FY25 UNDERGROUND UTILITIES
DRAFT STATEMENT OF WORK
Joint Base McGuire-Dix-Lakehurst New Jersey
Prepared by:
787th Civil Engineer Squadron September 2024
PART 1 - GENERAL
1. IDIQ AND TASK ORDER:
a. Work under this IDIQ contract will be ordered by written Task Order. A Task Order Request for Proposal will be issued on an as needed basis under this Utilities Indefinite-Delivery, Indefinite-Quantity Contract. The work to be performed under this contract and individual Task Order(s) is on an active military base. The Contractor shall coordinate work operations with the COR/QAR prior to starting work under this contract and each Task Order. The Contractor shall conform to all JBMDL regulations and directives, as identified specifically at the pre-construction conference, that pertain to security, safety, traffic, fire, and personnel clearances insofar as they apply to the Contractor’s activities or as directed by the Contracting Officer. The Contractor shall be responsible for providing and placing barricades, lighting, and safety devices during construction activities.
b. The Contractor shall have a superintendent who speaks, reads, writes, and understands the English language; has authority to act for the Contractor, and be available on the job site throughout each workday. The Contractor shall be responsible for his quality control at all times. A specific individual shall be designated as the Contractor’s quality control inspector and identified to the COR/QAR at the pre-construction conference. The Contractor is responsible to provide Quality Control during the execution of each Task Order. All work performed under each Task Order is subject to inspection by the COR/QAR during its execution and upon completion. All work rejected by the COR/QAR due to nonconformance with the specifications, drawings, or referenced applicable documents, shall be corrected by the Contractor as directed, at no additional cost to the Government. Final acceptance of all work performed under each Task Order shall be made by the COR/QAR upon completion of all requirements indicated in the individual Task Order.
c. The Contracting Officer (CO) refers to a person with the authority to enter into, administer, change and/or terminate contracts and make related determinations and findings. The term includes certain authorized representatives of the CO acting within the limits of their authority as delegated by the CO.
d. The Contracting Officer’s Representative (COR) and Quality Assurance Representative (QAR) as used in this specification includes the authorized representative of the Contracting Officer acting within the limits of his/her authority. “COR” and “QAR” are used interchangeably. With respect to all paragraphs of the specifications citing “approval by the Contracting Officer” and all paragraphs cited in Material Approval Submittals, of the solicitation, the term “Contracting Officer (CO)” means only those individuals properly appointed as a Contracting Officer within the Contracting Squadron; no other Government personnel has the authority to grant such approval. The COR/QAR has authority to review Material Submittal packages and recommend approval by the Contracting Officer. The COR/QAR has authority to review and recommend approval/disapproval by the Contracting Officer applications for progress payments. The COR/QAR reports to the Contracting Officer any work stoppage or discovered non-conforming work items. The COR/QAR has authority to review work in progress. At the Final Acceptance Inspection, the COR/QAR will perform inspection and recommend acceptance or conditional acceptance to the Contracting Officer (CO).
2. PRECONSTRUCTION CONFERENCE: A preconstruction conference will be scheduled by the Contracting Officer after contract award, after award of each and every task order, and prior to commencement of work under the contract and/or on any task order. The Contracting Officer will notify the Contractor of the time, date, and place set for the meeting which will be held at a location to be designated by the Contracting Officer. At this meeting, the Contractor shall be oriented with respect to Government procedures and lines of authority, as well as contractual, administrative, and construction matters. The Contractor is required to furnish a current certificate of insurance and a letter appointing a construction superintendent, as well as resumes/qualifications for all other Contractor Quality Control, Supervisory/Management Staff and any other applicable Contractor Personnel assigned to the project as outlined and required in the contract documents, at the meeting. Such referrals shall be documented with a submittal form (ENG Form 4025 or AF IMT 3000 Material Approval Submittal) submitted in accordance with Specification Section 01 33 00, identifying the submittals by task order and submittal number. The Contractor shall be prepared to discuss topics including, but not limited to; safety plans, project schedule, anticipated start date, traffic/detour plan, shop drawings, permitting and potential disruption to surrounding areas. Any subcontractors performing significant portions of the contract shall also be in attendance.
3. BASE ACCESS: JBMDL 87th Security Forces Squadron (SFS) Installation Entry Control procedures will be provided to the Contractor. The Contractor shall abide by all JBMDL requirements for entering and conducting business on JBMDL.
a. The Contractor shall obtain the necessary passes and/or identification for entry into JBMDL for himself, all employees, and subcontractors prior to commencement of work. Procedures and limitations for entry control are addressed in depth in the Installation Entry Control Procedures at the end of this section. The Government reserves the right to refuse to issue a pass to any and all employees of the Contractor for any reason deemed appropriate by the Government and, in doing so, Contractor shall not be entitled to equitable adjustment or relief under the Contract Disputes Act. The Entry Screening Facility may be contacted at (609) 754-3938/3628/2200 for McGuire or Dix and (732) 323-4000 for Lakehurst. The Government will issue passes depending on the type of work to be completed and the length of the contract. The maximum length of these passes is 30 days. The Contractor shall be responsible for obtaining additional passes upon the expiration of each pass issued. The Government may inspect, at its discretion, all vehicles, including those with vehicle passes.
b. Prior to entering JBMDL, commercial/over-sized vehicles shall be inspected at Checkpoint 9 located on Saylors Pond Road at the Dix Area of JBMDL for the Dix and the McGuire Areas and from Rt. 547 for the Lakehurst area. The Contractor shall anticipate delays during the inspection process as well as delays due to vehicle queues.
c. Conditions caused by Force Majeure (acts of war, terrorism, nature, etc.) shall be addressed via contract time extension, where warranted, at no cost only. The Contractor shall anticipate that in the event of heightened alert, access to JBMDL may be denied for approximately three to five days. The Contractor shall also anticipate that during periods of heightened alert, time required to access JBMDL may increase.
d. In case of an emergency, the Contracting Officer, Security Forces personnel, Base Fire Chief, and Base Operations Officer, or their representatives, shall have the authority to order the Contractor to stop work and clear the area of personnel and equipment. The Contractor shall comply with such an order with all possible speed. After clearing the work site as instructed, the Contractor shall immediately inform the Contracting Officer of all verbal or written stop work orders. In the case of being halted by Security Forces personnel, the Fire Chief or Base Operations Officer, the Contractor shall notify the Contracting Officer in writing and provide explanation for the stoppage.
e. If at any time during construction should a situation be encountered which serves to delay the execution of all work for an indefinite period of time and upon receipt of a written suspension notification from the Contracting Officer, the Contractor shall demobilize his work crews as well as those of his sub- contractors as soon as possible. In that event, the contracting officer will furnish advance notice for restarting the job and allow a remobilization period (the length of which to be commensurate with the delay period, but no longer than 60 days) prior to required work recommencement. Otherwise, the length of work suspension will be identified in the written suspension notification. The Contractor shall not be required to “standby” for an indefinite duration unless specifically directed to do so. (Note: this paragraph does not apply to national emergencies, sovereign acts or Force Majeure, which are covered under other contract provisions.)
4. GENERAL: All work performed under this contract shall conform to the best practices of the trade or class or work involved and shall be executed in a careful and orderly manner by workman skilled in their respective trades. All work shall be performed in strict accordance with the specifications or to current industry standards when not specified.
a. Proper, adequate and proficient supervision shall be provided by the Contractor throughout all phases of work.
b. Unless otherwise approved, the Contractor shall be permitted to do the work between the hours of 7:00 a.m. to 5:00 p.m., Monday through Friday, exclusively. Government Holidays defined in the Federal Code (New Year's Day, Martin Luther King Jr. Birthday, President's Day, Memorial Day, Juneteenth National Independence Day, Independence Day, Labor Day, Columbus Day, Veteran's Day, Thanksgiving Day, Christmas Day) that fall, or are celebrated within the work week will not be considered work days. Prior to the Contractor performing any work during hours other than those specified, the Contractor shall submit a request to the project manager for approval by the Contracting Officer. Requests shall be submitted no less than 5 work days prior to the time the Contractor desires to work. This request shall allow the inquiry into the availability of additional Government Inspectors. If the CO confirms that additional Government Inspectors are reasonably available, the CO may authorize the Contractor to perform work during periods other than the standard working hours. If the Government Inspectors are required to perform in excess of their normal duty days solely for the benefit of the Contractor, the actual cost of inspection at overtime rates may be charged to the Contractor.
c. Unforeseen Conditions: Should unforeseen conditions arise during the commencement of work, the Contractor shall immediately notify the Contracting Officer in writing of any and all unforeseen conditions affecting the work and await direction from the Contracting Officer prior to reconvening the work.
5. UTILITIES:
The Contractor shall be permitted to use existing utilities at each project location, when available, to the extent needed to accomplish the work under the task order, on a "no charge" basis.
a. The Contractor shall carefully conserve any utilities furnished by the Government. The Contractor, at his/her expense, shall install and maintain all necessary temporary connections and distribution lines and all meters (if necessary) to measure the amount of each utility used. The Contractor shall furnish to the Contracting Officer for approval, a complete system layout drawing showing type of materials to be used and method of installation for all temporary electrical and water systems. The Contractor shall make arrangements with the COR/QAR, as to the method of determining the amount of water and electricity being used. Telephone service is the responsibility of the Contractor and shall be coordinated with the COR/QAR and the local communication company. Before final acceptance of the work by the Government, the Contractor shall remove all temporary connections, distribution lines, meters and associated paraphernalia.
b. BASE FIRE HYDRANT USE: Prior to the Contractor using any fire hydrant on base as source of water, the Contractor shall notify the COR/QAR. The Contractor will be responsible for providing all the equipment necessary to connect to the fire hydrant. Only compatible adapters shall be utilized for hydrant connections. A hydrant wrench of correct size shall be used to control the flow. Temporary connections to fire hydrants shall be disconnected at the end of each workday. The temporary connections shall be controlled with an auxiliary valve such that the hydrant remains at a full-open or full-closed position, and a backflow preventer. JBMDL personnel will approve all hydrant connections, operation procedures and tools.
c. INTERRUPTION OF UTILITIES: Contractor shall perform the work under their contract with a minimum of outage time for all utilities. Contractor shall give written notification to the Contracting Officer at least ten (10) calendar days in advance of his need for a proposed utility outage. Contractor shall provide temporary heat and/or domestic hot water if outage is expected to be longer than eight (8) hours continuous duration which comply with installation policy. This time period shall include start-up and cool-down periods. The utilities may be interrupted only when approved in writing by the Contracting Officer. Because of mission requirements, utility interruptions may have to be scheduled at a time other than that requested by the Contractor.
d. Contractor owned construction sheds, trailers, offices or other such facilities requiring utility services shall be metered for each utility involved and all costs involved up to the point of connection to Government owned utility systems shall be at the contractor's expense. Contractor shall pay for metered utility services. All temporary connections shall be removed before final acceptance of the work.
e. Contractor shall provide temporary sanitation facilities that are self-contained and full service. The facilities shall have self-closing doors, ventilated to control odors and fumes and shall be cleaned at least once a week, or more if required by the Contracting Officer. The facility shall be located behind the construction fence and out of public view, at a location approved by the COR/QAR. Government toilet facilities will not be available for Contractor’s use.
6. OCCUPANCY: Unless otherwise identified in the Task Order, facilities in the areas in which the work is to be done will be occupied and/or remain in service, during the performance of work under this contract. It shall be the Contractor’s responsibility to coordinate with the project manager to schedule and perform their work in such a manner as to create the least possible interference with normal activities within the areas. Access to buildings, parking lots and other facilities shall be maintained to the maximum extent possible. The Contractor shall not block more than one access of the building(s) at any one time, nor shall the Contractor disrupt the existing parking arrangement to any of the building(s) parking area. If disruptions are necessary due to the nature of the work, the Contractor shall coordinate and/or provide alternate access as part of the scope of work. This shall include the provision of traffic control plans, detours and all associated signage, warning signs, advance warning notifications. All shall be in accordance with Joint Base standards, procedures and requirements and the MUTCD. Service shall be maintained at all times. Work outside normal operating hours MAY be approved to minimize disruption to normal installation activities or to facilitate the work. Contractor shall be responsible for coordinating access for his crews and equipment as necessary. Contractor shall propose such outages and/or road closures as part of his proposal for each Task Order. The proposal shall, therefore, include traffic control plans/detour routes, signage, and the anticipated length of time for any utility outage or road closure. Such detours, by-passes and/or other means to maintain service during the work shall be part of the scope of work and covered in the agreed upon price for the work. Where utility outages, road closures or other impacts are necessary to complete the work, the Contractor shall submit detailed plans for managing the work to minimize the disruptions for review by the Contracting Officer not less than 30 working days prior to the proposed outage/closure/detour. In no case will the outage/closure occur less than 15 working days after the approval of the outage/closure/detour plans.
7. INSPECTION: Inspection of work by the Government is for the sole benefit of the Government. The Contractor is fully responsible for supplying all necessary quality and technical inspections during the normal progress of work. Any inspection of the work by the COR/QAR shall not in any way be interpreted as waiving the Government’s requirement that the work product(s) be fit for its intended purpose. Government inspections do not in any way constitute acceptance of work quality or fitness until the final acceptance inspection is made.
a. Review of work in progress by the Government at any time prior to the Final Acceptance Inspection does not constitute interim or final acceptance. At the discretion of the Contracting Officer, inspection may be directed of work-phased work segments at their completion and prior to initiation of any further work. If phased inspection is directed, the Contractor shall notify the Contracting Officer in writing at least fourteen calendar (14) days prior to expected completion of the phase to be inspected. Such inspection shall not relieve the Contractor for variations or unacceptable conditions discovered up to and including the Final Acceptance Inspection. Destructive testing may be required and shall be performed by the Contractor at the direction of the Contracting Officer. Work tested in this fashion shall be compensated only if found to conform to the contract requirements. The Contractor shall provide the COR/QAR with a daily report log (Contractor Production Report (CPR)). This log shall be reviewed and agreed/disagreed to by both the Contractor and COR/QAR. This log shall identify the number of personnel on site (general Contractor and/or subcontractor(s)) and the work accomplished that day. A copy (with signatures) shall be presented to the COR/QAR as part of the documentation of daily progress.
b. The Contractor shall request scheduling of the final and pre-final inspections in writing a minimum of ten (10) calendar days in advance of project completion. The request for scheduling will be in writing to the Contracting Officer. All work rejected by the COR/QAR due to nonconformance with the specifications, drawings, or referenced applicable documents, shall be corrected by the Contractor as directed, at no additional cost to the Government. Deficiencies shall be corrected within fourteen (14) calendar days of the pre-final inspection.
c. Final acceptance of all work performed under each Task Order shall be made by the COR/QAR upon completion of all requirements indicated in the individual Task Order.
8. QUALITY CONTROL: The Contractor shall furnish to the Contracting Officer (CO) for approval an effective quality control program that complies with the contract clause entitled "Inspection of Construction" (FAR 52.246-12). The Contractor shall submit the quality control program to the CO no later than 7 days after the notice to proceed.
a. The Contractor shall establish a quality control system to perform sufficient inspection and test of all items of work, including that of his subcontractors. The quality control system shall ensure conformance with applicable specifications and drawings with respect to materials, workmanship, construction, finish, functional performance, and identification. The quality control system shall be established for all construction except where the technical provisions of the contract provide for specific Government control by inspections, tests, or other means. The Contractor's control system shall specifically include the surveillance and tests required in the technical provisions of the contract specifications. For purposes of the above description, shop manufactured standard products is not defined as construction. Where a separate safety manager is not provided or otherwise required by the CO, quality control personnel shall also be charged with the responsibility of policing the safety program. This duty shall be clearly set forth in the quality control program.
b. The Contractor's quality control system is the means by which they assure themselves that their construction complies with the requirements of the contract plans and specifications. The controls shall be adequate to cover all construction operations, including both on-site and off-site fabrication and shall be keyed to the proposed construction sequence and shall include as a minimum at least three phases of inspection for all definable items or segments of work as follows:
1) Preparatory Inspection. To be performed prior to beginning any work on any definable segment or work. To include a review of contract requirements; a check to assure that all materials and/or equipment have been tested, submitted, and approved; a check to assure that provisions have been made to provide required control testing: examination of the work area to ascertain that all preliminary work has been completed; a physical examination of materials and equipment to assure that they conform to approved shop drawings or submittal data and that all materials and/or equipment are on hand. The Contracting Officer shall be notified at least 48 hours in advance of the preparatory inspection and such inspection shall be made a matter of record in the quality control documentation as required by subparagraph c.
2) Initial Inspection. To be performed as soon as a representative segment of the particular item of work has been accomplished and to include examination of the quality of workmanship, a review of control testing for omissions, and dimensional requirements.
3) Follow-up Inspection. To be performed daily or as frequently as necessary to assure continuing compliance with contract requirements, including control testing, until completion of the particular segment of work.
c. The Contractor shall maintain current records of all inspections and tests performed on an appropriate approved format. These records shall provide factual evidence that the required inspection or tests have been performed, including type and number of inspection or tests involved: results of inspections or tests; nature of defects, causes for rejection, etc.; proposed remedial action and corrective actions taken. The Contractor shall not build up or conceal any feature of the work containing uncorrected defects, and payment on deficient items will be withheld until they are satisfactorily corrected, or other action has been taken as authorized pursuant to the contract clause entitled "Inspection of Construction". These records must cover both conforming and defective items and must include a statement that all supplies and materials incorporated in the work are in full compliance with the terms of the contract. Legible copies of these records must be furnished through the COR/QAR, to the Contracting Officer daily. Records shall be verified by the Prime's designated representative daily.
d. The Contractor's job supervisory staff may be used for quality control, supplemented, as necessary by special technicians, or testing facilities, to perform all specified tests, balancing, adjusting and/or regulating mechanical and electrical devices, equipment and/or systems. As an option, an industry recognized testing laboratory approved by the Contracting Officer may also be used.
e. The Contractor shall furnish to the Contracting Officer for approval as soon as practicable, and in no event later than 7 calendar days after receipt of the notice to proceed, an original and 4 copies of the quality control plan which shall include the personnel, procedures, instructions, and records to be used. This document shall include as a minimum:
1) The Quality Assurance (QA) plan appropriate for the work intended.
2) Qualifications of Contractor’s QA Manager, who will be the person responsible for implementing the Contractor’s QA plan, and other personnel.
3) Authority and specific areas of responsibilities of each of the quality control personnel.
4) Methods of performing quality control inspections including the Contractor's employees work. This requires a statement concerning quality control measures to be used in work described in each technical section of the specifications applicable to the work under the Task Order.
5) Designate how testing shall be performed either by technicians employed by the Contractor or by an industry recognized testing laboratory. The following information shall be a part of the quality control plan.
a) Latest calibration data for concrete testing machines and Marshall Machine where applicable.
b) Name and qualifications of each employee designated for the performance of specific types of tests.
c) A list of the control tests which the Contractors employees are to perform, not only by name, but also by numerical designation, together with a statement to the effect that the laboratory has a copy of each such procedures, and has facilities and serviceable testing equipment to perform these tests.
d) The Contractor’s understanding of the procedures to follow if the test result indicates lack of compliance with the specification requirements.
e) A copy of a letter of direction to the project manager responsible for quality control, outlining their duties and responsibilities, and signed by a responsible officer of the firm.
6) Before construction operations are commenced, the Contractor shall meet with the Contracting Officer and discuss the quality control plan. The meeting shall develop mutual understanding relative to details of the system, including the forms to be used for recording the quality control operations, inspections, administration of the system, and the interrelationship of the Contractor and Government Inspector.
7) No construction and/or off-site fabrication shall be started until the Contractor's quality control plan is approved. Construction of any feature of the work will only be permitted after approval of the quality control plan, or at least approval of that portion of the plan applicable to the specific feature of the work. As a rule, except for the start of the construction period, quality control of test techniques shall be approved by the Contracting Officer prior to the application. No payment estimate will be processed by the Contracting Officer prior to agreement upon the testing regime and receipt of the required testing reports/data. The Contractor shall notify the Contracting Officer in writing of any proposed changes to this inspection system; no such change shall be implemented prior to approval in writing by the Contracting Officer.
8) If recurring deficiencies in an item indicate that the quality control system is not adequate; such corrective actions shall be taken as directed by the Contracting Officer.
9) In the event the Contractor utilizes the service of a commercial testing laboratory, the Contracting Officer reserves the right to check laboratory equipment for compliance with the standards set forth in the contract specifications and to check the laboratory technician's testing procedures and techniques.
10) The Contracting Officer reserves the right to utilize the Contractor's control testing laboratory and equipment to make spot tests and to check the Contractor's testing procedures and techniques.
9. VEHICLE REGISTRATION:
The Contractor shall be required to register all motor vehicles and trucks with the DOD Police. The Contractor's personnel, when operating motor vehicles, shall not exceed ten (10) miles per hour when passing military troops on the roadways, and abide by post speed limits otherwise.
10. SUBMITTALS: Items shall be submitted after receipt of Notice to Proceed, within time limits prescribed on the Material Approval Submittals List and in accordance with Section 01300, SUBMITTALS. Materials or equipment shall not be ordered, released for production, shipped or installed until submissions have been approved by the Contracting Officer. All submittals shall be verified by the Contractor as being in full compliance with requirements of the Task Order specifications and/or drawings. Submittals received without the Contractor’s certification will be returned, without action, for the Contractor’s certification and re- submittal. The Contracting Officer will typically not accept partial submittals for approval of materials and/or equipment for review. The Contractor shall be responsible for submitting for approval, at one time, all items of material and/or equipment that are part of a given system or assembly. The following, which is not a complete list, shall be submitted in accordance with the procedures and requirements outlined in Specification Section 01 33 00 Submittal Procedures, to the Contracting Officer for approval.
a. Certificate of Compliance. The Contractor shall furnish in triplicate, any manufacturer's certificates required for demonstrating proof of compliance of materials with technical specification requirements in this contract. Each certificate shall be signed by an authorized officer of the manufacturing company and shall contain the name and address of the Contractor, the project name, task order identification and location and the quantity and dates of shipment or delivery to which the certificates apply. Copies of laboratory test reports submitted with certificates shall contain the name and address of the testing laboratory and the date of the tests to which the report applies. Certification shall not be construed as relieving the Contractor from furnishing satisfactory material, if after tests are performed on selected samples, the material is found not to meet the specific requirements.
b. Samples. The Contractor shall furnish samples of materials for approval, demonstrating proof of compliance of materials pertaining to the applicable sections of the technical specification requirements.
c. Descriptive Data. The Contractor shall furnish the manufacturer's descriptive data, installation, and maintenance instructions, for approval, as required by the applicable sections of the technical specifications.
d. Test Reports. The Contractor shall furnish copies of test reports, for approval, as required by the applicable sections of the technical specifications.
e. Shop Drawings. The Contractor shall furnish shop drawings for approval, and shall consist of illustrations, schedules, performance charts, instructions, brochures, diagrams, drawings, surveys, and other information to illustrate and/or demonstrate compliance to the applicable sections of the technical specifications.
f. Schedule. The Contractor shall provide a detailed schedule in accordance with the IDIQ Specifications Section 01 32 01.00 10. A preliminary project schedule shall be submitted when the Contractor submits the cost proposal for the Task Order. After Contract award, the first project schedule shall be submitted no later than 14 calendar days following the Notice to Proceed, but in no case later than 14 calendar day prior to the start of work. The schedule shall show all the main work items, the planned sequence of work, and provide a timeline when access will be required to each area for planning and construction. Updated schedules shall be provided to the Contracting Officer every 30 calendar days. Contractor shall also submit Look Ahead Schedules every 14 calendar days at the bi-weekly project meetings.
g. Health and Safety Plan. Prior to commencing work, the Contractor shall prepare and submit a contract specific health and safety plan in accordance with Occupational Safety and Health Act (OSHA) 1910 standards, which are applicable to construction, for review by the Contracting Officer. The plan will include worker’s safety, confined spaces, OSHA training, handling of hazardous materials (including Material Safety Data Sheets (MSDS)) such as asbestos and fuel discharges, and other site safety considerations. Government approval of plan is required prior to starting work of the Task Order.
h. Closeout Submittals. At the completion of construction and before final payment, the Contractor shall submit to the CO the close out submittals, including operation and maintenance manuals, warranties, and As-built drawings.
11. ISSUANCE OF TASK ORDERS/DELIVERY ORDERS:
The procedure in which task orders will be issued are as follows:
a. The task orders shall be distributed to the Contractor by e-mail or fax.
b. If it is discovered during the course of performing this contract that a particular item of work cannot be performed in a satisfactory manner without unduly impacting operations on the Joint Base, the Contracting Officer will then designate it as an item of work which must be accomplished during off- duty hours or during periods of low activity.
c. For the purposes of this contract, the terms “TASK ORDER”, “DELIVERY ORDER” and “WORK ORDER” shall be used interchangeably.
12. VISUAL SURVEY:
a. Prior to the start of any work on the project or any specific task order, Contractor shall conduct a visual survey of the entire project/task order site and surrounding area, using photos and/or video to document the current condition of the area and all structures and facilities in/on/near the project site/alignment.
b. The Contractor shall be liable for the repair to pre-construction condition of any damage due to his work. The survey noted in this paragraph is intended to document the pre-construction conditions as a reference.
c. It will be assumed that damage noted during or after the work is due to Contractor activity unless otherwise documented.
13. AS-BUILT DRAWINGS, GIS AND SURVEY DATA: At the conclusion of the work and prior to final payment, Contractor shall provide As-Built/Record drawings for all work performed in accordance with the Task Order SOW and Specifications.
a. GENERAL GUIDELINES
1) During construction, the contractor shall prepare and continuously maintain in their field office, one working set of contract drawings, legibly marked up in red pencil or ink to show deviations, addenda and change orders which modify the work scope. The contractor shall additionally prepare and maintain all as-built information on CD(s) in AutoCAD Version 2020 or earlier. No other format will be acceptable. Drawings developed using a more current version of AutoCAD shall be saved as AutoCAD 2020 or earlier Drawings. All Drawings shall be complete, legible, and shall be capable of being opened and reviewed by Government personnel using AutoCAD 2020.
2) The Hard Copy drawings and the corresponding electronic (AutoCAD) drawings shall be reviewed by the Government for currency prior to all payment requests. One copy of the in- process working drawings and electronic drawings on CD shall be submitted to the Government at both the 30% and 70% actual construction completion levels. On completion of work and before final acceptance inspection, the contractor shall review the as-builts for neatness and legibility and correct or replace them as necessary to identify in bold red text, showing all variations or changes made to the construction design. The drawings shall be delivered to the CO, along with the final CD containing the electronic version of the drawings, and GIS data prior to requesting final payment. If a choice of materials and/or methods is permitted, the as-built drawings shall define the construction actually provided. Representation of such variations shall conform to standard drafting practice and include short supplementary notes, legends and details as required to fully describe the actual conditions. Utilities shall be located using Survey Grade GPS for X, Y, and Z coordinates. Legibility and clear portrayal of the as-built construction and marked prints shall be subject to review and approval by the CO.
3) GIS data must be provided for all external natural or manmade infrastructure (“walls-out”) details. Exterior utility lines should be drawn in entirety, including between any tanks or other appurtenances and the main buildings or support structures. CAD will be used for internal facility (“walls-in”) features and detail drawings. Questions regarding data standards, quality and formats should be referred to the JBMDL Project Manager or GeoBase Office.
b. GOVERNMENT FURNISHED GEODATA
1) Prior to construction, the contractor will provide the GeoBase Office with coordinates of the North, South, Eastern and Western extents of the project area. Within 15 days or less GeoBase will return to the contractor an extract of the JBMDL Feature Geodatabase limited to those extents. JBMDL will not provide the full “fence to fence” extent of feature data unless given specific permission from the GeoBase Chief.
a) The JBMDL Feature Geodatabase shall not be construed as exact or complete, nor are all feature variations and attributes covered. The contractor shall be responsible for determining the exact conditions and locations at the site and building area. All existing field conditions shall be accounted for in all required shop drawings. Actual feature locations, elevations, status, and attributes take precedence over any provided in the JBMDL Feature Geodatabase extract.
2) The GeoBase office will also provide an empty simplified Feature Geodatabase shell and Data Dictionary detailing which attributes are requested to be completed to the best of the contractor’s ability.
a) Contractor shall update in the shell any existing located features affected by the construction, including demolished, removed, and abandoned-in-place features.
b) Contractor shall add to the shell any newly constructed or delineated features.
c) Contractor is not required to update any features unaffected by construction.
d) Contractor shall make all changes and updates in the shell, and shall not edit the original extract geodatabase.
c. GEOSPATIAL DATA REQUIREMENTS
1) Geographic Information Systems (GIS) Data and Maps
a) GIS data must include all features and attributes for the content described in the contract or task order work statement.
b) GIS data must be provided in an ESRI ArcGIS 10.6 file geodatabase (GDB) or earlier if using a more current version of ArcGIS, shall be saved as version 10.6.
c) Maps must be provided in an ESRI ArcGIS 10.6 compatible map project (MXD) and Adobe Acrobat (PDF) formats.
d) Maps provided in deliverable should include as applicable:
· Existing Site Layout (Location of all surface features prior to construction)
· Site Demolition (Surface features demolished during construction)
· Final Site Layout (Location of all surface features upon project completion)
· Existing Utility Condition (Location of all utility features prior to construction
· Utility Demolition (Features removed or abandoned-in-place during construction)
· Final Utility Condition (Location of all utility features upon completion)
e) Contractor will follow guidance provided in Data Dictionary and use provided domain values when available to complete all attributes in each feature class to greatest extent possible.
2) Computer-Aided Design (CAD) Drawings
a) All CAD drawings must comply with the latest version of the US Army Corps of Engineers, Engineer Research and Development Center (ERDC) Architectural, Engineering and Construction CAD Standard (A/E/C CAD Standard, ERDC/ITL TR-12-6); available at: https://www.erdc.usace.army.mil/Media/Publication-Notices/Article/1942421/publication-notice- aec-computer-aided-design-cad-standard-release-61/
b) CAD drawings must be 2020 version or earlier and use a geo-referenced format, as described in “Coordinate Systems and Datums”.
c) X-referenced files may be used to assist in creating drawings, but in the final submission each drawing/file must stand on its own without the X-referenced files (X-refs “bound” to the master drawing). The final drawings must also be “purged” to remove unused objects.
d) A metadata layout tab (“Documentation”) must be included in every drawing, including the following: drawing index per discipline, any deviations, special notes, plotting instructions and explanations unique to the drawing. Include a brief description of work performed, name and contact information of the person and company or organization responsible, the date the data was entered and any applicable references (project name and number, work order number and description, etc.).
e) CAD drawings must be provided in AutoCAD (DWG) and Adobe Acrobat (PDF) formats.
3) CAD Drawings Revision Guidelines The Contract Drawings may be used as a starting point in developing these As-Built Drawings. Subcontractor and manufacturer drawings may be included in this drawing package. During Construction, the contractor will use the Government Furnished Materials to make revisions (changes, additions or deletions) reflecting as-built conditions. Revisions will include markups of the Working Hardcopy Drawings as well as edits to the Working CAD Drawings. Revisions to the working drawings will include, but not be limited to, the following list:
a) Field changes
· Contractor redlines shall document and reference to all field changes made during construction. Drawings shall cloud all field changes and make reference to the RFI associated with field change.
b) Demolition plans:
· Clearly outline the extents of demolished structures and buildings.
· Show demolished pavements, road and parking areas, curbs and gutters and airfield pavements.
· Identify all the abandoned and demolished utility lines.
· Provide x, y, and z coordinates for the disconnect points, plugs, grouts, etc.
· Clearly differentiate whether the utility has been abandoned or completely removed.
· Show the entire run of the abandoned or removed line.
c) Drainage and Grading plans
· Show correct grade, elevations, cross-section, or alignment of roads, earthwork, structures or utilities if revised from the Contract Plans.
· Show materials, diameters, slopes, cross-sections, invert and access point elevations for all constructed hydraulic structures designed for the purpose of stormwater runoff conveyance.
· The x, y, and z coordinate information must be provided for all the bends, access points, inlets, drywells, outfalls, overflow structures, junction points and underground storage structures.
d) Site plan
· Show x, y, and z coordinates for the benchmark and site benchmark and the coordinate system used.
· Show all changes to the site plan to include the realignment of roads, sidewalks, trails, and airfield pavements.
· Provide the x, y, and z coordinates for all the constructed buildings, pads, and structures.
e) Utility plan
· The actual location of existing and new sub-surface utility lines including all valves, fire hydrants, pipe fittings, service connections, appurtenances. manholes, cleanouts, drain inlets splice boxes, transformers, generators, cables, conduits/ducts, etc. using the x, y, and z coordinates.
· The location of unusual or uncharted obstructions that are encountered in the contract work area during construction.
· Location, extent, thickness, and size of stone protection particularly where it will be normally submerged by water.
· Changes in the design, dimensions, specifications or location of project features and equipment.
· Changes in details of design or additional information obtained from working drawings specified to be prepared and/or furnished by the contractor, including but not limited to, fabrication, erection, installation plans and placing details, pipe sizes, insulation material, dimensions of equipment foundations, etc.
· Contractor shall record all the diameters and material of all utilities that are exposed during construction.
f) Electrical (including Fire Alarm systems)
· Schematic (Elementary) Diagrams: This shall include, but not be limited to, complete schematics including items furnished by others for this contract.
· Wiring (Connection) Diagrams: These shall be included for all prewired equipment furnished under this contract.
· Interconnection Diagrams: These shall include all interconnections to be furnished under this contract.
· Conduit and Cable Schedules: These shall include all conduit and cable furnished under this contract.
· Dimension of Outline Drawings: These shall include all equipment furnished under this contract.
· Power and Lighting Layout Drawings: These shall include all conduits and wiring furnished under this contract.
g) Mechanical (including Fire Protection systems)
· Provide plan drawings showing all ductwork, piping, valve, dampers and any other features within the distribution systems. These drawings should include demolition drawings and separate new construction drawings. The drawings should clearly show where existing systems connect into the newly installed systems.
· Provide equipment schedules showing all provided equipment with manufacturer provided details.
· Provide detail drawings showing all components and connections as constructed under this contract.
· Provide controls diagrams, points lists and sequence of operations for all controls installed under this contract.
h) General
· Systems designed or enhanced by the contractor, such as HVAC controls, fire alarm, fire sprinkler, irrigation systems, etc.
· If borrow material for this project is from sources on Government property, or if Government property is used as a spoil area, the contractor shall furnish a contour map of the final borrow pit/spoil area elevations.
· Layout and schematic drawings of electrical circuits and piping.
· Where a choice in material or equipment is allowed, indicate what material/equipment was actually installed.
· Correct dimensions and details transferred from shop and red line drawings.
· Changes or modifications that result from the final inspection.
· Assist PM by providing quantities and costs for specific work elements or features for DD1354 preparation during construction and project closeout.
4) Coordinate Systems and Datums All geospatial data (GIS and CAD) must be provided using the NJ State Plane Coordinate System (FIPS 2900) projection, US Survey Feet; North American Datum 1983 (NAD83) (horizontal control); North American Vertical Datum 1988 (NAVD 1988) (vertical control).
5) As-Built Survey Methods and Details
a) Survey/Map Grade Positioning systems (e.g., GPS, GNSS, etc.) or comparable traditional survey methods may be used to collect geospatial data (e.g., northing, easting, and elevations above or below the Earth’s surface) for all activities where geospatial data is involved. The systems/methods must be selected to meet or exceed the accuracy requirements of the features being collected.
b) Traditional surveys must be accomplished by a Surveyor licensed in the State of New Jersey.
c) All survey data collected must be provided to the Government in a digital format with an attached Survey Report identifying the survey method, equipment list, calibration documentation, survey layout, description of control points, control diagrams, and field survey data.
d) Survey data must be obtained at the time of construction and prior to burial, in the case of underground utilities. Surveys must include all infrastructure details; including, but not limited to pipe/cable/conduit alignment, location of all connections, valves, bends, structures and other appurtenances to include invert elevations, grate and/or rim elevations, top and bottom of curb. Data on the location of utility lines must be captured at a minimum every 50ft and at each turn or bend in a utility line.
e) Surveys must also provide the location of any other underground or above ground structures, utilities, or other items encountered during the construction.
6) Accuracy Requirements and Reporting
a) Geospatial data must comply with the accuracy testing and reporting requirements specified in the National Standard for Spatial Data Accuracy (NSSDA, FGDC-STD-007.3-1998). “Compiled to meet” and legacy National Map Accuracy Standards (NMAS) statements will not be accepted: only data with the NSSDA assessment will be accepted. Report accuracy at the 95% confidence level, for data tested for both horizontal and vertical accuracy, as:

b) Geo-Spatial accuracy must meet or exceed GeoBase requirements (found in the AF Adaptation Data Dictionary) and that of the New Jersey Underground Facility Protection Act (N.J.S.A. 48:2- 73 et seq).
c) A quality control (QC) report must be provided, stating either that all inconsistencies in the data were corrected, or it must detail any remaining errors by case.
d) No deviations from these standards will be permitted without prior written approval by the Government. Questions regarding data standards, quality and formats should be referred to the JBMDL Project Manager or GeoBase Office.
14. DESIGN REQUIREMENTS
a. The Contractor is responsible for detailed design and shop drawings necessary for fabrication of materials or structures and installation of those materials and/or structures as set forth in each individual task order/work order.
b. Contractor shall engage the services of a Professional Engineer licensed to do work in the State Of New Jersey for any detail design work required.
c. Contractor to submit shop drawings detailing final construction plans and associated details based on manufacturer’s requirements and the results of any field explorations and/or survey.
