NOTICE TYPE: Sources Sought/Request for Information Reference Number: DSPO Program Support Services Sources Sought The Defense Human Resources Activity is issuing this Sources Sought Notice as a means of conducting market research to identify parties having an interest in, and the resources for, providing services in accordance with the draft Performance Work Statement (PWS) capable of providing sufficient personnel, management and materials necessary for the Defense Suicide Prevention Office (DSPO) to include suicide prevention program support, policy compliance, training oversight, communications, outreach and engagement, as well as administrative support. This notice shall not be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. In addition, it does not guarantee that a subsequent solicitation will be issued. Submission of any information in response to this Sources Sought notice is voluntary and will assist in selecting the appropriate solicitation type/method. Costs associated with any submission shall not be reimbursed by the Government. THE GOVERNMENT IS NOT SEEKING PROPOSALS AND WILL NOT ACCEPT UNSOLICITED PROPOSALS.
1. The proposed NAICS for this effort is 541611, Administrative Management and General Management Consulting Services (size standard $15 Million). Comments on this NAICS and suggestions for alternative codes must include supporting rationale.
2. The Government is specifically performing Market Research to see if there are potential vendors who can provide the following:
· Provide support to DSPO in areas of suicide prevention program support, policy compliance, training oversight, communications, outreach and engagement, as well as administrative support. Personnel must have working knowledge of prevention (e.g., suicide prevention, interpersonal violence, community health, etc.).
· Provide support to assist DSPO in the development, coordination, and execution of suicide prevention information papers, guidance memorandums and other policy and communication deliverables. Coordination is at the Office of Secretary of Defense level coordination.
· Provide support for all DSPO internal and external meetings (prepare agendas and minutes), develop briefings, and logistical requirements as required. Meeting support is at the Senior Executive Service/General Officer/Flag Officer (SES/GO/FO) level and can include senior level participants from the Military Services, other federal agencies, as well as other non-governmental and non-profit organizations.
· Provide Senior Executive Level administrative support to include correspondence control of all staff packages throughout DSPO and administrative support to the Director, DSPO. Correspondence is at the OSD-level and requires SES/FO/GO level coordination.
· Provide support to assist in the development, integration and coordination of reports that require DSPO’s contributions and/or suicide prevention expertise.
· Provide support to assist DSPO in developing and maintaining project planning timelines and milestones for DSPO lines of efforts, strategic plans, outreach, and strategic initiatives. This includes developing a template and tracking mechanism for the government.
· Provide congressional and legislative monitoring support to DSPO with tracking legislative initiatives, congressional hearings, and congressional interests relating to suicide prevention, intervention, and postvention; public health approaches to suicide prevention; mental health; peer support; and stressors associated with transitioning service members to veteran status.
· Provide support to development, integration, coordination, and have desktop publishing of an annual report to include the technical writing, editing, formatting, and assisting in coordination with Departmental stakeholders.
· Provide support to develop, create, and produce, and distribute suicide prevention outreach and communication materials.
· Provide support to DSPO for weekly social media posts to include a social media editorial calendar of future posts, tweets and blogs, as well as a media monitoring and response plan within the current (24 hour) news cycle related to suicide.
· Provide support to DSPO to assist in the development and implementation of annual Suicide Prevention Month Campaign.
· Assist the government in developing suicide prevention terminal learning objectives IAW DoDI 6490.16.
· Assist the government in researching and identifying suicide prevention content for the learning management system.
· Assist the government in developing training curriculum for the learning management system.
· Provide support to DSPO to monitor suicide prevention training compliance with the Military Services.
· Provide support for the Biennial DoD/VA Suicide Prevention Conference to include coordinating the conference planning committee; support development of conference theme, branding, and objectives; develop and collect call for abstracts; and registration for conferences for over 2,000 participants. Conference traditionally includes over 2,000 participants from DoD, Department of Veterans Affairs, other federal agencies, academia, and other non-Governmental and non-profit organizations suicide prevention subject matter experts.
SUBMISSION INFORMATION:
A. COVER SHEET - 1 page

2. Point of contact to include e-mail address and telephone number.
3. Type of business, including socio-economic category (Large, Small, 8(a) Participant, Small Disadvantaged Business, HUBZone, Woman-Owned Small Business, Service-Disabled Veteran-Owned Small Business, or Non Profit)
4. If applicable, list any schedules held (GSA, OASIS, NASA SEWP, etc.).
B. CAPABILITIES STATEMENT & MARKET INFORMATION - no more than 15 pages
1. Please describe your organization's breadth of expertise/competency to respond to the draft PWS. Critical functions to be provided include:
· Experience in suicide prevention policy, strategic planning, and outreach and communication.
· Knowledge, expertise and experience to provide support for governance structure meetings.
· Experience providing congressional and legislative monitoring in areas to include suicide prevention; public health approaches to suicide prevention; mental health; peer support; and stressors associated with transitioning service members to veteran status.
· Experience in providing support for a Departmental Annual Report to include assistance in the development, integration, coordination, and publication of the report, to include technical writing, editing, formatting, and assisting in coordination with Departmental stakeholders
· Experience proving strategic communications and outreach events.
· Experience providing support for a national conference for over 2,000 participants.
· History of providing similar services to DoD and the federal government.
· Experience with drafting talking points, speeches, and congressional testimony regarding suicide prevention.
C. BACKGROUND/PAST EXPERIENCE – included with the 15 page limitation
Provide the following information on two (2) Support Services projects in a environment of similar scale completed within the last five (5) years for which the responder was a prime or Sub-Contractor.
1. The name and value of each project;
2. The name, address, telephone and email address for point of contact;
3. A description of each project, including challenges and successes; and
4. Your company's role and services provided for each project.
All interested and capable contractors are encouraged to respond. Respondents will not be notified of the results of the sources sought evaluation. The results of this sources sought notice will assist the Contracting Officer in determining whether an 8(a), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Certified HUBZone Small Business, Woman-Owned Small Businesses (WOSB), Small Business set-aside, or full and open competition is an acceptable strategy for this procurement. Responses to this synopsis may be used to aid in establishing realistic, achievable small business participation goals.
Interested contractors must be registered in the System for Award Management (SAM) in order to conduct business with the Government. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this Sources Sought; all costs associated with responding will be solely at the interested party’s expense. All information received in response to this submission that is clearly marked Proprietary will be handled accordingly. Acknowledgement of receipt of responses will not be made and submissions to this Sources Sought will not be returned.
The information provided in this Sources Sought is subject to change and is not binding to the Government.
