mixture of original construction equipment and equipment upgrades.

During 1994 the fire pump system was replaced and relocated into Generator Building 5002 (APPENDIX A) which is directly adjacent to Building 2000. The finish floor elevation of Building 5002 is 6797.5’ above sea level. The roof slab of Building 2000 is approximately 58.75’ above the finish floor of Building 5002.

Fire water is supplied to the fire pump by approximately 150’ of 6” ductile iron pipe which connects directly to an 8” City of Gallup water main by way of a reduction Tee. In 1994 it was recorded that the fire hydrant, closest to the fire pump, was capable of flowing 835 GPM with a residual pressure of 32 PSI. Fire hydrant flow tests conducted in

December 2025 indicates a significant reduction from the, just mentioned, 1994 values, in terms of both flowrate and supply pressure.

The fire suppression system includes a horizontal, split case fire pump capable of delivering a rated flow of 500 GPM @ 50 PSI (APPENDICIES B, C, & D). The fire pump is driven by a 25 HP electric motor operating on a 460VAC, 3-Phase electric power supply. The fire water suppression system pressure is maintained by a jockey pump capable of delivering 15 GPM @ 75 PSI. During 2025 the following tests were conducted on components of the FSS: Fire Pump flow and pressure (APPENDICIES E & F), Fire System Standpipe flow and pressure (APPENDIX G), and Fire Hydrant flow (APPENDIX H). The attached test reports are provided for reference relative to the applicable NFPA codes.

3. GENERAL: Investigation Responsibilities

The Engineer shall conduct this Fire Suppression System investigation in terms of conformance with NFPA 14 edition 2010, NFPA 25 edition 2011, NFPA 101 edition 2012, NFPA 291 edition 2010, and Joint Commission standards. The Engineer shall confine his investigation to the adequacy of the following: fire water supply volume and supply pressure, in-situ fire pump, jockey pump, valving, switches, and appurtenances within the fire pumphouse, and in-situ hospital standpipe system.

• Flowrate and both static and residual pressure testing of the fire hydrant system, in conformance with NFPA 291 edition 2010, shall be arranged for the Engineer to witness during the onsite investigation. The Engineer shall coordinate with the Navajo Area Office Project Manager to ensure that the testing is conducted in full conformance with the applicable strictures of NFPA 291 edition 2010. The testing shall involve flows from fire hydrant #1123. The Engineer shall opine on the adequacy of the City of Gallup fire water supply volumes and pressures available in terms of the hospital’s fire water flow volumes required by NFPA 14 edition 2010.

• Churn and Flow testing of the fire pump shall be conducted for the Engineer to witness during the onsite investigation. The Engineer shall coordinate with the Navajo Area Office Project Manager to ensure that the testing is conducted in full conformance with the applicable strictures of NFPA 25 edition 2011.

• The Engineer shall evaluate the NPSHa vs the NPSHr in terms of the existing fire water suction supply pressure and fire water pump suction pressure requirements.

• Flow rate and residual pressure testing of the fire water standpipe system shall be arranged for the Engineer to witness during the onsite investigation. The Engineer shall coordinate with the Navajo Area Office Project Manager to ensure that the testing is conducted in full conformance with the applicable strictures of NFPA 14 and NFPA 25. The hydraulically most remote standpipe shall be identified by onsite staff for the Engineer. It shall be noted that the 1959 Appendix I drawing defined the 4” diameter standpipes to be dry systems. The standpipe systems as currently configured and maintained are wet. This investigation shall not include the in-situ fire sprinkler system. For information and background, the fire sprinkler system is a wet design type in its entirety, with the singular exception of dry system piping within the unheated area of the Building 2000 penthouse. The fire sprinkler system is composed of some 1,500 sprinkler heads of primarily k-factor 5.6 size/capacity. The sprinkler system is primarily supplied from 2-1/2” diameter steel piping which connects directly to the Class III standpipe system. This investigation shall not require the Engineer to inspect any FSS components in terms of integrity. Examples of integrity inspection measures include measurements for remaining pipe wall thicknesses, routine maintenance, galvanic corrosion effects, microbiologically influenced corrosion effects, internal inspections of valving and piping, weld integrity, hydrostatic testing, and/or evidence of over-pressure events.

4. FINDINGS:

The findings report shall include, but not be limited to the following:

• Provide a narrative report which details a general chronology of the investigation and an evaluation of the FSS system’s conformance with applicable NFPA codes.

• Provide a finding with regard to the existing City of Gallup fire water supply volumes available, as measured at hydrant #1123, relative to the hospital’s minimum required fire water flow rates per applicable NFPA codes. It shall be noted that the fire hydrant #1123 flow rates may not correlate directly to the hospital’s minimum required fire water flow rates; however, the flows to be measured at hydrant #1123 will provide significant insight towards the fire water volumes available to the Gallup Fire Department and/or the hospital’s fire water pump system during a potential fire event.

• Provide a finding regarding the adequacy of the existing fire water supply pressure (NPSHa) relative to the NPSHr of the in-situ fire water pump.

• Provide a finding regarding the adequacy of the existing fire water supply pressures (NPSHa) in terms NPSHr as it would apply to the most recent editions of NFPA 20 and 25. This finding will be important should a new fire pump of differing capacity be deemed necessary.

• Provide a finding with regard to the in-situ fire water pump’s capacity to meet Churn and Flow test requirements.

• Provide a finding with regard to the in-situ fire water pump’s capacity to meet the required flow volumes and residual pressures relative to the hospital’s standpipe system capacity and performance standards. These findings shall consider the stated NFPA 14 requirements when more than a single standpipe within the FSS system is present and to be accounted for.

• Provide a finding with regard to the in-situ fire water standpipe system configuration and compliance with NFPA 14 and NFPA 25 requirements.

• Provide a list of FSS components, if any, which are found to be inadequate/noncompliant.

The list shall include details which provide a clear description of the component, its physical location within the system and the rationale for why the component is inadequate/non-compliant. Any fire suppression system changes or component replacements which will entail bringing the system into compliance with a newer or different version of the code shall be clearly identified in terms of rationale and the associated code or standard. Any FSS system component not explicitly listed as inadequate/non-compliant shall be reasoned to be adequate/compliant.

5. RECOMMENDATIONS:

The Engineer shall make all recommendations with the knowledge and perspective that the GIMC Building 2000 must continue to operate in its current configuration and capacity for the foreseeable future and that the prospect of a replacement building is not on the horizon. The Engineer shall form all recommendations with the aim of bringing Building 2000 into full conformance with the afore-mentioned NFPA codes. Should a FSS design or re-design be needed, the Engineer shall make recommendations with regard to salient features required for the design effort and an order of magnitude construction cost estimate.
