About this file

This Independent Government Cost Estimate (IGCE) details a Blanket Purchase Agreement (BPA) for Maintenance of Traffic (MOT) services at Kennedy Space Center (KSC) during crewed space launches. The contractor will provide setup and teardown of traffic control equipment at three specific long gate locations (2L - SR3 Merritt Island, 3L - SR 405, and 4TT - SR 402), including cones, portable toilets, stop signs, and light plants. NASA anticipates 3-4 crewed launches per year over five years, with each launch requiring equipment setup five hours before the launch window and prompt removal afterward.

The contractor's performance will be evaluated on timeliness, accuracy, safety, and responsiveness. Key requirements include precise equipment placement according to NASA's pictorial plans, ensuring traffic safety, and being prepared for potential launch scrubs with a second setup attempt. The scope of work is consistent across locations, with the primary variable being daytime or nighttime launch conditions. The contract emphasizes the critical nature of the contractor's services in supporting KSC Security Police and maintaining a secure perimeter during high-profile space launch events.

Independent Government Cost Estimate (IGCE) for Crewed Launch Maintenance of Traffic (MOT) Services at Kennedy Space Center

1.0 Project Objectives

The objective of this project is to procure contractor support for the setup and teardown of Maintenance of Traffic (MOT) and Temporary Traffic Control (TTC) equipment at three designated Kennedy Space Center (KSC) long gate locations during crewed space launch events. The primary goals are to ensure the safe and efficient flow of traffic, support KSC Security Police, and provide a secure perimeter for these high-profile events.

2.0 Background

This Statement of Work (SOW) is for a Blanket Purchase Agreement (BPA) to support ongoing crewed space launch operations from KSC. During crewed launches, KSC activates "long gates," which are access control points pushed out to the jurisdictional boundaries of the space center.

This process requires the temporary establishment of traffic control measures to manage the significant volume of traffic from authorized vehicles, and to redirect unauthorized vehicles. The contractor's services are critical to the successful and safe execution of these traffic plans.

3.0 Scope of Work

The contractor shall provide all personnel, materials, and equipment necessary to perform MOT services at three (3) specific KSC long gate locations:

• 2L – SR3 Merritt Island

• 3L – SR 405

• 4TT – SR 402

The work at each location shall include the setup of the following:

• Cones for routing traffic patterns

• One (1) portable toilet

• Two (2) stop signs

• One (1) portable light plant during hours of darkness

3.1 Anticipated Launches and Service Consistency

Based on historical and projected mission schedules, it is anticipated that there will be approximately 3-4 crewed launches per year over the next five-year period, resulting in an estimated total of 15-20 launches. The scope of work is largely consistent across all three locations and for each launch, with the primary variable being the time of day. Nighttime launches will require the use of additional lighting equipment (e.g., light plants). Each launch will be considered a single order under the BPA, with the understanding that a scrubbed launch will require a second attempt at service delivery.

4.0 Deliverables

The contractor shall provide the following deliverables for each launch event:

• Initial MOT Setup: The complete and accurate setup of all required cones, portable toilets, stop signs, and light plants at the three designated locations.

• Post-Launch Teardown: The prompt and complete removal of all contractor-provided equipment from the roadways and surrounding areas.

• Second Attempt Readiness: For any scrubbed launch, the contractor must be prepared to perform a second setup and teardown on the coordinated alternate date and time, as a single event is defined as including up to two attempts.

5.0 Timeline

The contractor’s timeline for each launch event is as follows:

• Material Delivery and Setup: All materials must be on-site, and the MOT setup must be completed approximately five (5) hours prior to the opening of the launch window.

• Duration of Launch Event: The estimated duration of the event (from setup to teardown) is variable, but the contractor must remain on standby to support the launch window, which can be brief.

• Post-Launch Teardown: All equipment must be picked up and removed from the roadway as soon as possible following a successful launch or scrub.

6.0 Performance Criteria

The contractor’s performance will be evaluated based on the following criteria:

• Timeliness: The ability to complete the setup of all equipment within the specified five-hour pre-launch window.

• Accuracy: The MOT setup must be in strict accordance with the pictorial plans provided by NASA, ensuring proper cone configuration and equipment placement.

• Safety: The setup and teardown of equipment must be performed in a manner that ensures the safety of all personnel, KSC Security Police, and the public.

• Responsiveness: Effective communication and responsiveness to the NASA Point of Contact (POC) for launch updates, especially in the event of a scrub, ensuring a timely second attempt.
