United States Air Force Academy (USAFA) Sources Sought

FA700025Q0085

SOURCES SOUGHT: THIS IS NOT A NOTICE OF REQUEST FOR QUOTATION BUT

INFORMATION AND PLANNING PURPOSES ONLY! This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.

The Request for Quotation (RFQ) number is FA700025Q0085 and shall be used to reference any written responses to this Sources Sought.

The United States Air Force Academy (USAFA) is conducting market research to identify potential sources capable of providing temporary flooring solutions for stadium turf protection.

This Sources Sought notice is open to businesses of all sizes. The North American Industry Classification System (NAICS) code for this acquisition is 326199 - All Other Plastics Product Manufacturing, with a corresponding size standard of 750 employees.

USAFA is seeking to purchase a temporary flooring system to protect the Falcon Stadium synthetic turf and lower portion of the tunnel during annual Graduation ceremonies and other potential special events. The system must accommodate both heavy vehicular and pedestrian traffic while ensuring the turn remains undamaged.

Salient Characteristics:

1. Total Amount: 5,000 to 120,000 square feet

2. Load Rating Minimum: 600 PSI (drivable turf protection for heavy machinery and vehicular traffic).

3. Panel Type: Interlocking panels of the same size and shape to allow for quick/easy setup and layout modification.

4. Weight: Each panel should not exceed 100 lbs. (prefer 75 lbs. or less per panel to reduce injury during installation).

5. Color: Clear, off-white, or light grey with all-weather feature to reduce fading.

6. Installation: Product should include any/all necessary tools to include locking wrench, bars, components, cams, and other associated parts for setup/assembly.

7. Training: Initial training of setup and teardown for USAFA personnel will be required.

8. Delivery: All panels should arrive on new, clean pallets with 3" height clearance to assist our team with offload, storage, and setup using standard forklift blades.

9. Material: Panels shall be constructed from durable, weather-resistant, and UV-protected materials.

10. Surface Texture: Panels shall have a non-slip surface texture to enhance safety in all weather conditions.

11. Turf Protection: The flooring system must be designed to protect the underlying synthetic turf from damage due to weight, pressure, and abrasion.

Background:

The temporary flooring panels will be stored in a facility without climate control. Historically, when USAFA personnel handled installation and removal, the flooring was placed approximately one week prior to events and removed two to three weeks afterward. This timeline was often dictated by available time, manpower, and weather conditions, resulting in an average on-field duration of three weeks. While not currently a requirement, the Government seeks vendors who are able to offer at least a 10-year warranty given these storage and usage conditions. If this is not possible, please provide feedback regarding warranty terms and conditions.

Additional Information:

Provide the performance capabilities and expected lifespan of the system, given that USAFA plans to use it once a year.

Submissions:

Include in your capabilities package your Unique Entity Identifier (UEI), CAGE Code, System for Award Management expiration date, and any related specifications/drawings.

Market research is being conducted to determine interest, capability, and socio-economic category of potential sources for the requirement. The Government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, service-disabled veteran-owned small business, HUBZone small business, woman-owned small business, veteran-owned small business, or small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers.

Commodity Capabilities package: All interested firms shall submit a capabilities package that explicitly demonstrates company capabilities, indicating examples of commercial sales-and product specifications related to this effort. Also indicate if you are the manufacturer or provide the name and size of the manufacturer of the product(s) you will be supplying. Respondents are further requested to indicate their status as a Foreign-owned/foreign-controlled firm and any contemplated use of foreign-national employees on this effort.

NOTE: RESPONSES TO THIS SOURCES SOUGHT SHALL STATE IF THEY ARE A

SUPPLIER OR MANUFACTURER!

Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will use this information in determining its small business set-aside decision.
