About this file

This is a Sources Sought Synopsis issued by the United States Air Force for market research purposes regarding the DAFL Overdrive subscription service. The Air Force seeks to determine whether alternative products are available to meet specified requirements for digital library content delivery. There is no current solicitation, and responses will not obligate the Government to proceed with a competitive procurement.

The requirement involves providing downloadable digital resources including e-books, e-audiobooks, e-videos, and e-music for the OverDrive platform, with a catalog that includes current fiction, non-fiction, language learning materials, reference, and recreation materials. The vendor must supply a mobile application for content access, free staff training, complimentary marketing services, and usage statistics by branch of service. Technical requirements include Transport Layer Security (TLS) 1.3 encryption, HTTP Strict Transport Security (HSTS) deployment, RSA 2048-bit website certificates, integration with the existing EBSCO Stacks platform, and a login system supporting active duty personnel, dependents, and retirees. The Air Force anticipates a FY26 base contract period from June 16, 2026 to June 15, 2027, with two optional one-year renewal periods. The procurement is classified under FSC 7630 and NAICS 516210, with a $47 million size standard.
