MARKET RESEARCH-- REQUEST FOR INFORMATION. NO SOLICITATION EXISTS.

This is a MARKET RESEARCH /SOURCES SOUGHT NOTICE for Market Research purposes

ONLY.

The Internal Revenue Service (IRS) is conducting a market survey to determine the availability of contractors capable of providing Facility Support Services for its Brookhaven, NY location.

This requirement is in the 8(a) program. All interested firms must be 8(a).**

S216 refers to Housekeeping- Facilities Operations Support services for federal government installations

The services to be furnished under this contract include consolidated facility management services for the Brookhaven Service Center (BSC) NY. The contractor shall provide services for facility management, operation, preventive maintenance, pest control, custodial, snow removal, repair services for buildings, structures, grounds, utilities and related support systems and equipment at U.S. Department of Treasury, Internal Revenue Service (IRS), Brookhaven Service Center (BSC), 1040 Waverly Ave., Holtsville, NY 11742. The period of performance is as follows:

Base Period 01 April 2026 – 31 March 2027 Option Year I 01 April 2027 – 31 March 2028 Option Year II 01 April 2028 – 31 March 2029 Option Year III 01 April 2029 – 31 March 2030 Option Year IV 01 April 2030 – 31 March 2031 FAR 52.217-8 01 April 2031 – 31 October 2031 (If necessary)

Interested vendors are requested to submit a capability statement outlining their ability to meet or exceed this requirement no later than 4:00PM (Eastern Standard Time), Thursday, 13 November 2025, to Tamela Lewis at tamela.t.lewis@irs.gov.

Responses should include: (1) Sources Sought Number 2032H8-25-R-00015; (2) Company name, address, POC name, phone number, fax number and email; (3) Contractor UEI; (4) Size of business; and (5) If the Items can be solicited from a General Services Administration (GSA) schedule contract vehicle or Open market.

The Government will not review general capability statements. Please ensure submissions are tailored to this requirement and describe the firm's ability to perform the requirements outlined in the PWS. Submissions shall not exceed 15 pages. Submittals will not be returned to the responder.

The Government will use the result of this announcement to determine whether the acquisition of the above requirement should be solicited as a Competitive 8(a) Set-Aside, or whether Full and Open Competition procedures will be utilized.

It is anticipated that any resulting solicitation will be for a Firm Fixed-Price (FFP) contract.

The NAICS code for this requirement is 561210 and the small business size standard is $47M.

The capability statement provided in response to this Sources Sought Notice is NOT to be considered a response to a Request for Proposal (RFP) in that no RFP exists at this time.

Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses will not restrict the Government to a particular acquisition approach or be construed as a commitment by the Government. The Government will not pay for the information requested herein. Evaluation results will not be provided to contractors responding to this synopsis. No phone calls will be accepted. This notice does not constitute a RFP, or a promise to issue a RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking proposals at this time and will not accept unsolicited proposals in response to this Sources Sought Notice.

This requirement is currently being performed by: MEC Distribution, LLC, under contract 2091JB-24-C-00007. The information collected in response to this survey will be used to determine market conditions and the availability of other potential small businesses capable of meeting the Government requirements. The Government anticipates issuing a single award, Firm-Fixed price contract for the entire requirement outlined below using

NAICS 561210.

REQUEST FOR PRICING INFORMATION (FOR PLANNING PURPOSES ONLY):

The Government is conducting market research to estimate a fair market price for this potential future acquisition. To assist in this effort, interested parties are requested to provide preliminary, non-binding pricing information as described below. This information will be used for internal planning and budgetary purposes only.

1. Standard Commercial Pricing: If your company offers standard commercial products or services that align with the draft Performance Work Statement (PWS) requirements, please explain your standard pricing structure (e.g., firm-fixed-price per unit, time and materials, etc.) and include any applicable standard commercial pricelists or sales data.

2. Rough Order of Magnitude (ROM) Estimate: You may provide a rough order of magnitude (ROM) estimate for performing the work outlined in the attached draft PWS. This estimate should not be a detailed proposal but rather a high-level, good-faith estimate based on your experience and current market conditions.

3. Pricing Assumptions: Clearly state any assumptions made in developing your pricing information, such as anticipated labor categories, hours, material costs, or other direct costs.

NOTE: Do not submit a formal, detailed proposal with specific pricing as if it were a formal solicitation; such information will not be considered a proposal. The information requested here is solely for the Government's use in market analysis and acquisition planning.
