About this file

This Sources Sought Synopsis is for document destruction-shredding services for the Midwest District of the National Cemetery Administration (NCA). The VA seeks to establish a Blanket Purchase Agreement (BPA) for a one-base-year contract with four 1-year options, focusing on on-site document shredding services using mobile shredding vehicles and bonded employees. The requirement is under NAICS 561990 with a size standard of $16.5 million, and the VA will prioritize Service-Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB) if two or more can perform the work at a fair and reasonable price.

Key requirements include secure document destruction at specified cemetery locations, with documents maintained in secured containers and shredding witnessed by federal employees. Contractors must maintain liability insurance, follow federal and state regulations for document transportation and destruction, and provide keys for containers. Interested vendors must be registered in SAM.gov and submit responses by April 14, 2025, at 10:00 PM PST to Roberto Escobedo via email. The VA will use the market research responses to make acquisition decisions and potentially publish a solicitation on SAM.gov or GSA eBuy, with the contract to be awarded as a Firm-Fixed-Price agreement.
