About this file

This is a Market Survey/Sources Sought Notice issued by NAVSUP Fleet Logistics Center San Diego for the delivery and installation of a new Electronic Overcurrent (EOC) Box 1606 for USS Makin Island (LHD-8). The requirement is for a new condition EOC 1606 box with part number 751398-K01 to replace the existing unit that is causing daily breaker trips and interfering with operational mission tasks. The Government anticipates this as a Firm Fixed Price (FFP) contract with shipping and installation to be completed onboard USS Makin Island. The applicable NAICS code is 336611 with a small business size standard of 1,300 employees. Large businesses are explicitly directed not to respond to this notice, which is intended for market research and planning purposes only and does not constitute a binding commitment. The Government reserves the right to consider a set-aside for small businesses or small business socioeconomic contracting programs including 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB) or Economically Disadvantaged Women-Owned Small Business (EDWOSB).

Interested small businesses must submit a Capability Statement (maximum 10 pages) electronically to Rebecca Dang at rebecca.y.dang.civ@us.navy.mil by 20 August 2026 at 1200 HST, with questions due by 18 August 2026. Responses must include detailed corporate descriptions (firm name, size status, NAICS registration, ownership, socioeconomic certifications, points of contact, CAGE Code, UEI, DUNS Number, affiliate information, and facility clearance level) and corporate experience documentation using the provided Reference Information Sheet format. Respondents must submit one to three citations demonstrating current and relevant experience (work performed within three years prior to the posting date) in similar services, with consideration given to complexity, dollar value, contract type, and subcontracting arrangements. Any resultant set-aside contract will include FAR 52.219-14 limitations on subcontracting, requiring primes to demonstrate they will not pay more than 50 percent of Government payments to non-similarly situated entity subcontractors.
