Joint Base McGuire-Dix-Lakehurst, New Jersey (JBMDL) FY25 Underground Utilities recompete Sources Sought
Purpose/Description:
THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A
SOLICITATION WILL NOT RECEIVE A RESPONSE. This Sources Sought Synopsis (SSS) is in support of Market Research being conducted by the United States Air Force to identify potential sources for the requirements identified below and to determine if this effort can be a competitive Small Business Set-Aside. This is not a Request for Proposal (or solicitation) or an indication that a contractual commitment will exist for this requirement. The government does not intend to award a contract on the basis of this market research. No funds are available to fund the information solicited.
The 787th Civil Engineer Squadron located at JBMDL, NJ is seeking information pursuant to FAR PART 10, in support of Market Research to identify potential sources for the Installation Wide FY25 Underground Utilities recompete. The Government will use this information to determine the best future acquisition strategy for this procurement, inclusive of the need to do an Industry Day and/or pre-solicitation Conference. The government does not have the associated technical data to provide to potential sources.
The proposed North American Industry Classification Systems (NAICS) Code is 237110, which has a corresponding Size Standard of $45M annually. The Government is interested in businesses to include Small Business, Small Disadvantaged Businesses, Veteran-Owned Small Businesses, HUBZone Businesses, and Women-Owned Small Businesses. The government requests that interested parties respond to this notice if applicable and provide the requested information in Part I and Part II below.
Requirements The contractor shall provide all furnishing all labor, materials, equipment, transportation, fuel, supervision, and permits required for the replacement, repair, and improvement of the Underground Utilities on JB MDL. The work may include, but is not limited to: The repair, removal and/or installation of Underground Utilities by open cut, slip lining, pipe bursting or other trench-less installation technologies. The repair, removal and/or installation of: sanitary sewers, sanitary manholes, clean outs, pumps, valves, tanks and other sanitary sewer structures; the repair, removal and/or installation of potable water supply lines, fire water supply lines, fire hydrants, flushing valves, valves, fixtures, joint restraints (mechanical and passive), tanks, meters, monitoring devices, and all other items, equipment and structures associated with the operation, repair and or maintenance of water distribution systems; the repair, removal and/or installation of storm sewers, storm sewer manholes, drainage piping, culverts, catch basins, ditches, streams, parging, trench drains and all other equipment and structures associated with storm sewer conveyance systems; arranging for and/or conducting as necessary, all utility mark outs, and secondary electric mark outs; the placing of concrete, asphalt milling, leveling, grading, compaction, applying tack as required, apply and install new base course, (asphalt grades include but are not limited to I2, I4, and I5), provide and install new asphalt surface course, seal cracks, remove and dispose of existing base pavement, (depth of milling, paving, concrete and placement of sub-surface shall be identified by individual task order), maintenance, repair, and installation of new: concrete work, excavation, grading, aggregate, valve curb boxes and bicycle safe drain grate with frame, provide and install new reflective marking tape, new thermoplastic striping, new slurry seal, new pavement striping, remove and dispose of existing topsoil, vegetation, and tree removal incidental to the work; proof rolling prior to detect soft spots; site preparation and restoration work to include survey and layout services, laser and optical, and mechanical grade control; excavation, restoration, clearing of vegetation, replacement of vegetation, site stabilization and storm water best management practices, landscaping to include trees and bushes, soil and erosion control, and all other things required to stabilize sites during construction, and restoration of sites following the completion of construction; preparation and submittal of all required permits to include but not be limited to Soil Erosion and Sediment Control Permits, Potable Water Line permits; TV Inspection, survey and evaluation of Sanitary, Storm and Water lines as applicable. This potential project shall be performed in strict accordance with the specifications and drawings forming parts thereof, subject to the terms and conditions of the potential contract.

Part II. Survey Questions
1. Please submit details on your ability to perform in accordance with the DRAFT Statement of Work. Details may be in the form of a brief, succinct current or past performance efforts, or any others means necessary/applicable.
2. Please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime, and the work accomplished by the teaming partners.
