About this file

This is a Sources Sought Notice issued by the Defense Human Resources Activity (DHRA)/Office of the Comptroller – Office of Small Business Programs (OSBP) for market research purposes. The Government is seeking to identify potential vendors capable of providing and developing a dynamic procurement platform designed to guide, equip, and connect small businesses with real-time opportunities and connections across the U.S. Department of War (DoW) and federal contracting landscape. This is a new requirement with a proposed NAICS code of 541511 (Custom Computer Programming Services, size standard $34M). Responses are voluntary and not binding on the Government; this notice does not guarantee that a subsequent solicitation will be issued, and the Government will not accept unsolicited proposals. All costs associated with responding will be at the interested party's expense, and responses will not be returned or acknowledged.

Critical functions required include a commercial off-the-shelf software application supporting business-matching and event management with a fully customizable, web-based interface capable of 24/7 chat features; active FedRAMP certification; customized online form creation for event registration, surveys, and document/video uploads; standalone application functionality independent of DoW interfaces; project management and event support staff; extensive background supporting OSBP and OSDBU offices; and 24/7 customer service capabilities with a clear matchmaking process. Interested parties must be registered in the System for Award Management (SAM) and submit an unclassified capability statement limited to twelve pages, including company information, business type, teaming/subcontracting details, relevant contracting vehicles, prime or subcontractor interest, expertise description, PWS feedback, and five similar federal projects completed within the past five years (at least two from DoW or DHS). All responses must be submitted electronically to the DHRA Acquisition Management Directorate by the date listed in SAM. Vendor inquiries may be directed to Contract Specialist Tameka Laws (tameka.j.laws.civ@mail.mil) or Contracting Officer Matthew Poole (matthew.c.poole.civ@mail.mil).
