1. Scope:

1.1 The purpose of this contract is to provide just in time delivery of aerospace coatings, sealants, and technical assistance to support the OO-ALC at Hill Air Force Base (AFB), Utah. The OO-ALC supports the 309th Aircraft Maintenance Group (309 AMXG), 309th Commodities Maintenance Group (309 CMXG), 309th Maintenance Support Group (309 MSXG), 309th Electronics Maintenance Group (309 EMXG).

1.2 The contractor shall provide all personnel, equipment, material, supervision, facilities, transportation, other items and services necessary to provide aerospace coatings, sealants and technical assistance and support.

2. Description:

2.1 Technical Requirements

2.1.1 The contractor shall provide aerospace coating(s) and sealant(s) from an authorized distributor listed in Appendix D.

2.1.2 The Aerospace coating(s) and sealant(s) products shall conform to Military Specifications as directed by Technical Orders in support of the workloads accomplished within OO-ALC at Hill AFB, Utah. The contractor shall use best commercial practices, documentation and standards, except as noted, in this Statement of Work (SOW).

2.1.2.1 Coatings

2.1.2.1.1 The aerospace coatings shall comply with the specifications for each coating in Appendix D. To ensure compliance the manufacturer and product name must be on the specification’s active qualified product list (QPL) or the manufacturer must provide a batch specific certificate of conformance (COC) to the applicable specification.

2.1.2.1.1.1 FMS 3600: FMS-3600 is an Advanced Spectrally Filled Polyurethane Topcoat, and is proprietary blended coating specification that is owned by Lockheed Martin. These coatings have special requirements on manufacturing, storage and shipping. Based on the Fort Worth Qualified Material List (FQML) for FMS-3600 Filled Advanced Spectral Topcoat, the only qualified product is FP-361 and is manufactured by CAAP Co. All vendors must be approved to purchase FP-361 by CAAP Co. before contract award.

2.1.2.1.1.2 The contractor shall notify the Government of any change in products, including change of manufacturer, and shall provide technical support and training to 309th AMXG production technicians. Request for this assistance will be made by the Government Program Manager or 309th AMXG Paint/Blast production supervisor and shall be provided within 24 hours of notification.

2.1.2.1.1.3 The contractor shall establish initial inventory within 60 calendar days after receipt of the contract, and shall subsequently deliver supplies to the Building 220 HAZMART within 24 hours of notification by the Authorized Hazardous Material (HAZMART) Operator. An increased stock level may be required based on depot schedule and customer needs. The Contractor will be given a minimum of 8 weeks’ notice prior to any stock level requirement changes.

2.1.2.1.1.4 The contractor shall store this coating in accordance with FMS-3600 security procedures and in an Original Equipment Manufacturer (OEM) approved facility. The FMS-3600 coating material shall be stored indoors from 40°F to 90°F unless otherwise specified. FMS-3600 coating material shall be used within its respective shelf life, and after the shelf life has expired, the material shall be discarded. For important storage requirements to meet export control compliance, EXPORT CONTROL COMPLIANCE REQUIREMENTS FMS-3600 coating is export controlled material that shall meet International Traffic in Arms Regulations (ITAR) requirements. Therefore, the coating shall be held in material storage under lock and key in the pharmacy at the respective United States Air Force bases. When the FMS-3600 coating is delivered to an air base, an appropriate ‘chain of custody’ shall be followed to ensure that the coating is not left unattended prior to pharmacy storage. Delivering and receiving personnel shall be present at the time of the FMS-3600 coating exchange. If this requirement cannot be met at a specific time, the coating shall stay under lock and key at its current location until the ‘chain of custody’ can be verified. REQUIREMENT CONDITION FMS-3600 coating material shall be held under lock and key at all time prior to usage. ‘Chain of custody’ Confirmation received for FMS-3600 material exchange. FMS-3600 coating shall be stored in pharmacy indoors between 40°F to 90°F. Storage shall meet all ITAR requirements.

2.1.2.1.1.5 The contractor shall notify Building 220 HAZMART POC specified on each delivery 30 minutes prior to delivery of product to allow for a Government HAZMART POC to prepare for delivery and accept the products. The products shall be properly secured during transportation and delivery in its original manufacturing packaging to 309th AMXG and accepted by a Government HAZMART POC.

2.1.2.1.1.6 The contractor shall include signed receipts with the invoices submitted on Procurement Integrated Enterprise Environment (PIEE) (Invoicing, Receipt, Acceptance, and Property Transfer) on the WAWF (Wide Area Work Flow). Accounting System may change at the Governments discretion; Government will notify Contractor of changes.

2.1.2.2 Sealants

2.1.2.2.1 The aerospace sealants furnished under this contract shall be qualified to the requirements of military and commercial specifications. Further refinement to the Military Specifications; incorporated to reflect the specific needs of Hill AFB concerning quality assurance, uniformity, consistency between batches, and requirements to meet local environmental conditions.

2.1.2.2.2 Specifications for the aerospace sealants shall comply as follows: the specifications for each sealant listed in Appendix D. To ensure compliance the manufacturer and product name must be on the specification’s active qualified product list (QPL) or the manufacturer must provide a batch specific certificate of conformance (COC) to the applicable specification.

2.1.2.3 Unique Sealant Packaging:

2.1.2.3.1 Cartridges containing Chromate shall have a red cap in color and non-Chromate shall have a green cap in color.

2.1.2.3.2 Premixed Frozen Material (PFM); shall be pre-mixed at manufacturer facility and immediately frozen to -80 degrees Fahrenheit. Contractor shall ensure this storage temperature requirement is met during all phases of delivery to end user.

2.1.2.3.3 The Contractor shall develop a color-coded inventory control system for stock rotation to ensure shelf life management to reduce waste. The Contractor shall provide the color-coded inventory control system to the Government initially and then when updated. (CDRL A001)

2.1.3 Delivery Requirements

2.1.3.1 The Government shall increase/decrease the types/quantities of aerospace coatings and aerospace sealants as listed in Appendix D quarterly due to workload requirements during the life of the contract.

2.1.3.2 The Contractor shall be responsible to deliver to Hill AFB coatings and sealants listed in Appendix D. The Contractor shall be required to provide Just in Time (as specified by delivery request) delivery to Hill AFB to preclude work stoppage, storage problems and to avoid a partial delivery to meet mission requirements unless; in the best interest of the Government and accepted by the Hazardous Material (HAZMART) Operator. The Contractor shall deliver coatings and sealants as described at the call level to Hill AFB to preclude work stoppage, storage problems and to avoid a partial delivery to meet mission requirements unless; in the best interest of the Government and accepted by the Government POC. In case of extreme events (vehicle accidents, weather, natural disaster, etc.), the contractor shall notify the delivery HAZMART Operator POC as outlined in the call as soon as possible; to provide an estimated delivery time/schedule. In the event any discrepancies in the quantity or kind of coatings and sealants arise, the contractor shall correct and deliver any inaccuracy no later than (NLT) the next business day and provide corrected invoice to the HAZMART Operator or POC. The Contractor shall provide a product Safety Data Sheet (SDS), product Technical Data Sheet (TDS), and an invoice for all deliveries. A Government HAZMART Operator at delivery location(s) shall sign all invoices.

2.1.3.3 The Manufacture date, Military or Commercial Specification shall be marked on all containers. To facilitate compliance with Department of Defense (DoD) Manual

4140.27 Vol 1, OO-ALCI23-113 paragraph 3.1.1.7, and DoDD 5134.12. The contractor shall process any returns to the manufacturer due to non-compliant material, incorrect shipments, and products delivered with less than 80% of original shelf life remaining from the date of the delivery unless waived on a case-by-case basis.

2.1.3.4 The Contractor shall provide a kit for each airframe as required. A kit comprises of the products as listed in Appendix D to complete the airframe in work. The Contractor shall also provide single line items for rework and smaller off-airframe components.

2.1.3.5 The Contractor shall deliver approved orders to locations throughout the OO- ALC. Location(s) to be determined at call level.

2.2 Technical Assistance and Support

2.2.1 The Contractor shall provide technical assistance within 24 hours after notification of a coating or sealant failure or problem.

2.2.2 The Contractor shall provide technical support and training for any approved product change(s). The Group Engineering team shall approve all product changes.

2.2.3 The Contractor shall provide weekly or as needed site visits for technical support, evaluation of materials, material processes, and inventory control.

2.2.4 The Contractor shall provide a monthly Quality Audit Site Visit Report of all technical assistance and support activities provided by the fifth business day of the month. (CDRL A002).

2.3 Additional Requirements

2.3.1 Post Award Conference. As part of this requirement, a Government provided post award conference shall be held within 10 days after award.

4. General Information

4.1 Security Requirements. Compliance with all security and force protection requirements is mandatory and enforced at Hill AFB.

4.2 Comply with each OO-ALC maintenance group identified in paragraph 1.1 in/out processing procedures for all contractor personnel to ensure proper security related briefing and debriefs are accomplished.

4.3 Contractor Identification Badges

4.3.1 Badge/Unescorted Entry Authorization, IAW Hill AFB Instruction 36-812.

The Government security manager shall complete an “Unescorted Entry Authorization Certificate” (AF Form 2586), for Controlled Area Line Badges requiring entry into controlled areas. Contractors granted controlled area access shall complete all necessary training and a local background check prior to requesting access, annually thereafter, until contract completion. The Contractor Representative shall complete a Form 496 for Defense Biometric Identification System (DBIDS), if required, for each employee and forward to applicable OO-ALC security officer for processing, annually thereafter until contract completion. The request shall be submitted to Security Forces Pass and Identification (building 430). The AF Form 2586 & 496 shall be returned to the Government security manager for accountability. NOTE: a valid DBIDS must be issued prior to requesting controlled area access.

4.3.1.1. Contractor employees who fail to complete annual training prior to anniversary date, and pass the written test, shall have their controlled area badge revoked and/or one shall not be issued.

4.3.1.2. If installation access is denied from a failed local file background check the contract employee/s shall be removed from the installation immediately and all credentials and access badges shall be returned to the issuing security manager the same day.

4.3.2 As required, the contractor employee shall obtain an access card from the appropriate Building Security Manager.

4.3.3 During performance of the contract and at the completion or termination of the contract, the contractor shall be responsible for prompt return of all access cards, credentials and controlled area badges within three business days to the appropriate security manager for any employee who no longer requires access to the work site, and for obtaining required identification of newly assigned personnel. Lost badges shall be reported to the Facility Security Officer (FSO) within one (1) business day of loss. The contractor shall create an Incident/Mishap report when a contract employee loses a DBIBs or Restricted/Controlled Area Badge Line badge (CDRL A003).

4.3.4 The Contractor shall follow local group procedures for reporting and safeguarding actions to include: immediately report security violation(s) to the Group Security Manager and Government PM all available facts related to each instance; and take such precautions as the Security Manager and Government PM may reasonably require for security purposes. Take reasonable and prudent action to establish control of the scene, prevent further violation, and to preserve evidence until released by proper authority;

cooperate fully and assist Government personnel as the Government conducts an investigation of the violation. Participation shall last until the investigation is completed.

4.3.5 The contractor understands that any contractor employee may be summarily and immediately removed from or denied access to any government property, facility, and installation at the sole discretion of competent government authority if that authority determines such action is necessary to protect or preserve government property, safety and security, or to maintain good order and discipline.

5. Communications Security

5.1 All communications with Department of Defense (DoD) organizations are subject to Communications Security (COMSEC) review.

5.2 The DoD authorizes the military departments to conduct COMSEC monitoring and recording of telephone calls originating from, or terminating at, DoD organizations.

5.3 The Government advises the contractor that at any time they place a call to, or receive a call from, a DoD organization, they are subject to COMSEC procedures.

5.4 The Contractor assumes the responsibility for ensuring wide and frequent dissemination of the above information to all employees dealing with official DoD information.

6. Contractor Employees

6.1 The Contractor shall not assign, to the contract or performance, any person including any employee of the U.S. Government if employing that person would create a conflict of interest under any law, regulation or policy of the United States Government.

Additionally, the Contractor shall not assign to the contract or performance, any person who is an employee of the Department of the Air Force, either military or civilian. Unless such person seeks and receives approval according to DoD Directive 5500.7-R and any other applicable regulation or policy of the Department of the Air Force or its subordinate commands.

6.2 All Contractor Management Staff or contractor personnel shall be clearly identified; at ALL times while working on Hill AFB. The Contractor identification shall include conversations, mail, email, teleconferences, video teleconferences, faxes, and/or other electronic communication whether with Government personnel, other contractor personnel, or with the public when supporting this contract where their status as contractor employees might not otherwise be apparent or where they might be mistaken for civil service employees.

Air Force issued identification badges and any contractor badges shall be worn at or above the waistline during the individual’s duty hours when not in a production or designated Foreign Object Damage (FOD) hazard area.

6.3 Contractor Roster

The Contractor shall include an updated Contractor Roster which identifies employees’ names, Government POC names, employees’ supervisor’s (or lead’s) names, date of hire, line badges, and security clearances no later than 10 business days after contract award.

Changes made to the list or status of employees shall be provided five business days prior to the scheduled work. This shall ensure the Government is aware of all contract employees on site (CDRL A004).

7. Hours of Operation

7.1 Normal hours of operation:

7.2 The Contractor shall deliver as required Monday through Friday between the hours of 0600 and 1630. The contractor shall not deliver to any drop stations between 1100 and 1200 unless otherwise specified by Contracting Officer (CO) or Program Manager (PM).

Shifts are susceptible to change during the Period of Performance (POP) due to Government worksite availability, i.e., Government furloughs, building/worksite closures. The contractor is responsible for communicating required work hours and ensuring their employees are at their designated delivery stations ready for pickup and delivery.

7.2.1 The Contractors technical personnel are authorized access to Hill AFB 24 hours a day.

7.2.2 Unless otherwise required by the Government, the contractor shall not have access to Government facilities to delivery or for technical support on the following federal holidays: New Year’s Day, Martin Luther King’s Birthday, President’s Day, Memorial Day, Juneteenth. Independence Day, Labor Day, Columbus Day, Veterans’ Day, Thanksgiving Day, and Christmas Day. If the federal holiday falls on Sunday, it is observed on Monday. If the holiday falls on Saturday, it is observed on Friday. There may also be weather related days and Government directed holidays. On these days, the Government PM shall notify the contractor and the contractor shall not be required to deliver or provide technical support; the contractor shall not bill the government for services not performed.

7.2.3 Down Days/Weather Days: The Government PM shall notify the contractor by either email or phone an official notice for Energy/Weather Down days. The contractor is not expected to provide services on Energy/Weather Down days.

7.2.4 Weekends/Holidays: Not normally expected to provide deliveries or services on weekends or holidays. Unless notified by the government shop supervisor or Engineering of a coatings or sealants failure requiring services from the contractor.

8. Environmental Controls.

8.1 Compliance with Laws and Regulations. The Contractor shall be knowledgeable of and comply with applicable Interstate, Federal, State, and Local laws, and regulations. In the event of a guidance conflict, the contractor shall follow the most stringent requirement. In the event environmental laws/regulations change during the term of this contract, the contractor is required to comply as such laws come into effect. If there is an increase or decrease in cost as a result of the change, the contractor shall inform the CO or PM pursuant to notice requirements and negotiate a modification to the contract.

8.2 The Contractor shall ensure their employees are made aware that the performance of these services shall occur in industrial areas. The OO-ALC (Ogden Air Logistics Complex) has the potential to expose workers to hazardous materials which may include, but is not limited to:

hexavalent chrome, cadmium, beryllium, lead and others. While the contractor shall not perform duties in a marked and signed regulated area [where exposures are expected to exceed the permissible exposure limits set by Occupational Safety & Health Administration (OSHA) 29 CFR 1910 Subpart Z], there may be contact hazards with these materials during cleanup of dust, metal shavings, etc. It is the contractor’s responsibility to identify such potential hazards to their contractor employees. The contractor shall ensure proper protective measures and training is taken to ensure contracted employees are protected from these hazards. Contractors should determine their own PPE requirements, after the Government informs them of the recognized hazards. Contractors shall adopt their own procedures, and shall adopt their own Contractor Hazard Assessment. The site location’s Bioenvironmental Engineering Flights have produced industrial hygiene assessments of these areas which are for information only and shall be provided at the contract level.

8.2.1 Notification of Environmental Spills. If the contractor spills or releases any substance into the environment, the contractor or its agent shall immediately report the incident to the Base Fire Department, as identified in each order. If the incident location is Hill AFB, the contractor shall contact the Hill AFB Fire Department at phone number 911. The liability for the spill or release of such substances rests solely with the contractor and its agent.

8.2.2 Material Storage and Use. The contractor shall follow manufacturer’s guidelines and professional recommendations for temperature, cleanliness, and materials handling, storage, and disposal. This may include hazardous waste/materials. The Contractor shall work with and dispose of various Hazardous Material Management IAW AFI32-7086_HILLAFBSUP, AFMAN 32-7002 chapter 3, Waste Management, AFMC and Base Supplements, and locally developed operating instructions. The Safety Data Sheet (SDS) shall be maintained on file IAW OSHA 29 CFR 1910 and shall be available to employees for review of safety and health information. The Contractor shall have a hazardous communication program developed and implemented. IAW OSHA 29 CFR 1910, to inform employees of potential hazards if and when chemicals are used, inform their employees of the labeling system, ensure their employees are trained on how to read a SDS, that the SDS is available for review, safety, and health information, and to determine the proper Personal Protective Equipment (PPE) required.

9. Safety Requirements

9.1 In performing work under this contract, the contractor shall:

9.1.1 Conform and comply with the safety requirements contained in the contract for all activities related to the accomplishment of the work. This includes the wearing of appropriate PPE. All required PPE shall be furnished by the contractor. Contractors shall conduct their own Hazard Assessment and determine what PPE they shall need.

9.1.2 Comply with all safety requirements including, but not limited to all those detailed in OSHA (Public Law 91-596), AFIs, local Operating Instructions, and process orders, Confined Space Standards, Technical Orders in relationship to safety, and Environmental Protection Agency (EPA) instructions for the protection of their employees. The contractor shall be responsible for the safety and accountability of all its employees. In the event there is conflicting guidance, the contractor shall follow the most stringent.

9.1.3 The Contractor shall always provide services in a manner, which prevents mishaps and is in compliance with all OSHA standards per AFI91-202.

9.1.4 The Contractor shall implement a safety program IAW Appendix C.

9.1.5 Ensure proper protective measures and training is taken to protect contract employees from these hazards identified in paragraph 8.2. The contractor shall instruct his/her employees to recognize potential hazards, and where necessary, inform them how to avoid the dangers associated with them. The site location Bioenvironmental Engineering Flight has produced industrial hygiene assessments of these areas in which the contractor may be working. These assessments shall be provided for contractor information only. IAW OSHA 29 CFR 1910, the contractor should be aware that the contractors are responsible for their own OSHA violations occurring in the performance of this contract. Any costs associated with issued citation are not an allowable cost under the contract or allocable to any other Government contract and production of any documentation as may be required by OSHA. The contractor shall ensure these OSHA requirements are requirements of any subcontractors.

10. Applicable Documents:

10.1 Compliance with all publications, regulations and operating instructions provided by the Government or referenced in this SOW and subsequent orders are required.

10.2 All Air Force Instruction (AFI) or AFI Supplements referenced in this SOW are attached and/or available via Air Force Epubs website https://www.e-publishing.af.mil/Product-Index/.

11. Quality Program Plan (QPP)

11.1 The Contractor shall provide a QPP. Updates shall be provided whenever there is a change in any of the following Quality System Elements: Management Responsibility Organization; Quality System Initial Quality Planning; Document Control; Process Control; Inspection & Testing; Corrective Action; Handling, Storage, Packaging, and Delivery; Quality Records; Internal Quality Audits; Training; and Quality System Effectiveness. (CDRL A005)

11.2 The Contractor shall establish and provide a complete Contractor’s QPP to ensure the requirements of this contract are provided as specified. The Contractor shall ensure quality service is maintained throughout the life of the contract. (CDRL A005)

11.3 The Contractor’s QPP shall reflect the contractor’s overall approach, internal management controls, processes, and procedures for reporting to the Government on identified aspects of quality issues. The plan shall identify the means by which the Contractor shall ensure quality effectiveness and demonstrate comprehensive management and review of data. The plan shall describe who reviews and assures that appropriate action is initiated when trends are unfavorable, who the Government shall contact for contractor quality issues. The plan shall identify how the contractor identifies and resolves deficiencies, identifies potential improvements, and maintains and makes available to the Government supporting documentation that reflects quality control inspections and corrective actions taken. The Contractor shall provide copies of all discrepancies to the Government Contracting Officer and the Government PM.

11.4 The Contractor’s QPP shall meet or exceed the minimum quality management systems elements specified in the American National Standards Institute (ANSI)/American Standards Organization (ASO)/International Standards Organization (ISO) family of standards.

11.5 The Contractors QPP shall be reviewed and approved ten (10) calendar days post contract award. (CDRL A005).

SECTION I - GENERAL REQUIREMENTS

A. Safety Program Requirements.

The contractor will implement a safety program that ensures protection of Government personnel and property. The program will consist of, as a minimum:

1. Mishap reporting, as defined in paragraph B1 below.

2. Routine and recurring surveillance to ensure the safety requirements of this contract are enforced.

3. Identification of segregated work site locations for operations that cannot be co-mingled with general industrial operations and the process for ACO approval of operations and changes at these specific sites.

4. All contractor personnel shall be trained and qualified to perform their duties safely.

5. The contractor shall include a clause in all subcontracts requiring the subcontractors to comply with the safety provisions of this contract, as applicable.

B. Mishap Notification

1. The contractor shall notify the OO-ALC/SE workflow at OO-ALC.SE.Workflow@us.af.mil or the Hill AFB Command Post (801-777-3007) after normal duty hours, and the designated Government Representative (GR), i.e., the ACO, PCO, or DCMA COR (Contracting Officer's Representative) within one (1) hour of all mishaps or incidents at or exceeding $2,000 (material + labor) in damage to DOD property entrusted by this contract, even if the government is wholly or partially reimbursed. This notification requirement shall also include physiological mishaps/incidents. A written or email copy of the mishap/incident notification shall be sent within three calendar days to the GR, who will forward it to OO-ALC/SE. For information not available at the time of initial notification, the contractor shall provide the remaining information no later than 20 calendar days after the mishap, unless extended by the ACO.

Mishap notifications shall contain, as a minimum, the following information:

(a) Contract, Contract Number, Name and Title of Person(s) Reporting

(b) Date, Time and exact location of accident/incident

(c) Brief Narrative of accident/incident (Events leading to accident/incident)

(d) Cause of accident/incident, if known

(e) Estimated cost of accident/incident (material and labor to repair/replace)

(f) Nomenclature of equipment and personnel involved in accident/incident

(g) Corrective actions (taken or proposed)

(h) Other pertinent information

2. The contractor shall cooperate with any and all government mishap investigations.

Additionally if requested by government personnel or designated government representative (GR), i.e., the ACO, PCO, or DCMA COR (Contract Officers Representative), the contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records, until released by safety investigators.

3. The contractor shall provide copies of contractor data related to mishaps, such as contractor analyses, test reports, summaries of investigations, etc. as necessary to support the government investigation.

4. The contractor shall support and comply with the safety investigation and reporting requirements of DAFI91-204 or DAFI91-204_AFMCSUP.

C. General Safety Requirements:

The contractor is solely responsible for compliance with all federal, state and local laws, the Occupational, Safety and Health Act (OSHA) (Public Law 91-596) and the resulting standards, OSHA Standards 29 CFR 1910 and 1926, as applicable, and the protection of their employees. Additionally, the contractor is responsible for the safety and health of all subcontractor employees. All documents required as a result of OSHA 29 CFR 1910 and 1926 regulations, (i.e. certifications, training, respiratory protection program, workplace hazard assessments), shall be made available to the COR upon request.

The contractor shall ensure assigned personnel are adequately trained and qualified for the task being performed. Brief all personnel on the hazards involved with operations and applicable precautions to be taken. Should unidentified hazards arise, cease operations until actions are taken to eliminate or mitigate hazards to safe levels.

Contractor personnel must receive Explosive Safety Awareness Training if their duties require entry into the Explosive Clear Zone. This training will be provided by the OO-ALC Safety Office. Contact Tom Caygle at 586-0081.

A Risk Assessment will be required prior to any work being accomplished, if munitions will remain in the facility.

Compliance with OSHA and other applicable laws and regulations for the protection of contractor employees is exclusively the obligation of the contractor. Note: The government shall assume no liability or responsibility for the contractor's compliance or non-compliance with such requirements. The contractor shall furnish to each of his/her employees a place of employment, which is free from recognized hazards. The contractor shall brief his/her http://www.osha.gov/pls/oshaweb/owasrch.search_form?p_doc_type=STANDARDS&p_toc_level=0 employees on the safety requirements of this contract and on hazards associated with prescribed tasks. The contractor is responsible for compliance with OSHA Public Law and the resultant standards identified within. In addition, the contractor is required to flow down the safety requirements/specification to all subcontractors. This applies to Federal Acquisition Regulation (FAR) 12 commercial acquisitions as well. This contract shall in no way require persons to work in surroundings or under working conditions which are unsafe or dangerous to their health.

The contractor must coordinate and perform work so as not to impact the safety of government employees or cause damage to government property. This requires providing personnel with protective equipment and associated safety equipment as may be necessary. The contractor must also protect personnel from hazards generated by the work. If the contractor employs BILINGUAL speaking employees, they must post bilingual signs and have written procedures for specific tasks in applicable languages.

SECTION II – SPECIFIC REQUIREMENTS

PEDESTRIAN CROSSWALKS: All contractor personnel are required to use the closest crosswalk, or traffic controlled intersection when crossing the road. Pedestrians must look both ways to ensure the coast is clear before stepping out into the crosswalk.

Pedestrians DO NOT have the right of way unless they are already in the crosswalk.

Contractor vehicle operators have the same responsibilities as pedestrians, to share the road and mutually observe and yield to pedestrians.

MOTOR VEHICLES: Contractor shall comply with the standards in: DoD Directive 5525.4, Enforcement of State Traffic Laws on DoD Installations", Nov 2, 1981, Para 3-4;

DODI 6055.4, DoD Traffic Safety Program, 20 Jul 99; AFI 91-207, USAF Traffic Safety Program, 22 May 07; and AFI 91-207 AFMC SUP1, The US Air Force Traffic Safety Program, 1 Oct 07. Each applies to all persons at any time on an Air Force Installation and includes all leased, owned, or privatized property including housing areas. In addition: AFI 13-213, Airfield Management, applies to all contractors, sub-contractors, vendors, commercial delivery companies, and all other private business vehicles who operate anywhere on Hill Air Force Base, including the airfield (to include the industrial areas and any buildings or hangars located upon the airfield) in support of their mission.

HOUSEKEEPING: Housekeeping shall be conducted according to the requirements in OSHA Standard 29 CFR 1910.141. CLEAN AS YOU GO will be enforced.
