About this file
This document is a Sources Sought Capabilities Questionnaire related to a federal contract opportunity for a Multiple Award Construction Contract (MACC) for design-build and design-bid-build construction projects primarily located at the Portsmouth Naval Shipyard in Maine and the Norfolk Naval Shipyard in Virginia. The contract will require the ability to manage multiple concurrent task orders for heavy waterfront and industrial construction projects including dry docks, wharves, piers, bulkheads, utilities, and infrastructure. The government is seeking qualified large and small businesses, including 8(a), HUBZone, SDVOSB, WOSB, and EDWOSB firms, to submit capabilities information. Responses are due by April 26, 2024. The government anticipates awarding no more than 5 contracts with a total contract value not to exceed $4 billion over the 5-year base and option period. Submitted projects must demonstrate experience with new construction, repair/renovation, and various waterfront elements. The potential NAICS codes are 237990 and 238110 with a $45 million size standard.
