Responses to this Sources Sought were due by 6/21/2024 and should have included company information, past performance, pricing, and other supporting documentation. This is not a request for proposal.

NORFOLK NAVAL SHIPYARD, INSTALLATION SUPPORT DIVISION
CONTRACTING DEPARTMENT
SOURCES SOUGHT
THIS IS A SOURCES SOUGHT. THIS IS NOT A REQUEST FOR PROPOSAL.
This announcement constitutes a Sources Sought for information and planning purposes.
Norfolk Naval Shipyard (NNSY) intent of this announcement is to identify qualified and experienced sources for a contract vehicle that will provide technical oversight to perform support for the requested supply as defined in the attached Specifications. This announcement constitutes a sources sought for written information only. This is not a solicitation announcement for proposals and a contract will not be awarded from of this announcement. This announcement is not to be construed in any way as a commitment by the
Government, nor will the Government pay for the information submitted in response.
Anticipated NAICS Code
The NAICS Code for this requirement is 332216 – Saw Blade and Handtool Manufacturing. The
Government has not yet determined whether an existing strategically sourced vehicle will be used to satisfy this requirement.
This requirement will be solicited as Unrestricted, and will be sole sourced to E. H. Wachs, or its authorized distributor, in accordance with FAR Part 13.5 – Simplified Procedures for Certain
Commercial Items. No other manufacturer will be considered. Authorized Distributor letters/certificate shall be required.
A custom designed E. H. Wachs Omega Seal Cutting Machine (24-034-5000-00) is required to perform chip-less (clean) cutting of omega seals (12.74 in diameter). The machine shall be capable of the following:
• clamping into reactor components (shaft) with a .26-degree angle to center line, starting at 8.78 in diameter.
• arrangement needs to fit within a very restrictive space envelope (radial and axial limits).
• hybrid clamping system (precision machined collet and adjustable legs) is required to achieve repetitive and precise mounting in order to reduce the setup time and radiological exposure.
• cutting arrangement weight needs to support installation and removal by hand without the use of rigging.
E. H. Wachs is able and ready to provide the mentioned custom equipment to meet the 1/31/2025 required delivery date (RDD). Meeting this date allows us to receive the equipment, test and develop work practices and develop TWDs for the operation, perform training of cutting operation to qualify production personnel, and to identify any adjustments necessary in time for training and shipboard operations. In addition, the years of experience that E. H. Wachs has working with the NNPP (specifically Reactor Servicing) allows fast and accurate communication of specifications and needs that no other cutting equipment provider can provide.
Another important factor is the familiarity that refueling mechanics have with regards to the custom arrangement being procured. A similar cutting arrangement was procured for Reactor
Servicing work on other conversion projects. This similarity (or familiarity) will reduce the amount of time required to train and get production personnel acquainted with the equipment.
Reponses to this Sources Sought request should reference N4215824QE062, and shall include the following information in this format:
1. Company name, address, point of contact name, phone number, fax number and email address.
2. Contractor and Government Entity (CAGE) Code.
3. Size of business - Large Business, Small Business, Small Disadvantage, 8(a), Hubzone, Woman-owned and/or Supply Disabled Veteran-owned.
4. An estimated Rough Order of Magnitude (ROM).
5. A copy of SAM.GOV active registration. Must reflect Data Universal Numbering System, Commercial and Government Entity, Unique Entity ID, and Reps/Certs. This information will not be included in the page limit.
6. Capability statement displaying the contractor’s ability to provide the supplies, to include past performance information. If past performance information is provided, please include only relevant past performance on the same/similar supply within the last 5 years, providing no more than 3 past performances. Please also include in past performance information such as the contract numbers, dollar value, and delivery lead time for each contract referenced in the response to this sources sought (redacted and un-redacted). This information will not be included in the page limit.
7. Include any other supporting documentation (redacted and un-redacted).
8. Comments or suggested changes to the Government's NAICS Determination.
Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Standard company brochures will not be reviewed. Submissions are not to exceed five (5) typewritten pages in no less than 12 font size.
