About this file

This is a Sources Sought Notice issued by the Defense Human Resources Activity (DHRA) under the Defense Activity for Non-Traditional Education Support (DANTES) to conduct market research for an Online College and Career Planning Tool. The Government seeks to identify vendors capable of providing an online platform offering self-paced career and education counseling for military members, including comprehensive assessments of interests, skills, and work values; customized career and education pathways; job search preparation and facilitation; and lifetime access to user portfolios and documents. The tool must be available 24/7, 365 days annually for all active, reserve, and National Guard members across all service branches (Air Force, Army, Navy, Marine Corps, Coast Guard). Critical military-specific functionalities required include online registration capturing branch and installation location, separate registrations for counselors and administrators, occupational search by Military Occupation Specialty (MOS) and ASVAB score, VA benefits and GI Bill information, links to military transition centers and military-friendly employers, user reporting by service branch, and monthly webinars. The incumbent contractor is Kuder, Inc. under Task Order H9821021F0257, with the Government indicating intent to sole-source the follow-on acquisition. The proposed NAICS code is 611710 (Educational Support Services) with a size standard of $24.0 million.

Interested vendors must submit a 10-page unclassified capability statement electronically by the stated deadline to Constance Reedus (constance.r.reedus.civ@mail.mil) and Mike Carnley (charles.m.carnley.civ@mail.mil). Submissions must include company information, UEI, CAGE Code, organizational structure, teaming arrangements, prime or subcontractor status, relevant expertise, and responses to specific questions regarding indefinite user access and counselor tracking capabilities. Vendors must also provide information on two similar projects completed within the last five years where they served as prime or subcontractor, including project names, values, points of contact, descriptions of challenges and successes, and their role. All interested parties must be registered in the System for Award Management (SAM) database. The Government will not reimburse response costs, will not accept unsolicited proposals, and will not notify respondents of evaluation results. This notice is not a formal solicitation or a binding Government obligation, though it will inform the Contracting Officer's acquisition strategy determination. Small Business inquiries should contact Ms. Natalie Rosa at dodhraosbp@mail.mil.
