Elephant Butte SIP VOIP Circuit Sources Sought

PURPOSE:

Bureau of Reclamation, Elephant Butte Field Division currently utilizes the BOR Enterprise Cisco VoIP system with SIP trunk service for local and long-distance telephone access. The site requires a provider to maintain SIP trunk functionality.

This requirement will be procured in accordance with Federal Acquisition Regulation (FAR) Part 12 – Acquisition of Commercial Products and Commercial Services, and FAR Part 13 – Simplified Acquisition Procedures. The Bureau of Reclamation intends to issue a competitive solicitation for this requirement.

This Sources Sought Notice is issued solely to determine whether there are businesses capable of providing the SIP trunk service needed for the site. This is NOT a Request for Proposals (RFP) or an Invitation for Bids (IFB) and does not constitute any commitment by the Government. No entitlement to payment of direct or indirect costs will arise as a result of submitting information in response to this notice. The Government will not be liable for any consequential damages related to proprietary information not properly identified. Proprietary information will be safeguarded in accordance with applicable regulations.

Responses to this request for information will not be returned, and electronic submission is required. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Interested parties should monitor this announcement for updates and submit their responses by the stated deadline below. It remains the responsibility of all potential offerors to monitor SAM.gov for any updates to this notice. All interested sources must respond to future solicitation announcements separately from responses to this Sources Sought Notice.

BACKGROUND:

The Elephant Butte Field Division currently uses the BOR Enterprise Cisco VoIP system with a SIP trunk for local and long-distance telephone service. Since the current carrier is discontinuing SIP services, the site needs a new provider to maintain SIP trunk connectivity.

SPECIFICATION DETAILS:

The contractor shall provide all personnel, equipment, tools, materials, supervision, and incidental services necessary to deliver SIP trunk service to the Elephant Butte site. The Bureau of Reclamation will continue to support and manage the telephone system and government-owned equipment at the location. The requirement is for one (1) commercially available VoIP SIP trunk.

The SIP trunk/circuit shall be installed at the Elephant Butte Field Division, HC 32, Box 312, Truth or Consequences, NM 87901.

GPS Coordinates: Latitude 33° 9'9.42"N, Longitude 107° 11'45.93"W.

The circuit must provide external dial tone at this location.

Tasks

1. Service Level Agreement (SLA):

· Provide a performance-based SLA guaranteeing 99.99% uptime.

· Ensure bandwidth is maintained at levels commensurate with the circuit requirements.

· Maintain low network latency and minimal packet loss.

2. Support:

· Provide 24/7/365 support.

· Assist with technical support and consultation for circuits and associated hardware.

3. Notifications:

· Send email notifications to the Government when system updates become available.

PSC, NAICS & SIZE STANDARD:

The Product Service Codes (PSC) is DG11- IT AND TELECOM - NETWORK: TELECOM ACCESS SERVICES. The potential North American Industry Classification System (NAICS) code for this project is 517111- IT AND TELECOM - NETWORK: TELECOM ACCESS SERVICES, with a small business size standard of no more than 1,500 employees.

SYSTEM FOR AWARD MANAGEMENT:

The System for Award Management (SAM) is an implemented Federal Government owned-and-operated FREE web site that consolidates the capabilities in Central Contractor Registration (CCR)/Federal Register (FedReg), Online Representations and Certifications Application (ORCA), and Excluded Parties List System (EPLS). Parties interested in this project are encouraged to register now; however, registration is not required at this time to respond to this request for information. Vendors would be required to be registered at http://www.sam.gov prior to responding to any future solicitation for proposals in order to be considered.

RESPONSE SUBMISSION:

Interested small businesses that can meet the needs of this requirement should submit responses, 5 pages or less, of their applicable capabilities that shall include the following:

1) Company Name, DUNS, Contact Information, and Address

2) Business Size Classification, including number employees, size standard, and the number of years your company has been in business. (Small, Small Disadvantaged, 8(a), Woman-owned, Veteran Owned, Service-Disabled Veteran Owned, Historically Underutilized Business Zone businesses, and Historically Black Colleges and Universities/Minority Institutions).

3) Company’s abilities as they relate to the stated requirements-

a) Specific but brief material information that is efficient enough to show that the potential product meets the specifics of the new station service equipment. Provide the Name and Address of all potential manufacturers your company anticipates using for this project.
