About this file

This Sources Sought document is from NASA seeking market research for Kennedy Space Center Crewed Man Launch Support Services. NASA requires a contractor to perform Maintenance of Traffic (MOT) services at three long gate locations during crewed launches, with approximately 3-4 launches anticipated per year over the next five years. The contractor must provide personnel, materials, and equipment to establish traffic control measures including cone placement, portable toilets, stop signs, and light plants at designated locations.

Key performance requirements include setup completion five hours before launch, strict adherence to NASA's pictorial plans, ensuring safety for personnel and the public, and maintaining effective communication with NASA's Point of Contact. Responses must be submitted electronically to Kimberly Thomas and Steven Wood by 11 December 2025 at 12:00 PM CST. The document emphasizes this is a market research effort for potential small business set-asides and does not constitute a formal solicitation, with respondents understanding that the government will not reimburse response costs.

NASA’s Role in Kennedy Space Center Crewed Man Launch Support Services

NASA/(NSSC) is hereby seeking information from potential sources for (Kennedy Space Center Crewed Man Launch Support Services).

Purpose:

NASA/NSSC is seeking capabilities from industry to conduct market research and determine the interest and feasibility of small business set-asides. This sources sought notice is issued solely for information and planning purposes, it does not constitute a solicitation or a promise to issue a solicitation in the future. This sources sought does not commit the Government to contract for any supply or service whatsoever. NASA is not, at this time, seeking proposals or quotes and will not accept unsolicited proposals or quotes. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this sources sought; all costs associated with responding to this sources sought will be solely at the interested vendor’s expense.

Not responding to this sources sought does not preclude participation in any future solicitation, if any is issued. Any information submitted by respondents to this sources sought is strictly voluntary. All submissions become Government property and will not be returned.

Background:

In support of ongoing crewed launch operations at Kennedy Space Center (KSC), the National Aeronautics and Space Administration (NASA) requires the implementation of enhanced access control and traffic management procedures. During crewed launches, KSC activates “long gates,” extending access control points to the jurisdictional boundaries of the space center. This expanded perimeter necessitates the temporary establishment of traffic control measures to manage the substantial volume of authorized vehicles entering the facility and to redirect unauthorized traffic away from restricted areas. The contractor’s services are essential to the safe and effective execution of these traffic control plans. By providing the equipment, and expertise required to implement these measures, the contractor ensures the orderly flow of mission-critical resources and contributes directly to the secure conduct of crewed launch operations.

Objective:

The objective of this contract is to ensure the safe, secure, and efficient management of traffic operations during crewed launch activities at Kennedy Space Center (KSC). Specifically, the contractor shall support the activation of “long gates” by implementing comprehensive traffic control measures that facilitate the orderly movement of authorized vehicles, prevent unauthorized access, and maintain compliance with established safety and security protocols. Achieving this objective will directly contribute to the protection of personnel, assets, and mission-critical operations, thereby enabling NASA to conduct crewed launches without disruption and in accordance with federal and agency requirements.

Description:

The contractor shall provide all personnel materials, and equipment necessary to perform Maintenance of Traffic (MOT) services at three (3) designated Kennedy Space Center (KSC) long gate locations:

• 2L – SR3 Merritt Island

• 3L – SR 405

• 4TT – SR 402

At each location, the contractor shall establish traffic control measures that include:

• Placement of cones to route traffic patterns

• Provision of one (1) portable toilet

• Installation of two (2) stop signs

• Deployment of one (1) portable light plant during hours of darkness

Anticipated Launches and Service Consistency Based on historical and projected mission schedules, it is anticipated that there will be approximately three (3) to four (4) crewed launches per year over the next five-year period, resulting in an estimated total of fifteen (15) to twenty (20) launches. The scope of work is largely consistent across all three locations and for each launch event, with the primary variable being the time of day. Nighttime launches will require the use of additional lighting equipment (e.g., light plants). Each launch will be considered a single order under the Blanket Purchase Agreement (BPA), with the understanding that a scrubbed launch will require a second attempt at service delivery.

Deliverables The contractor shall provide the following deliverables for each launch event:

• Initial MOT Setup: Complete and accurate setup of all required cones, portable toilets, stop signs, and light plants at the three designated locations.

• Post-Launch Teardown: Prompt and complete removal of all contractor-provided equipment from the roadways and surrounding areas.

• Second Attempt Readiness: For any scrubbed launch, readiness to perform a second setup and teardown on the coordinated alternate date and time. A single event is defined as including up to two attempts.

Timeline The contractor’s timeline for each launch event shall include:

• Material Delivery and Setup: All materials must be on-site, and the MOT setup completed approximately five (5) hours prior to the opening of the launch window.

• Duration of Launch Event: The contractor must remain on standby to support the launch window, which may vary in length.

• Post-Launch Teardown: All equipment must be removed from the roadway as soon as possible following a successful launch or scrub.

Performance Criteria The contractor’s performance shall be evaluated based on the following criteria:

• Timeliness: Completion of setup within the specified five-hour pre-launch window.

• Accuracy: Strict adherence to NASA-provided pictorial plans for cone configuration and equipment placement.

• Safety: Setup and teardown performed in a manner that ensures the safety of all personnel, KSC Security Police, and the public.

• Responsiveness: Effective communication with the NASA Point of Contact (POC) regarding launch updates, including timely readiness for second attempts in the event of a scrub.

Submission Instructions:

All responses shall be submitted electronically to Kimberly Thomas;

Kimberly.d.thomas@nasa.gov and Steven Wood; Steven.r.wood@nasa.gov no later than 11 December 2025 at 12:00 PM CST.

This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited.

Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.
