1.0 Summary of goal
The U.S. General Services Administration (GSA), Public Buildings Service, Region 8, Rocky Mountain Region is seeking highly qualified Construction firms interested in participating in an opportunity to design and build several infrastructure items on the Denver Federal Center (DFC).
The infrastructure items in this project may include but are not limited to the following:
● Full campus design of electric vehicle (EV) charging infrastructure
● Installation of 20-40 electric vehicle charging stations
● Replacement or repair of 3 vehicle bridges and a pedestrian bridge
● 2 box culvert repairs
● Replacement of an undetermined length of 6” domestic water piping
● Campus-wide vehicle roadway paving
● Replacement of the campus perimeter security fence
● Repaving of as many as 40 parking lots on the campus totalling 2.7 to 3 million square feet (SF), which will include the installation of conduit for electric vehicle charging infrastructure and the redesign and upgrade of connected ramps and pathways to meet ABAAS and P100 compliance. As this project is funded by the Inflation Reduction Act, all asphalt and concrete in this projects will be required to meet the Low Embodied Carbon standards as delineated in GSA’s LEC Requirements:
https://www.gsa.gov/real-estate/gsa-properties/inflation-reduction-act/lec-progra m-details/material-requirements
Additionally, this project will coincide with another campus-wide energy infrastructure project. This project requires precise, constant, and close coordination with that project to eliminate or reduce costs, delays, and repetition of work.
The Public Building Service (PBS) is seeking information from vendors in order to determine which companies have the skills to support these efforts and how they would go about providing those services to the US federal government. Specifically, we are looking for companies who have experience in designing and constructing parking lots, concrete pathways, electrical infrastructure, culverts, vehicle and pedestrian bridges, security fencing, vehicle roadway paving, and security fence design and construction.

2.0 Background about the Project
The Denver Federal Center is located approximately 8 miles west of Denver, Colorado, along U.S. Route 6 in the City of Lakewood. The DFC is a campus that encompasses approximately 570 acres and houses 6,000 federal employees from 30 different agencies, totaling nearly 4 million square feet of rentable office, laboratory, and warehouse space. GSA’s Region 8 has received funding through the Inflation Reduction Act and intends to use a portion of it to upgrade its campus infrastructure to comply with ABAAS standards and to repair or replace key infrastructure items.
3.0 Green Objectives
This project is funded by the Inflation Reduction Act. Low-embodied carbon material requirements are governed by the funding law and can be found here:
https://www.gsa.gov/real-estate/gsa-properties/inflation-reduction-act/lec-program-detail s/material-requirements.
The contractor will be responsible for meeting these material requirements as well as providing the required documentation and budget management for reporting requirements.
4.0 Timeline and duration
We anticipate the award of the Design-Build services to be Spring of 2025 (subject to change).
5.0 NAICS codes

The North American Industry Classification System (NAICS) code for this procurement will be finalized once submissions resulting from this Sources Sought have been analyzed.
We anticipate that NAICS codes may include:
● 238990 - All Other Specialty Trade Contractors
● 237310 - Highway, Street, and Bridge Construction
● 238110 - Poured Concrete Foundation and Structure Contractors
Your firm may also provide a recommendation as to which NAICS would work best for this procurement if your firm does not have the NAICS codes stated above.
6.0 Objectives for Design-Build services
The General Services Administration (GSA) has been tasked with repairing or replacing necessary campus infrastructure items at the DFC.
Project goals and objectives are:
● to support the current needs of the campus
● to coordinate with the other campus energy upgrade project to eliminate or reduce delays and costs, as well as allow for continued campus use
● to meet all material requirements set forth by the Inflation Reduction Act for asphalt, concrete, glass, and steel, including certification, documentation, and reporting
