These systems play a critical role in career management, retention, customer service, casualty tracking, and technological advancement.
Background The BUPERS/NPC Functional Management (FM) division oversees the storage and management of personnel records systems that support Navy Selection Board processes and web-based personnel decision tools. These systems play a critical role in career management, retention, customer service, casualty tracking, and technological advancement.
Records management responsibilities include document imaging operations, record maintenance and corrections, and customer support for a repository containing more than 3.6 million permanent personnel records and over 260 million images. Each year, approximately 50,000 new records are created through accessions, and about 3.5 million images are added to the repository. A primary function of this repository is to support Navy Selection Boards. NPC convenes around 170 boards annually, during which roughly 10 million images are reviewed—often up to six times each.
The Electronic Military Personnel Records System (EMPRS) manages the Navy Official Military Personnel File (OMPF) production, receiving about 450,000 documents monthly. While daily totals vary, an average of 25,000 documents are processed into EMPRS each day. Additionally, about 6,100 documents are scanned into the EMPRS Selection Board Module. Fitness Report and Evaluation (FE) documents average 72,000 per month, with approximately 4,000 processed daily into the FE subsystem. EMPRS also handles about 7,000 record requests monthly.
Customer service support is provided to BUPERS/NPC FM and Navy commands for IT issues related to the PERSTEMPO application. The PERSTEMPO Help Desk has processed more than 110,000 requests this calendar year.
The Millington Message Center (MMC) manages an average of 116,000 messages per month through the Government Official Information Exchange System (GOES) and Command and Control Information Exchange (C20IX). These messages include PCS orders, sexual assault SITREPs, overseas screenings, assignment suitability determinations, reservist mobilization/demobilization, notifications of deaths (active duty, dependent, retiree), advancements, desertion and return of deserters, medical boards, discharges, exceptional family member communications, personnel and instructional messages, and Navy-wide announcements.
The Navy Decorations and Awards Web Service (NDAWS) serves as the Navy’s official historical database for personal decorations (Navy Achievement Medal and above), unit awards, campaign medals, and expeditionary medals. NDAWS enables the creation of award recommendations, routes them for approval, and automatically updates both the database and the Sailor’s OMPF when a personal decoration is awarded.
