About this file

This is a Sources Sought/Request for Information (RFI) issued by the U.S. Air Force for a dormitory CCTV surveillance system upgrade at Aviano Air Base, Italy. The RFI is for market research purposes and does not constitute a solicitation or obligation. The Air Force intends to use industry responses to assess market capability and inform its acquisition strategy.

The project requires upgrading an existing Axis Communications CCTV system to provide full surveillance coverage of dormitory common areas, elevators, walkways, parking lots, and campus areas. Cameras must record in minimum 4K resolution with high-definition capability. Key deliverables include installation of new camera models (Axis P3738-LV/PLE, P4708-PLVE, P1468-LE), integration of active network equipment (Axis T8524 PoE switches), and deployment of a centralized NVR recording server (Axis Camera Station S1264) with redundant RAID storage up to 144TB. The system must support continuous recording, searchable archived footage, secure network access, and encrypted remote management. All equipment must comply with NDAA Section 889 requirements and be housed in tamper-resistant, lockable cabinets. Additional work includes camera programming, static IP assignment, video stream configuration with H.265 compression, motion detection setup, network cabling installation (Cat6 24AWG), testing of old and new cameras, user credential configuration, and in-person training for up to eight personnel. Responses must be submitted via email to Francesca Corazzin (francesca.croazzin.it@us.af.mil) and Joseph Hudson (joseph.hudson.16@us.af.mil) by June 26, 2026 at 4:00 PM Central European Time. Interested sources must be registered in SAM.gov and shall provide a ten-page response (excluding technical data sheets) addressing technical capability, relevant past performance, identification of overly restrictive requirements, pricing information, customary commercial practices, CAGE code, and company structure.

- Integration of active network equipment (Axis T8524 PoE + network switch)

- Upgrade of the recording system using the latest generation centralized NVR, with redundant storage capacity (RAID) and remote management functions (such as Axis Camera station S1264 Rack recording server);

- Programming and configuration of the cameras, including:

• assignment of static IP addresses;

• video stream configuration (main/sub stream, H.265 compression);

• adjustment of image parameters (brightness, contrast, WDR, IR);

• setting motion detection rules, masking sensitive areas, privacy zones;

• integration on centralized supervision software;

- Supply and installation of Cat6 24AWG U/UTP 4 Pair LSHF/LSZH Cable Green Euroclass Cca cables

Technical specifications of the main equipment:

• IP cameras: 8MP ≥ resolution, IR up to 30/50m, IP66/IK10 protection, 24V PoE power supply;

• PoE switches: 24 Gigabit ports, total power ≥ 370W, VLAN and QoS support power per port

30W;

• NVR: ≥ support, redundant storage 144Tb raid0,1,5,6,10, 4K HDMI output, encrypted remote access;

• Network: Category 6/6A structured cabling, distribution rack cabinets.

Security and regulatory compliance The system will be built in compliance with current regulations on:

• Privacy and personal data processing (GDPR and provisions of the Privacy Guarantor on video surveillance);

• CEI and UNI reference standards for electrical and communication systems;

• Guidelines on the storage of recordings and mandatory information signage.

Testing and delivery:

• test coverage of all the old and new cameras;

• verification of continuous and event recording for all the old and new cameras;

• configuration of user access with differentiated credentials for the controller software system;

• reprocessing of graphic maps in conjunction with the installation of the new cameras, if needed;
