About this file
This sources sought notice seeks capability information from vendors for a meteorology division Doppler weather radar sustainment contract at Dugway Proving Ground in Utah. The government intends to award a contract for evaluation, repair, and ongoing maintenance of a C-band fixed-site radar system with 360 kW transmit power, 5630 MHz frequency, and 14-foot antenna dish. The period of performance includes a base year from September 2023 to September 2024 and four 12-month option periods through September 2028. Vendors are asked to provide information on their experience, pricing, and recommendations to improve competition for this requirement. Responses will aid the government's market research and potential set-aside determinations prior to releasing the solicitation as a competitive procurement.

SOURCES SOUGHT NOTICE
THIS IS A Sources Sought Notice ONLY. The Mission Installation Contracting Command (MICC) Dugway Proving Ground (DPG) currently intends to award a contract for Meteorology Division Doppler Weather Radar Sustainment on an competitive basis, and is seeking vendors that may be able to perform this requirement in order to support a competitive procurement. Accordingly, the U.S. Government highly encourages all interested businesses (large and small) to respond to this sources sought notice. In addition, small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), must describe their identifying capabilities in meeting the requirements at a fair market price, i.e., information which may help support a set-aside.
The proposed contract type and any set aside strategy will be determined after proper market research has been conducted. The Government may conduct a site visit during the solicitation phase of the requirement if adequate interest exists or if the solicitation process can significantly benefit from the site visit. The government intends to award the evaluation, repair, and ongoing maintenance of all equipment, on a competitive basis if market research results in responses from two or more capable providers.
This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. However, if a competitive solicitation is released, it will be synopsized on the Governmentwide Point of Entry (GPE). It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement. The NAICS code is: 811210. SBA Size Standard is $34 Million.
SERVICE TO BE PURCHASED: Dugway Proving Ground (DPG) Meteorological Division requires a Maintenance and Repair Service for the Meteorology Division Doppler Weather Radar Sustainment (CBand) located at DPG.
A maintenance contract ensures the uninterrupted operation of (DPG) radars, which are critical meteorological assets that provide advanced warning of potential weather hazards to the West Desert Test Center (WDTC) testing operations, as well as the DPG community.
The Government C-Band Doppler Radar System is configured and consists as follows:
C-Band Fixed-Site Radar Specifications:
| • | Simultaneous Dual Polarization |
| • | Transmit Power: 360 kW |
| • | Transmitter Type: Magnetron |
| • | Frequency: 5630 MHz |
| • | Wavelength: 5.3 cm |
| • | Beam Width: 0.98 deg |
| • | Antenna Gain: 45 db |
| • | Dish Size: 14 ft (4.3 m) |
| • | PRF: 250-1200 HZ |
| • | Pulse Length: 0.4 us, 0.8 us, 1.0 us, or 2.0 us |
| • | Minimum Gate Length: 15.6 m |
System Performance:
The system shall accurately forecast the transport and dispersion of a simulant release, highly accurate and spatially fine-scale measurements of the three-dimensional (four-dimensional including time) wind field are essential. The high resolution wind field data collected by the DPG Meteorology Doppler radars is assimilated into the Army ATEC 4DWX weather data analysis and forecast system. Output data from the 4DWX system as well as wind data provided by surface stations and the Doppler radar, serve as meteorological inputs to the DoD HPAC dispersion model for fine-scale simulant cloud concentration predictions. The nature of CB releases (and the equipment under test) requires the most accurate knowledge of the time evolving state of the wind field. In addition to near real time measurements of boundary layer winds to support CB simulant tests, weather surveillance radar are required to ensure the safety of personnel and equipment.
The period of performance shall be for one (1) Base Year of 12 months up to four (4) 12-month option years. Please note:
The Period of Performance reads as follows:
| • | Base Year | (Sept 04, 2023- Sept 03, 2024) |
| • | Option Year I (Sept 04, 2024- Sept 03, 2025) | |
| • | Option Year 2 (Sept 04, 2025- Sept 03, 2026) | |
| • | Option Year 3 (Sept 04, 2026- Sept 03, 2027) | |
| • | Option Year 4 (Sept 04, 2027- Sept 03, 2028) |
In response to this sources sought, please provide:
1. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition and identify alternatives or solutions. Also contact the MICC Advocate for Competition, Scott Kukes, at scott.d.kukes.civ@army.mil or 210-466-3015, if you believe that this action is unreasonably restricting competition. Include the subject of the acquisition, this announcement, and the MICC POC information from the Sources Sought Notice. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion.
2. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, identify business size (large business or a small business), and if applicable, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code.
3. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any.
4. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination.
5. Information to help determine if the requirement (item or service) is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc.
6. Identify how the Army can best structure these contract requirements to facilitate competition, including competition among small business concerns.
7. Recommendations to improve the Army's draft PWS to acquiring the identified services.
