Sources Sought Number: Notice Type:

FA8224-23-R-1084CS Sources Sought

Synopsis:

1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only.

1.1The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification

Systems (NAICS) Code is 325510 which has a corresponding Size standard of 1000 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code.

Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.

2. Program Details:

The purpose of this requirement is to provide just in time delivery of aerospace coatings, sealants, and technical assistance to support the Ogden Air Logistics Complex (OO-ALC) at

Hill Air Force Base (AFB), Utah in accordance with the Statement of Work.

The OO-ALC at Hill AFB, UT require procurement of various qualified coating, primer and sealant products that form an aerospace coatings and sealants system. Products are manufactured by CAAP Co., Hentzen, Deft/PPG, Akzo Nobel and 3M aerospace coatings and sealant manufacturers. Only products listed in the SOW Appendix D are acceptable. These products conform to Military Specifications. The use of these products are directed by various Technical Orders in support of the C-130, F-16, A-10, F-22, F-35, T-38, and B-2 programs, aircraft workload accomplished by OO-ALC at Hill AFB, UT. A contractor will need to provide just in time delivery (same day) and technical assistance and expertise.

3. INSTRUCTIONS

3.1. The Government requests interested parties provide the following information (please limit your response to no more than 4 pages):

a. Company Name and Commercial and Government Entity (CAGE) code.

b. Name, phone number, and email address for point of contact(s).

c. The applicable NAICS code for this acquisition is 325510. Based on this NAICS code what is your size status?

d. Are you currently registered in SAM and WAWF?

e. The NAICS Code selected for this potential requirement is 325510, which has a size standard of 1000 employees. If you disagree that 325510 is the proper NAICS Code, please submit that comment to the requiring activity along with what NAICS Code you believe this should be classified under; however, please do not wait for an amendment to this request, as the due date for the market survey will remain at March 15th 2023 at 11:00 AM MST. This date will not be extended.

f. Provide evidence that you can supply all or most of the products listed on Appendix D located within the attached SOW. You are encouraged to provide any documentation to support your business's capability in meeting the requirements in the attached SOW. Failure to provide this type of documentation may result in the Government being unable to adequately assess your business’s capabilities to provide coatings and sealants products in the attached appendix. If any products cannot be provided, please list the reason for not being able to provide the product and or deliver the product just in time.

g. If you are interested in this requirement but are not fully able or qualified to accomplish this requirement, please provide a response as to what changes the Air Force can make in the future to increase competition.

h. Please provide all responses to this survey, to include any questions or comments you might have, to the requiring activity no later than March 15th 2023 at 3:00 PM MST to the attention of Jason Neering via email jason.neering@us.af.mil.
