SOURCES SOUGHT – N44255-20-R-1001
NAVFAC NW FACILITIES PLANNNG AND INDUSTRIAL ENGINEERING
SERVICES/STUDIES CONTRACT
Naval Facilities Engineering Command, Northwest (NAVFAC), is seeking responses from qualified vendors that demonstrate interest and capability to participate in the request for proposal process (RFP) for a Facilities Planning and Industrial Engineering Services and Studies Contract. NAVFAC intends to solicit a 5 year opportunity in FY 2021 with an anticipated value not to exceed $15,000,000.00 dollars.
Based on the responses to this sources sought, NAVFAC will make a determination if it will offer the opportunity as a qualified set-aside for a small business category, or determine that full and open competition is the most advantageous approach for the Government. This has been previously awarded without a specific small business category set aside determination under NAICS 541330, N44255-16-D- 2000. Operations may take place across multiple states with known locations in, but not limited to:
WA, OR, ID, WY, MT, IA, MN, ND, SD, NE, AK, and other locations that would be negotiated per individual requirement.
The Services will require demonstrated successful experience and operations managing interdisciplinary teams, schedules, and budget. Categories of Scopes of work may include Shore Infrastructure Planning and Support, Facilities Project Planning Documents and Studies, Special Planning Studies, Encroachment Action Planning, Electronic Tool Development/Expansion, Cultural Resources Studies and Document Preparation, Graphic Support and Reproductive Services.
Specific Skills and experience that will be required are not limited to the following, but are minimums to be considered:
Geographical Information Systems (GIS), NEPA sections 106 and 110, Computer Aided Design (CAD), Facilities Planning, Environmental Consulting and Planning, Environmental Compliance, Engineering Design, Digital and Hard Copy development of Graphics, Industrial Engineering Processes, Cost Estimating, Asset Evaluation, Concept and Feasibility Studies, Asset evaluation for integration and sustainability of modern technology or repair, specialized sanitary work environments, specialized hazardous materials environments, Hazardous and Non-Hazardous Storage Operations, Infrastructure Planning, Land Use Planning, Anti-Terrorism Force Protection (ATFP), Basic Facility Requirement Calculations (BFR). Work with Local, State, Tribal and Federal agencies.
Preferred experience in, but not required: Electronic Project Generator (EPG), Geo Readiness Explorer (GRX), Electronic Project Generator (EPG), USACE program: ECONPAC. Should be registered, or show proof of SAMs acknowledgment of your completed registration, in SAM (www.sam.gov) at the time of submission of the sources sought packet.
All interested vendors, joint ventures, teamed arrangements, Mentor Protégé ’, and 8a, must provide their self-certified or official certification of Small Business Category(s) they can compete as. Large Business is required to declare they will compete as a Large Business. Exception: Joint Ventures and Teamed Arrangements may submit a signed one-page copy of their declaration to compete in their choice of category (Signatories must be authorized to bind their company).
Interested parties may submit their capabilities statements and up to three executive summaries of successful projects they have been awarded within the basic scope of tasks, have an awarded value no less than $5,000,000.00 US Dollars, 3-5 years in duration and the beginning of the period of performance not to exceed 7 years beyond the date of the closing of this sources sought.
Capabilities and interest statements may be no longer than 5 pages in length, Calibri 11 font, contain no graphics other than the cover page (Not counted as one of the 5 pages), must be less than 8 MB in size, and a Locked PDF document. Exceeding these requirements may be considered non-responsive and may not be qualified for evaluation to help determine market capability and most advantageous solicitation recommendation and approach.
This is not a call for bid, quote or proposal; any of these items that are received will be securely disposed of without evaluation or notification to the proposing vendor. There will be no costs reimbursed for participating in the Sources Sought process: however, responsive and registered companies will be notified directly when the Request for Proposal has been posted.

Vendor name and information will not be posted with responses, direct responses to vendors will not be sent. Questions will be accepted up to October 23, 2020 Sources Sought Packets will be accepted up until 2:00 PM, Pacific Time, October 30, 2020.
