SOURCES SOUGHT TECHNICAL DESCRIPTION

VOLUNTARY. THIS NOTICE SEEKS INFORMATION ON COMMERCIAL OFF THE
SHELF ITEMS.
INTRODUCTION:
1.1. White Oak-Tunnel 9, in Silver Spring, MD, legacy buildings’ design uses a central system of chilled water (CW), hot water (HW), and steam to heat and cool buildings. Boilers that were intended to operate year round now only operate from May to October. With no heat energy, some controls that look for humidity inputs to remove moisture result in excessive cooling. Many instruments and certain equipment have been disconnected from pneumatic control systems. In addition, over decades, rooms were isolated from the central system and units were installed to provide specific-room climate control. In noting these deficiencies, it is observed that GSA’s maintenance contractor spends approximately a third of their time manually intervening to correct temperature swings in various occupied parts of buildings.
1.2.Multiple solutions are needed to solve problems in different areas. A system wide BMS that was formerly proposed is not appropriate as there are too many disparate variables to place entire buildings under one HVAC solution. Any solution and selection of controllers/software should emphasize task simplicity and be easily user addressable.
Human-machine interface (HMI), or laptop, is desired outside secure areas, as maintenance staff lack unescorted access to many areas.
1.3.The scope of work (SOW) presented herein identifies a solution for temperature and humidity problems for two mission critical secure spaces in Building 405. The SOW introduces automated controls for Mechanical Room 1208 to replace original pneumatic components, along with selected equipment to be installed inside ductwork. Both rooms serve critical testing activities:
A. Server Room 1212 – occupied and used daily in reduction of test data.
B. Customer Room 1214 – essential for customer participation in review and reduction of test data, in addition to a providing a focal point for visitors at Tunnel 9 in Silver Spring, MD.
The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research this requirement may result in a single source acquisition, may be set-aside for small businesses (in full or in part), or may be procured through full and open competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions.

ELIGIBILITY:
The applicable NAICS code for this requirement is 238210, Electrical Contractors and Other Wiring Installation Contractors. The Product Service Code (PSC) is J041, Maintenance, Repair, Rebuild of Equipment – Refrigeration, Air Conditioning, and Air Circulating Equipment of the equipment, to include install.
SUBMISSION DETAILS:
Interested businesses should submit a brief capabilities statement package (no more than ten, 8.5 x 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the products listed in the attached Technical Description (SOW). Documentation should be in bullet format. No phone or email solicitations with regards to the status of the RFQ will be accepted prior to its release.
Your capabilities statement must provide evidence of being able to supply all items identified above.
Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, John E. McKelvey in either Microsoft Word or Portable Document Format (PDF), via email john.mckelvey.1@us.af.mil no later than 2:00 p.m. CST on 4 March 2022 and reference this synopsis number in subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL.
After review of the attached Requirements Document (SOW), if your organization has the potential capacity to provide the required products/systems, please provide the following information:
1) Organization name, address, primary points of contact (POCs) and their email address, Web site address, telephone number, and type of ownership for the organization
2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of your firm’s capability to meet our technical requirements. If you are submitting a substitute item, you must provide technical detail (salient characteristics) sufficient for Tunnel 9, White Oak’s technical personnel to determine if your proposed item(s) will meet our need.
Additionally, the submission should outline what vehicles can be utilized to obtain the items provided in this sources sought notice such as GSA (provide schedule), or any other existing contract vehicle.
All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
