About this file
This is a Sources Sought/RFI Vendor Capability Questionnaire for Primary and Secondary Engineering Controls Inspections and Certification Services. The questionnaire is designed to identify qualified vendors capable of supporting the Western States Network Consortium (WSNC) medical facilities operated by the Department of Veterans Affairs Veterans Health Administration. The WSNC encompasses five Veterans Integrated Service Networks: VISN 17 (Texas, Eastern New Mexico), VISN 19 (Montana, Wyoming, Eastern Idaho, Eastern Nevada, Utah, Colorado), VISN 20 (Oregon, Washington, Idaho, Alaska), VISN 21 (Northern California, Nevada, Hawaii, Philippines, Guam, American Samoa), and VISN 22 (Southern California, Arizona, New Mexico, Southern Colorado). Vendors must submit their responses by 5:00 PM PST on June 12, 2026, to Robin Wilson at robin.wilson3@va.gov.
The questionnaire assesses vendor capabilities across nine key categories: company background and UEI number; Primary Engineering Control (PEC) certification and cleanroom testing to USP and ISO 14644 standards; years of experience and facility types served; technician qualifications including CETA CNBT certifications and Registered Cleanroom Professionals; laboratory accreditation by AIHA or A2LA for viable and hazardous drug wipe sampling and ISO/IEC 17025 accreditation for GFT, MFT, and surface analysis; specific services offered including PEC certification, cleanroom certification, viable air sampling, non-viable particle counts, monthly surface sampling, hazardous drug wipe sampling, personnel competency testing, and emergency response; geographic coverage across WSNC locations; 24-hour emergency response capability; ability to deliver complete certification reports within 14 days; capacity to provide room schematics, airflow measurements, pressure data, and smoke-pattern videos; and minor repair capabilities including HEPA filter and blower replacement. This is a pre-solicitation notice; vendors interested in bidding on a potential IDIQ contract should identify which locations they can service with their existing capabilities.
